BANDA ACEH | INDATANEWS.COM - The Aceh Government has accepted the comments and recommendations put forward by the Budget Committee of the Aceh House of Representatives (Banggar DPRA) during discussions on the draft Aceh Regulation (Qanun Aceh) concerning accountability for the implementation of the Aceh Regional Budget (APBA) for the 2025 fiscal year. The recommendations will serve as a basis for the Aceh Government to evaluate and improve budget management, from the planning stage through implementation and oversight.
The plenary session to present the Banggar DPRA's statement on the draft Qanun concerning accountability for the implementation of the 2025 APBA was held on Wednesday evening, August 26, 2026, at the main DPRA building in Banda Aceh.The Aceh Government was represented at the session by Acting Secretary of the Aceh Provincial Government Taufik, S.T., M.Si., who represented the Governor of Aceh.
During the plenary session, Banggar DPRA spokesperson Irfansyah said the DPRA had, in principle, agreed to the draft Aceh Qanun concerning accountability for the implementation of the APBA for the 2025 fiscal year and accepted it for enactment as an Aceh Qanun.Despite approving the draft regulation, Banggar DPRA submitted several comments and recommendations to the Aceh Government. The committee urged the government to use the recommendations as an evaluation basis to improve the quality of budget planning, implementation and oversight in the coming years.
Among the matters highlighted by Banggar DPRA were the evaluation of the 2025 APBA budget surplus (SiLPA), the performance of work units within the Aceh Provincial Government (SKPA), efforts to increase Aceh's locally generated revenue (PAA), the management of regional assets, and the implementation of recommendations issued by the Audit Board of the Republic of Indonesia (BPK RI).
Banggar DPRA also emphasized that the success of APBA implementation should not be measured solely by the amount of funds spent. In the committee's view, the government must also consider the quality of expenditure and the concrete impact of each program on the public.Therefore, Banggar recommended that the Aceh Government improve the quality of performance-based planning and budgeting. It also called for the implementation of priority programs to be accelerated so that available budgetary resources can be used optimally to achieve development targets.
In addition, Banggar urged the Aceh Government to optimize Aceh's locally generated revenue, improve the management and utilization of regional assets, strengthen internal controls, and accelerate the implementation of BPK RI recommendations.These recommendations are particularly important because APBA management involves more than administrative procedures and budget disbursement. Equally important is the government's ability to direct regional spending toward the needs of the public and, in turn, support Aceh's development.

"The Aceh Government appreciates all comments and recommendations from Banggar DPRA. They are an important basis for our evaluation so that we can continuously improve budget planning, implementation and oversight. In this way, the APBA can become more effective in the future and truly benefit the people of Aceh," Taufik said.
The Aceh Government will subsequently use the various recommendations from Banggar as an evaluation basis in preparing and implementing the APBA in the coming years. The government hopes that the evaluation process will strengthen the effectiveness of development programs while improving the quality of public services.The Aceh Government also intends to ensure that budget management becomes more targeted in the future, so that every program funded through the APBA delivers clear benefits to the public.
The evaluation of the 2025 APBA implementation is also an important opportunity for the Aceh Government to further strengthen regional financial management. The government must not only ensure that budgetary funds are used in accordance with regulations, but also that regional expenditures produce results and benefits aligned with development priorities.
The Aceh Government views the deliberation on APBA accountability as an important part of the joint evaluation process between the executive and legislative branches. Through these deliberations, the Aceh Government and the DPRA can assess budget implementation while identifying areas requiring further improvement.
Therefore, the Aceh Government intends to further strengthen cooperation and communication with the DPRA. This step is considered important to promote more transparent, effective, efficient and targeted budget management.Stronger coordination is also expected to accelerate the implementation of priority programs and improve accountability in the use of public funds. In this way, the budget process will not end with budget preparation and expenditure, but will instead focus on achieving concrete development outcomes whose benefits can be directly felt by the public.
Taufik once again reaffirmed the Aceh Government's commitment to using Banggar DPRA's comments as a basis for improving budget management."We accept all comments and recommendations from Banggar DPRA as an evaluation basis to improve APBA management in the future. The approval by Banggar DPRA of the draft Aceh Qanun concerning accountability for the implementation of the APBA for the 2025 fiscal year also clears the way for the next stage toward the enactment of the regulation as an Aceh Qanun. At the same time, the various recommendations from Banggar represent additional tasks for the Aceh Government to improve the quality of regional financial management and ensure that the APBA delivers an even greater impact on the people in the years ahead.
