The policy is aimed at preventing social conflicts, illegal construction, and agricultural disputes across the regency.

Asri Ludin emphasized the importance of close coordination between the Deli Serdang local government and PLN to ensure orderly, safe, and sustainable regional development. He noted that electricity supply should not only meet public demand but also align with spatial planning and its social impact.

He specifically called on PLN to reject electricity connection requests for buildings or business facilities operating without proper permits, particularly those that could trigger social issues. He also highlighted the need for stricter monitoring of electricity connections for street vendors (PKL) amid ongoing restructuring efforts in the micro, small, and medium enterprise (MSME) sector.

"If such locations have the potential to create negative social impacts, then they should not be provided with electricity. We do not want to create new problems that burden the community," he said.
