SIGNING OF COOPERATION AGREEMENT: Deli Serdang Regent Asri Ludin Tambunan signs a memorandum of understanding (MoU) with six strategic partners from the energy, banking, and higher education sectors to accelerate regional development at Cendana Hall, the Deli Serdang Regent’s Office.

DELI SERDANG | INDATANEWS.COM ~ The Government of Deli Serdang Regency has reinforced its regional development strategy by signing several Memorandums of Understanding (MoUs) with six strategic partners from the energy, banking, and higher education sectors.

The agreements were officially signed by the Regent of Deli Serdang, Asri Ludin Tambunan, during a ceremony held on Friday (March 13, 2026) at the Cendana Hall on the second floor of the Regent's Office complex.

The six partner institutions include PT Perusahaan Listrik Negara, Bank Rakyat Indonesia, Bank Sumut, Bank Mandiri, Universitas Medan Area, and Universitas Satya Terra Bhinneka.

"This collaboration is expected to become a key instrument to accelerate regional development through cross-sector partnerships," Asri Tambunan said.

He emphasized that cooperation between the regional government, financial institutions, and universities plays a crucial role in creating a productive and sustainable development ecosystem.

"We hope this signing will not remain a mere formality but will be followed by concrete actions that benefit not only the institutions involved but also the government and people of Deli Serdang," he added.

Asri Tambunan highlighted the importance of speeding up financial transaction digitalization through the Regional Digitalization Acceleration and Expansion Team program.

According to him, shifting from cash-based transactions to digital systems is a strategic step to improve transparency and accountability in regional financial management.

"With digital systems, we can demonstrate transparency to the public more clearly. This also aligns with our mission to deliver quality public services under the CTM concept—fast, transparent, and easy," he explained.

He also encouraged the banking sector to take a more active role in increasing regional revenue. One initiative proposed is the installation of tapping box devices in restaurants and commercial establishments to record tax payments in real time.

Universities Drive Innovation and Human Resource Development

The partnership with universities focuses on improving the quality of human resources while encouraging technological innovations that directly benefit communities.

Through the "One Village – One Graduate" program, the regional government aims to expand access to higher education for village residents based on local potential. Agricultural areas will focus more on farming-related studies, while coastal regions will prioritize maritime education.

In addition, the government is opening its regions as field laboratories for universities to conduct research, internship programs, and community-based development projects.

"We want innovations produced by universities to be directly applied in society—whether in agriculture, waste management, or other appropriate technologies," Asri Tambunan said.

Strategic Partners Support Economic Empowerment

Area Head of the Medan Regional Office of Bank Rakyat Indonesia, Catur Wahyu Endra Yogianta, reaffirmed the bank's commitment to supporting economic empowerment in Deli Serdang.

He noted that the bank has provided financing to around 40,000 residents with a total portfolio of nearly Rp2.1 trillion. This includes loans under the People's Business Credit (KUR) program for approximately 27,000 entrepreneurs worth about Rp1.1 trillion.

"Currently, there are around 1,100 BRILink agents operating in Deli Serdang. Their presence also contributes to community economic empowerment as they generate additional income through these services," he said.

Meanwhile, the Rector of Universitas Medan Area, Dadan Ramdan, expressed the university's readiness to strengthen collaboration in human resource development and technological innovation.

The university is currently developing Recognition of Prior Learning (RPL) programs and several applied research projects, including the development of superior banana seedlings and waste-processing technology.

Head of the Government Affairs Division of Deli Serdang, Adi Winarto, explained that the MoU signing aims to strengthen cooperation between the regional government and various partners to create more effective and sustainable regional development. (IDNC)
