MEDAN | INDATANEWS.COM - The Legal Aid Institute of Medan (LBH Medan) has officially lodged a complaint with the Representative Office of the Ombudsman of the Republic of Indonesia in North Sumatra. The report concerns alleged maladministration and suspected abuse of authority in decisions made by the Medan City Government and the Deli Serdang Regency Government. The complaint focuses on the use of Regional Revenue and Expenditure Budget (APBD) funds, which were allegedly allocated for the renovation of several police facilities and the prosecutor's office in North Sumatra.
The allegations emerged following an analysis conducted by LBH Medan based on data obtained from the Electronic Procurement Service (LPSE) of Medan City and the Government Procurement Plan Information System (SiRUP). According to the findings, between the 2025 and 2026 fiscal years, budget allocations were reportedly set aside for the renovation of the Criminal Investigation Unit building of the Medan Metropolitan Police (Polrestabes Medan), its evidence storage facility, the North Sumatra Regional Police (Polda Sumut) building, as well as the Medan District Prosecutor's Office.
For the 2026 fiscal year, SiRUP data indicates that a further IDR 19.08 billion has been proposed. The funds are intended for the renovation of several police facilities as well as the prosecutor's office in Medan and Belawan. In addition, media reports suggest an additional allocation of IDR 1.9 billion is planned for the North Sumatra Regional Police headquarters.
LBH Medan also highlighted that the Deli Serdang Regency Government has allocated IDR 1.5 billion for the renovation of the Polrestabes Medan evidence storage building, despite the facility being located outside its administrative jurisdiction."It is neither rational nor necessary for regional governments to allocate such large sums for facilities that are already funded through the national budget," he said.
According to LBH Medan, residents in Medan and Deli Serdang continue to face fundamental public service issues such as damaged roads, flooding, poor drainage systems, traffic congestion, inadequate waste management, and poverty. The current budgeting policies, they argue, fail to address these pressing community needs.
From a legal standpoint, LBH Medan believes the alleged actions may constitute violations of the Indonesian Constitution, Law No. 30/2014 on Government Administration, and Law No. 37/2008 on the Ombudsman of the Republic of Indonesia. The alleged maladministration includes potential abuse of authority and jurisdictional overreach.
The complaint was officially submitted on July 3, 2026, to the Ombudsman Representative Office in North Sumatra and received by its head, Herdensi Adnin, S.Sos., M.SP. The agency has confirmed that an initial review of the documents will be conducted before further steps are taken."Public funds must be managed transparently and in the interest of the people.
