MEDAN | INDATANEWS.COM - The Medan District Attorney's Office (Kejaksaan Negeri Medan) and the Secretariat of the Medan City Council (DPRD Kota Medan) have strengthened their cooperation in civil and administrative law through the signing of a cooperation agreement in Medan on Monday, August 31, 2026.
Head of the Medan District Attorney's Office, Ridwan Sujana Angsar, signed the agreement alongside Acting Secretary of the Medan City Council, Erisda Hutasoit. Medan City Council Chairman Wong Chun Sen and Deputy Chairman III Hadi Suhendra also attended the signing ceremony.
The agreement marks another step by both institutions to strengthen lawful and orderly governance. In addition, the cooperation agreement is expected to encourage the Secretariat of the Medan City Council to take preventive measures against various potential legal issues that may arise in carrying out its duties and functions.
Head of the Medan District Attorney's Office Ridwan Sujana Angsar emphasized the importance of early communication and legal consultation in carrying out government activities. In his view, such an approach can help prevent legal issues from emerging in the first place, before they develop into more serious problems.
Ridwan explained that many government activities are closely linked to statutory and regulatory provisions. Therefore, every party involved must have a sound understanding of the applicable regulations and coordinate accordingly so that all activities are carried out in compliance with the law.
"Communication must be established from the beginning. Action should not only be taken after a problem has already occurred," he said.
Under the cooperation agreement, the Civil and Administrative Law Division of the Medan District Attorney's Office can provide legal assistance, legal considerations and legal services within its authority. Under certain circumstances, the prosecutor's office may also represent the Medan City Government in court proceedings based on an appropriate power of attorney.
Ridwan expressed hope that the cooperation would not end with the signing ceremony. He called on the Civil and Administrative Law Division of the Medan District Attorney's Office and the Secretariat of the Medan City Council to further intensify communication, particularly on matters related to the implementation of legal provisions.
According to Ridwan, intensive communication can help both sides gain a better understanding of the legal aspects of each activity. This, in turn, can enable government institutions to make more appropriate decisions while reducing the risk of future legal problems.

Medan City Council Chairman Wong Chun Sen said the cooperation with the Medan District Attorney's Office could support the implementation of government duties and the institutional functions of the city council.
According to Wong, the Secretariat of the Medan City Council has a complex range of responsibilities. It not only supports the council's functions in drafting regional regulations, budget planning and oversight, but also handles various administrative and institutional matters.
These include administration, budgeting, management of municipal assets, procurement of goods and services, and personnel affairs. The wide range of areas under its management makes compliance with legal provisions an essential part of every activity.
For this reason, Wong urged employees of the Medan City Council Secretariat to use the cooperation agreement as an instrument for the early identification and prevention of various legal risks. In his view, consultation at the initial stage can help ensure that activities comply with applicable regulations and prevent legal problems from arising later.
"With this cooperation agreement, it is expected that the Medan District Attorney's Office and the Secretariat of the Medan City Council will have a more effective coordination mechanism to address and prevent legal problems, particularly in the areas of civil and administrative law," he said in closing.
The signing of the cooperation agreement was followed by an exchange of plaques between the Medan District Attorney's Office and the Secretariat of the Medan City Council. The exchange symbolized the beginning of cooperation between the two sides to strengthen coordination and synergy in the legal sector.

Filman explained that the scope of the cooperation is relatively broad. Through its Civil and Administrative Law Division, the Medan District Attorney's Office can provide legal assistance in both judicial and non-judicial proceedings for parties covered by the agreement.
In addition to legal assistance, the cooperation also includes providing legal opinions related to legislation. Both parties may also use mechanisms such as mediation, conciliation and facilitation to help resolve legal issues that arise.
"The scope of this cooperation includes legal assistance in both judicial and non-judicial proceedings, legal considerations related to legislation, as well as mediation, conciliation and facilitation in problem-solving. It also includes legal consultation on civil and administrative law matters," he said.
According to Filman, the cooperation agreement is expected to become an important instrument for strengthening legal certainty in every policy decision made and every step taken by the Medan City Council.
The cooperation also aims to strengthen the institutional accountability of the regional legislative body. With support in the form of legal consultation, legal considerations and legal assistance within the authority of the prosecutor's office, the Secretariat of the Medan City Council is expected to carry out its duties while consistently adhering to applicable legal and administrative regulations.
The cooperation between the Medan District Attorney's Office and the Secretariat of the Medan City Council also underscores the importance of a preventive approach in managing and implementing government duties.
