MEDAN | INDATANEWS.COM The Provincial Government of North Sumatra is intensifying efforts to strengthen legal protection for residents through the Program Hasil Terbaik Cepat (PHTC), initiated by Governor Muhammad Bobby Afif Nasution. Central to the initiative is Perlindungan Rakyat dengan Restorative Justice (PRESTICE), a program designed to resolve disputes through peaceful settlement without court proceedings.

According to Aprilla Siregar, Head of the Legal Bureau of the North Sumatra Regional Secretariat, the program has been implemented in collaboration with Indonesia's Ministry of Law and Human Rights, resulting in the establishment of 6,110 Pos Bantuan Hukum (Posbankum) across villages and urban communities.

"Currently, we have introduced the PHTC mechanism—particularly PRESTICE—in 17 cities and regencies. In cooperation with the Ministry of Law and Human Rights, 6,110 Posbankum have been established across North Sumatra," Aprilla said during a press briefing at the Provincial Communication and Information Office in Medan.

These service points function not only as legal consultation centers but also as platforms for mediation and consensus-based conflict resolution before cases are escalated to the police or prosecutors.

Synergy with the Ministry of Justice

Aprilla emphasized that the initiative aligns with national programs promoting broader access to legal aid services. The official inauguration of the program in North Sumatra is expected to be carried out soon by the Minister of Law and Human Rights.

"Tomorrow, on June 10, 2026, the Minister will officially inaugurate the Posbankum program at the Governor's Office of North Sumatra," she stated.

The implementation is further strengthened through cooperation with law enforcement agencies and the integrated Sibankum system, which aims to simplify access to legal services for low-income communities.

Strengthening Restorative Justice for Communities

The Head of the Regional Office of the Ministry of Law and Human Rights in North Sumatra, Ignatius Mangantar Silalahi, described PRESTICE as a major advancement in non-litigation dispute resolution.

"North Sumatra is at the forefront of resolving disputes through non-litigation approaches," he said.

He added that the win-win approach helps prevent prolonged conflict and emotional strain often caused by court proceedings.

Ignatius also reaffirmed Law No. 16 of 2011 on Legal Aid, which guarantees free legal assistance for underprivileged citizens.

"If someone from an underprivileged family needs legal support, it is provided free of charge. Anyone found charging fees will have their license revoked," he stressed.

With the expansion of 6,110 Posbankum, the provincial government aims to further simplify access to justice while fostering a stronger culture of peaceful conflict resolution. (IDNC)
