BANDA ACEH | INDATANEWS.COM ~ Aceh Governor, Muzakir Manaf, has clarified that the Jaminan Kesehatan Aceh (JKA) health insurance program will not be abolished by the provincial government. Instead, the program is currently undergoing a review and data update process aimed at improving service quality and targeting accuracy.
The statement was delivered on Wednesday evening, April 15, 2026, during a dialogue with volunteers and community leaders in Banda Aceh.Clarification Over JKA Rumors

He emphasized that no reductions have been made, and instead, a comprehensive evaluation is underway to ensure fairer and more effective use of public funds.
"I want to emphasize that the budget for the Jaminan Kesehatan Aceh (JKA) is not being reduced. It is currently being reviewed so that implementation becomes more targeted and equitable," Mualem said before attendees in Banda Aceh.
He added that the provincial government continues to strengthen the healthcare system to improve overall program effectiveness.

Restructuring JKA and JKN Responsibilities
Mualem further explained that the Aceh government is currently reorganizing responsibilities between the regional JKA scheme and Indonesia's national health insurance program, Jaminan Kesehatan Nasional (JKN). The restructuring aims to clearly define the roles of provincial and central authorities."JKA is not being reduced; we are currently evaluating it. We are clearly separating which responsibilities belong to JKA and which belong to JKN, as well as those of the provincial and central governments," Mualem said, accompanied by Deputy Governor Fadhlullah.
Health Coverage Reaches 5.2 Million ResidentsMualem noted that out of approximately 5.6 million residents in Aceh, around 5.2 million people are already covered under various BPJS Kesehatan schemes, including JKA and JKN. This reflects a high level of health insurance coverage across the province.

Amid current fiscal conditions, adjustments to the JKA system are considered necessary to ensure more efficient use of available resources. However, healthcare remains a top priority for the Aceh provincial government.
Mualem concluded that if special autonomy funds (Dana Otsus) return to 2.5 percent in the future, the JKA program would be restored to its original structure."If the Otsus funds reach 2.5 percent again in the future, we will return the JKA system to its original form," he said. (IDNC)
