Deli Serdang Strengthens Protection for Migrant Workers

DELI SERDANG | INDATANEWS.COM - Deli Serdang Regent dr. H. Asri Ludin Tambunan has expressed his full support for strengthening the protection of Indonesian migrant workers. The Deli Serdang Regency Government is promoting broader public education so that prospective migrant workers understand the procedures for working abroad and can avoid fraud and potential problems throughout the migration process.

Asri Ludin expressed his support when he received representatives of the Migrant Workers Resources Center (MRC) at the Deli Serdang Regent's Office on Wednesday, October 7, 2026. During the meeting, the regional government and the MRC discussed strengthening information services, assistance and consultation, preventing human trafficking, and providing support for migrant workers after they return to their home region.

Asri Ludin called on all relevant parties to make optimal use of the MRC's presence at the Deli Serdang Public Service Mall (Mal Pelayanan Publik/MPP). In his view, the service center must provide clear information and consultation to residents before they decide to seek employment abroad.

The MRC's services are not intended only for prospective migrant workers, but also for those already working abroad who need information, consultation or protection. Asri emphasized that close coordination among institutions is essential so that the public can receive targeted services without being confronted with complicated procedures.

"We fully support the protection of migrant workers. The public must be given clear education so that they are not deceived again," he said.

MRC Services at the MPP to Be Optimized

Asri Ludin emphasized that regional agencies must strengthen their support in accordance with their respective duties and authorities. This concerns not only the period before workers leave for employment abroad, but also assistance for migrant workers after they return to Deli Serdang.

The regional government also needs to improve coordination regarding migrant worker data. Integrated data could help the government identify service needs, understand the situation of migrant workers and determine appropriate forms of assistance.

According to Asri Ludin, the presence of the MRC at the Deli Serdang MPP has strategic significance. Residents can obtain information through a one-stop service while also being connected with regional agencies responsible for employment matters and migrant worker protection.

Optimizing these services is also expected to limit opportunities for individuals who offer overseas employment through false or misleading information. Early education is an important preventive measure so that people understand official procedures, their rights and obligations, as well as potential risks.

Yatini Sulistyowati, the MRC coordinator for North Sumatra and East Java, said strengthening Desa Migran is among the MRC's priorities in Deli Serdang. The program covers 17 villages, with Desa Limau Manis selected as the pilot location.

Following implementation in Desa Limau Manis, the MRC plans to expand a similar program to the other 16 villages. Strengthening villages is considered important because it enables the government and communities to establish a prevention and assistance system at the level closest to prospective migrant workers.

Currently, six villages have a Satgas Desa Migran Emas, a special task force responsible for protecting migrant workers at the village level. The MRC hopes that the Deli Serdang Regency Government can encourage the establishment of similar task forces in more villages so that protection measures can be implemented more evenly.

"We would like to thank the Regent for supporting the MRC. Coordination with the Manpower Office is also continuing, and we have jointly gone to villages to provide education," Yatini said.

Desa Migran as the First Line of Protection

Yatini explained that Deli Serdang is among the areas in North Sumatra with a relatively high number of prospective Indonesian migrant workers (CPMI) and Indonesian migrant workers (PMI) being sent abroad. This situation has prompted the MRC to strengthen consultation and assistance through cooperation with the regional government.

According to her, the high mobility of people to and from Deli Serdang is also linked to the presence of Kualanamu International Airport. This makes the strengthening of information and protection services even more important, both for people from Deli Serdang and for migrant workers who pass through the area as part of their journey.

"We have already looked at the location at the MPP and seen the potential of various regional government agencies that can be strengthened further. There is no denying that the number of migrant workers from and through Deli Serdang is quite high, partly because of the presence of Kualanamu Airport," she said.

Yatini explained that the MRC sees significant potential for cooperation with regional government agencies (OPD). Each agency has responsibilities that can be connected with one another to strengthen migrant worker protection, ranging from information dissemination and data collection to prevention measures and assistance when migrant workers encounter problems.

Deli Serdang Manpower Office Head Syahdin Setia Budi Pane said the MRC had selected Desa Limau Manis as the pilot location because the village is among the areas with a high number of people who migrate for work.

According to Syahdin, this situation has created a high demand for information about procedures for working abroad and migrant worker protection. The pilot program is intended to serve as a model that can subsequently be implemented in other villages.

Syahdin also emphasized the importance of making optimal use of MRC services at the Deli Serdang MPP. The regional government can connect these services with the relevant agencies so that residents can receive more comprehensive information and better assistance.

Cooperation to Prevent Human Trafficking

Strengthening migrant worker protection is also closely linked to efforts to prevent human trafficking, including the criminal offense of human trafficking (TPPO). Therefore, the MRC in Deli Serdang continues to expand cooperation with various stakeholders to improve public understanding while strengthening prevention mechanisms.

The Deli Serdang MRC has been conducting its activities since its official launch in November 2025. Since then, the MRC has worked with various stakeholders to provide public education and promote measures to prevent human trafficking.

This cooperation is important because the issue of labor migration does not concern employment alone. The migration process also involves information, administration, legal protection, data collection and the reintegration of migrant workers after they return to their regions of origin.

The Deli Serdang Regency Government and the MRC can continue strengthening their coordination mechanisms so that residents receive reliable information before deciding to seek employment abroad. A village-based approach can also help the government reach residents more directly.

The meeting was also attended by representatives of the Ministry of the Protection of Indonesian Migrant Workers (KP2MI), Infes, the MRC Center, MRC Deli Serdang, academic institutions and representatives of relevant regional government agencies.

The meeting was part of efforts to strengthen coordination between the regional government and various stakeholders in establishing a protection system for migrant workers. The Deli Serdang Regency Government considers education, data collection, integrated services and assistance to be important components in preventing people from becoming victims of fraud or human trafficking.

By strengthening the MRC at the MPP and developing the Desa Migran program, public access to reliable information is expected to expand. At the same time, prospective migrant workers are expected to follow official procedures before taking up employment abroad. This step will also strengthen migrant worker protection from the preparation and departure stages through to their return to their regions of origin. (IDNC)
