AGREEMENT FOR “JAKSA SAHABAT PENDIDIK” PROGRAM SIGNED: Deli Serdang Regent dr. H. Asri Ludin Tambunan signs an agreement with Head of the Deli Serdang District Prosecutor’s Office Sapta Putra under the “Jaksa Sahabat Pendidik” program to prevent irregularities in education administration in Deli Serdang.

MEDAN | INDATANEWS.COM - Deli Serdang Regent dr. H. Asri Ludin Tambunan and Head of the Deli Serdang District Prosecutor's Office Sapta Putra signed an agreement on Tuesday, October 6, 2026, to strengthen efforts to prevent irregularities in the administration of education in Deli Serdang Regency.

The agreement is part of the "Jaksa Sahabat Pendidik" (Prosecutors as Partners of Educators) program initiated by the North Sumatra Provincial Prosecutor's Office. The program provides legal assistance and guidance to school principals, officials authorized to manage budgets, and those responsible for education funds, particularly in the administration of education budgets.

The initiative represents a joint effort by the Deli Serdang Regency Government and the Prosecutor's Office to establish a more orderly, transparent, accountable, and integrity-driven system of education administration. Legal assistance is intended to help prevent potential problems at an early stage. Through this approach, education officials are expected to better understand their responsibilities and ensure that all procedures are carried out in accordance with applicable regulations.

Legal Assistance for School Principals

Deli Serdang Regent dr. H. Asri Ludin Tambunan welcomed the cooperation. He said legal assistance plays an important role in helping school principals understand and carry out their responsibilities, particularly in managing budget funds directly related to the operation of educational institutions.

"Such assistance is important to ensure that every process complies with regulations and that school principals can properly carry out their responsibilities," the regent said.

Asri Ludin emphasized that the management of education funds requires particular attention because every decision has an impact on the implementation of the educational mandate. Therefore, school principals should have access to consultation whenever they encounter legal questions in implementing programs or using budget funds.

Through the agreement, the Deli Serdang Regency Government is promoting a joint working model that places prevention at the center of education administration. School principals and officials responsible for budgets are expected not only to meet administrative requirements but also to ensure that every use of budget funds has a legal basis, is consistent with established plans, and benefits students.

The Deli Serdang Regency Government also hopes the cooperation will strengthen public confidence in the administration of education. Transparency and accountability are essential to ensure that funds allocated for education actually contribute to improving the quality of educational services at schools.

Implemented Across 33 Regencies and Cities

North Sumatra Governor Muhammad Bobby Afif Nasution said the signing of agreements under the "Jaksa Sahabat Pendidik" program was conducted simultaneously across all 33 regencies and cities in the province, both in person and online.

Bobby said legal assistance can provide greater confidence to school principals and teachers in carrying out their duties, particularly in managing education budgets. Greater certainty regarding applicable regulations can help officials make more appropriate and secure decisions.

"This initiative is truly extraordinary. It provides a sense of security, allows school principals and teachers to work more calmly, and prevents irregularities in school budgets because we want to continue improving the quality of education administration," he said.

Bobby emphasized that improving the quality of education does not depend solely on classroom teaching. Good administration is also an essential component in ensuring that all educational resources are used effectively and for their intended purposes.

Therefore, preventing irregularities in the use of budget funds through legal assistance can strengthen the education administration system. Through early consultation, school principals and officials responsible for budgets have the opportunity to ensure that their decisions do not violate applicable regulations.

The cooperation implemented across all regencies and cities in North Sumatra also demonstrates efforts to establish a common understanding between regional governments and law enforcement agencies in safeguarding sound education administration.

Prosecutors Focus on Prevention

Head of the North Sumatra Provincial Prosecutor's Office Muhibuddin said education encompasses far more than simply the transfer of knowledge. Education also plays an important role in developing the character and moral values of future generations.

For that reason, Muhibuddin said the prevention of legal problems in education must begin at an early stage. Responsible education administration requires careful attention, from planning and budgeting to procurement, implementation of activities, and accountability for the use of funds.

"Prevention begins with planning, budgeting, procurement, and implementation of activities through to accountability," he said.

Muhibuddin explained that the approach taken by the Prosecutor's Office through the "Jaksa Sahabat Pendidik" program is primarily focused on prevention. The Prosecutor's Office is creating an avenue for consultation before a problem develops into a legal violation or causes financial losses.

School principals can contact the relevant units within the Prosecutor's Office, including the Intelligence Division and the Civil and Administrative Law Division, when they have uncertainties regarding legal aspects of their duties.

According to Muhibuddin, this consultation mechanism is particularly important because not every problem faced by officials in the education sector arises from an intention to violate regulations. A lack of understanding of legal provisions can also lead to mistakes in decision-making.

"It is better for a prosecutor to come to a school before a potential violation occurs than to come later with a summons after a loss has already occurred," he said.

Through this approach, the North Sumatra Provincial Prosecutor's Office seeks to establish the legal function as an instrument for both prevention and assistance. School principals, teachers, and officials responsible for budgets are expected to receive legal guidance before making decisions that could later lead to problems.

In addition to signing the agreement, the North Sumatra Provincial Prosecutor's Office has also established a complaint hotline. The channel can be used by members of the public, teachers, and school principals to report potential cases of abuse of authority, bribery, illegal fees, or corruption.

The hotline complements the preventive measures under the "Jaksa Sahabat Pendidik" program. Through the complaint channel and access to legal consultation, members of the public have a means of providing information. At the same time, education officials have a communication channel through which they can seek clarification on legal matters.

The cooperation between the Deli Serdang Regency Government and the Prosecutor's Office ultimately aims to ensure responsible administration of the education sector. Early prevention beginning at the planning stage is expected to help protect education budgets from irregularities while ensuring that the funds benefit students and the wider community. (IDNC)
