DELI SERDANG | INDATANEWS.COM - Deli Serdang Regent Asri Ludin Tambunan has reaffirmed that the Deli Serdang Regency Government will not tolerate any illegal levies (pungli) or any form of transaction during the ongoing revision process of the Regional Spatial Plan (Rencana Tata Ruang Wilayah/RTRW).
The statement was delivered by Asri Ludin Tambunan during the opening of the first Focus Group Discussion (FGD) on the RTRW revision and the kick-off meeting for the Strategic Environmental Assessment (Kajian Lingkungan Hidup Strategis/KLHS). The event was held on Wednesday, July 22, 2026, at the Cendana Hall of the Deli Serdang Regent's Office.According to Asri Ludin, the RTRW revision is an important moment for the Deli Serdang Regency Government to align the region's future development direction with spatial planning, investment growth, and the continuously evolving needs of the community.
Asri Ludin Tambunan stated that one of the main objectives of the RTRW revision is to provide certainty for residents and business actors in planning and utilizing land. He noted that there are still investors who purchase land without fully understanding the actual spatial designation of the areas.
"The most important goal of this revision is to create certainty. Until now, there have been many investors who buy land without knowing whether it complies with spatial planning regulations. Only after the purchase do they discover that the intended use does not match. This situation must not continue," he said.He explained that spatial planning certainty is part of the Deli Serdang Regency Government's commitment to providing public services that are fast, transparent, and easy (Cepat, Transparan, dan Mudah/CTM).
To support this objective, the regional government will develop a digital spatial information system that can be accessed openly by both the public and investors.Through this digital system, potential investors will no longer need to come directly to Deli Serdang merely to obtain information regarding land use. Information about industrial zones, residential areas, livestock areas, and other economic activities will be available through an application provided by the government.
"If possible, investors from anywhere will no longer need to come to Deli Serdang just to ask questions. They can simply open the application and find out which areas are designated for industry, housing, livestock, or other economic activities. Everything must be clear, transparent, and system-based," he explained.Asri Ludin also reminded all officials, the RTRW revision team, and all parties involved to carry out the process professionally and with integrity.
He assured that neither residents nor investors would be required to make additional payments to any party in order to obtain services related to the RTRW revision."I guarantee that the public and investors do not need to give money to anyone. If there are officials proven to be involved in such practices, I will take firm action. These practices must no longer exist in Deli Serdang," he emphasized.
One of the regional government's main priorities is protecting existing rice fields (Lahan Baku Sawah/LBS) as part of efforts to support national food security.
According to Asri Ludin, regional development must not focus solely on economic growth but must also preserve areas with strategic value for the broader interests of society."Based on data from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Deli Serdang has approximately 31,001 hectares of existing rice fields. Of that area, 85 percent must be maintained as sustainable agricultural land for food production (Lahan Pertanian Pangan Berkelanjutan/LP2B) to support the national food security program. Therefore, the RTRW revision process must be carried out with great care," he stated.
He urged all parties involved in preparing the new spatial plan to maintain a balance between development, investment, environmental protection, and the future of the agricultural sector.In addition, Asri Ludin instructed that the entire RTRW revision process must be conducted openly and involve all relevant stakeholders. Information dissemination must reach sub-district and village levels so that communities can understand the process early and provide input.
"The public must not only find out after the regional regulation has been completed. Conduct comprehensive public outreach and involve all parties so that the RTRW revision truly reflects regional development needs and the aspirations of the people," he said to relevant agencies.
The Head of the Deli Serdang Public Works and Spatial Planning Agency, Rahmadsyah, who also serves as chairman of the organizing committee, explained that the first RTRW revision FGD and KLHS kick-off meeting represented the initial stage in preparing the new RTRW in accordance with Regulation of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency Number 11 of 2021.
Rahmadsyah explained that the forum was held to collect various data, suggestions, recommendations, and concerns from all stakeholders, which would later become the foundation for determining the future development direction of the Deli Serdang region.The event featured Dr. Anthony Veery Mardianta as a speaker and Iswandani Lingga as moderator. The forum was attended by various representatives, including heads of regional agencies, members of the Regional Legislative Council (DPRD), representatives from government and vertical institutions, state-owned enterprises (BUMN), regional-owned enterprises (BUMD), sub-district heads, developer associations, entrepreneurs, notaries/PPAT, social organizations, professional associations, and other stakeholders.
Through this forum, the Deli Serdang Regency Government hopes that all contributions from various parties can strengthen the preparation of the RTRW revision, resulting in a transparent and sustainable spatial planning policy that supports long-term regional development.
