MEDAN | INDATANEWS.COM - The Head of the North Sumatra High Prosecutor's Office, Muhibuddin, S.H., M.H., led the opening of a competency assessment involving 20 personnel. The selection process aims to identify qualified candidates for Class III.B leadership positions, including coordinators and the Head of the Administrative Division within the North Sumatra High Prosecutor's Office.
The competency assessment was held on Thursday, September 1, 2026, in the Cipta Kerta Hall on the third floor of the North Sumatra High Prosecutor's Office. The event began in the morning and continued into the evening. It forms part of the Indonesian Prosecutor's Office's efforts to prepare future leaders with professional expertise, integrity, and strong management capabilities.A total of 20 personnel participated in the selection process. They currently hold Class IV positions within the North Sumatra High Prosecutor's Office and district prosecutor's offices across North Sumatra. The participants included division heads, subdivision heads, subsection heads, and prosecutors serving in examination and audit functions.
The assessment involved examiners from both academic institutions and within the prosecution service. The academic examiners were two professors from the Faculty of Law at the University of North Sumatra (USU), Prof. Dr. Ningrum Natasya Sirait, S.H., M.Li., and Prof. Dr. Alvi Syahrin, S.H., M.S. Meanwhile, the Deputy Head of the North Sumatra High Prosecutor's Office, Eko Adhyaksono, S.H., M.H., represented the internal assessment team.The assessment team required candidates to deliver detailed and systematic presentations and provide clear reasoning to support every argument they put forward. Through these presentations, the examiners evaluated the participants' legal expertise, analytical abilities, and capacity to explain various challenges in law enforcement.
In addition to the candidates who attended the assessment in person, another Class IV official completed the selection process through the Zoom video conferencing platform. Although the examination was conducted virtually, the participant underwent the same competency evaluation by the assessment team.The entire selection process continued into the evening. Each participant was given sufficient time to demonstrate their individual abilities and qualifications. This was an essential part of the evaluation process for filling positions that carry greater responsibilities within the prosecution service.

According to him, the process is designed to measure each employee's capabilities while assessing their suitability for leadership positions. Participants who pass this selection round will be eligible to proceed to the next selection stage or examination, which will be conducted directly by the Attorney General's Office in Jakarta.
"This is the first step. Those who pass this examination will be eligible to participate in the next selection round or examination, which will be organized directly by the Attorney General's Office in Jakarta. Therefore, you must continue striving and give your best to be among the most qualified candidates. Holding a leadership position within the prosecution service requires not only intelligence but also management skills and courage. Most importantly, as law enforcement officers, we must be able to account for our work before our fellow human beings and, above all, before Almighty God," Muhibuddin emphasized.Furthermore, Muhibuddin reminded participants that leaders within the prosecution service must not rely solely on their intellectual abilities. They must also possess the management competencies required to lead an organization, demonstrate courage when making decisions, and carry out their responsibilities with integrity.
He stressed that every law enforcement officer must be able to account for their work and the decisions they make. Such accountability extends beyond professional duties to include moral and spiritual values.For this reason, future leaders must understand that holding public office comes with significant responsibilities. It requires commitment, determination, and a strong sense of accountability in carrying out every assigned duty.

According to Ningrum, involving academics in the selection process provides employees with an opportunity to demonstrate their capabilities under transparent conditions. At the same time, the process helps strengthen institutional transparency in promotion decisions.
"This is a form of institutional transparency. It gives employees an opportunity to openly demonstrate their abilities, ensuring that promotion decisions are genuinely transparent and accountable. We hope that cooperation between the North Sumatra High Prosecutor's Office and the academic community, particularly USU, will continue and develop sustainably," she said.Ningrum also expressed her hope that cooperation between the North Sumatra High Prosecutor's Office and academic institutions, particularly the University of North Sumatra, would continue on a regular and sustainable basis.
She further noted that collaboration between prosecutor's offices and universities could make an important contribution to improving the quality of human resources. This is particularly relevant to developing the professional expertise and personal capabilities of law enforcement personnel.Through this competency assessment, the North Sumatra High Prosecutor's Office has provided Class IV officials with an opportunity to demonstrate their capabilities and readiness to assume Class III.B leadership positions.
