DELI SERDANG | INDATANEWS.COM - The Integrated Team for the Prevention, Eradication, Prevention of Abuse, and Illicit Trafficking of Narcotics (P4GN) of the Deli Serdang Regency Government on Monday, July 27, 2026, demolished the Kafe Cantik building along with several other food stalls. The structures were located within the protected riverbank area of the Sungai Ular in Karang Anyar Village, Beringin District.
The joint task force carried out the demolition as a follow-up action after a raid conducted by the Deli Serdang Regency National Narcotics Agency (BNNK), together with several related institutions, on July 29, 2026. During the inspection, authorities found several visitors who tested positive for drug use following urine examinations.The enforcement action was also carried out based on the Decree of the Regent of Deli Serdang Number 100.3.3.2/331/KPTS/2026 regarding the second amendment to the Regent's Decree Number 159 of 2022 on the establishment of the Integrated P4GN Team in Deli Serdang Regency.
In addition to addressing drug abuse, the demolition was conducted because the buildings had been reconstructed within the Sungai Ular protected riverbank area despite previous enforcement and clearance actions.The River Basin Management Agency (BBWS) Sumatera II Medan had previously issued Letter Number SA 0203/T/BBWS12/2026/209 dated April 20, 2026, prohibiting private individuals or certain parties from constructing buildings within the riverbank protection area.

Josua explained that every raid conducted at the location had repeatedly found visitors who tested positive for drug consumption. The operator of the establishment had previously been asked to provide clarification but failed to attend the scheduled invitation.
"We have demolished this location before and informed them that this area is part of the river flow zone where illegal structures are not permitted. However, the buildings were reconstructed. Therefore, today we are carrying out another demolition and leveling the structures," Josua said.He emphasized that the government would not tolerate illegal construction activities along the Sungai Ular riverbank. Should violations occur again, legal action would be taken in accordance with applicable regulations.
"We do not take the fight against drugs lightly. This is part of the President's Asta Cita program. Anyone involved will be held accountable according to the law," he stated.
Josua urged district and village-level governments to strengthen supervision of the Sungai Ular riverbank area to prevent the emergence of new illegal structures. According to him, the construction of permanent buildings requires a lengthy process, meaning their existence should be detected early through regular monitoring.
He considered joint supervision from the regional government down to village administrations as an important measure to prevent the area from being reused for activities that violate regulations, including drug abuse and illicit drug trafficking.Through this operation, the regional government and relevant authorities reaffirmed their shared commitment to continuously carrying out prevention and enforcement measures against drug abuse and illicit drug trafficking in Deli Serdang Regency.
