SYNERGY TO PREVENT IRREGULARITIES IN EDUCATION BUDGET FUNDS: The Samosir Regency Government and the Samosir District Attorney’s Office strengthen their cooperation to prevent irregularities in budget management and education through the signing of a memorandum at the Samosir Regent’s Office Hall on Tuesday, October 6, 2026.

SAMOSIR | INDATANEWS.COM - The Samosir Regency Government and the Samosir District Attorney's Office are strengthening their cooperation to prevent irregularities in budget management and the implementation of education programs. The commitment was reaffirmed through the signing of a Memorandum of Understanding on cooperation to prevent irregularities and disruptions in the provision of education in Samosir Regency.

Samosir District Attorney Akwan Annas and Samosir Deputy Regent Ariston Tua Sidauruk signed the memorandum on Tuesday, October 6, 2026, at the Samosir Regent's Office Hall.

The cooperation is aimed at creating an orderly, safe, transparent, accountable and conducive education system. In addition to strengthening preventive measures, the cooperation also provides opportunities for education stakeholders to receive legal education and assistance so they can better understand applicable regulations governing budget management and the implementation of education programs.

The event was also attended by Assistant I Tunggul Sinaga, Assistant II Hotraja Sitanggang, Head of the Education, Youth and Sports Office Dumoch Pandiangan, Head of the Civil and Administrative Affairs Section at the Samosir District Attorney's Office Maulita Sary, several heads of relevant agencies, as well as principals of elementary, junior high and senior high schools.

Education Must Be Managed Transparently

Samosir Deputy Regent Ariston Tua Sidauruk said education is a strategic sector for national development. Therefore, the government must manage the sector with transparency and integrity.

"Education is a strategic sector for national development. Considering the substantial budget allocated to the education sector, transparent, accountable, effective and integrity-based policies and management are required. We must ensure that every policy decision and every budget allocation truly contributes to improving the quality of education," Ariston said.

According to Ariston, the amount of government funding allocated to the education sector must be accompanied by sound management. Every use of budget funds must provide clear benefits to students and contribute to improving the quality of education.

For this reason, the Samosir Regency Government considers stronger oversight and a better understanding of applicable regulations to be important elements in safeguarding the education sector. The measures are intended not only to prevent violations of the law, but also to provide school principals and teachers with a better understanding of their authority and responsibilities in managing budget funds.

Ariston said the "Jaksa Sahabat Pendidik" program, or Prosecutors as Partners of Educators, is an important component of efforts to prevent irregularities while strengthening legal awareness among education stakeholders.

"Protecting education means securing the future of the nation. Therefore, corruption prevention and better education management must receive our shared attention. We do not want to act only after a problem occurs. Prevention, education and assistance must take priority," he said.

Strengthening Prevention and Legal Assistance

Through the cooperation, the Samosir Regency Government and the Samosir District Attorney's Office will not focus solely on measures taken after problems have occurred. Instead, preventive efforts will be strengthened through education and legal assistance.

Ariston emphasized that a preventive approach is important to ensure that school principals and teachers have sufficient knowledge before making decisions related to education management, particularly those involving the use of budget funds.

"As deputy regent, my responsibility is to ensure that this cooperation works properly. We want school principals and teachers to be able to carry out their duties with confidence, understand the regulations and have access to consultation when they encounter problems in implementing education programs," he explained.

In his view, a better understanding of regulations will help educational institutions implement their programs in a more orderly manner. School principals and teachers should also not hesitate to seek advice when they encounter legal issues while carrying out their responsibilities.

Ariston stressed that cooperation with the Samosir District Attorney's Office must provide concrete benefits for the education sector. Therefore, he hoped that the signing of the memorandum would not remain merely a ceremonial event.

He called for the cooperation to be continued through ongoing education, prevention, consultation and legal assistance across all educational institutions in Samosir Regency.

"Our hope is that education budget funds will truly serve the interests of students and contribute to improving the quality of education. With sound management and strong integrity, we can build an increasingly high-quality education system in Samosir," he concluded.

Prosecutor Warns Against Budget Irregularities

Samosir District Attorney Akwan Annas gave particular attention to the management of government budget funds in schools. He reminded all school principals to manage budget funds in accordance with applicable regulations and to avoid any irregularities.

Akwan stressed that school principals who misappropriate or misuse government budget funds could face legal consequences. The warning is part of efforts to prevent corruption in the education sector.

"If a school principal in the education sector misappropriates or improperly uses government budget funds, they must be prepared to face law enforcement authorities," Akwan Annas stressed.

The "Jaksa Sahabat Pendidik" program is part of the prosecutor's office's support for establishing an orderly, safe, transparent, accountable and conducive education system. The program is intended to strengthen educational institutions' understanding of legal matters while increasing their diligence in carrying out their duties and managing budget funds.

The signing of the memorandum was also part of an event held simultaneously in several stages across North Sumatra. At the provincial level, the event began with the signing of a memorandum by North Sumatra Chief Prosecutor Muhibuddin and several regional heads who were present in person.

The signing took place at the Raja Inal Siregar Hall at the North Sumatra Governor's Office and was witnessed by North Sumatra Governor Bobby Afif Nasution.

In Samosir Regency, the cooperation between the Samosir Regency Government and the Samosir District Attorney's Office represents a step toward strengthening oversight and improving legal awareness within educational institutions. The regional government and prosecutors are promoting an education system in which school principals and teachers prioritize compliance with applicable laws and regulations.

The cooperation also underscores the importance of preventive measures to ensure the proper use of education budget funds. The Samosir Regency Government hopes that budget allocations will be used appropriately so that their benefits can directly reach students and contribute to improving education quality.

Through cooperation between the regional government and law enforcement authorities, all educational institutions in Samosir Regency are expected to develop a better understanding of their responsibilities in managing budget funds and implementing education programs.
