DELI SERDANG | INDATANEWS.COM ~ The Deli Serdang Regency Government has reaffirmed its commitment to safeguarding the rights of teachers under the Part-Time Government Employees with Work Agreement (PPPK) scheme.
Salary and administrative mechanisms continue to be implemented in accordance with applicable regulations, while budget and policy adjustments are still under review.
2,304 Teachers Registered in PPPK Part-Time Scheme

Head of the Deli Serdang Education Office, Suparno, stated in Lubuk Pakam on Tuesday (April 21, 2026) that a total of 2,304 PPPK part-time teachers are currently registered in the region.
The distribution includes 1,945 elementary school teachers, 338 junior high school teachers, and 21 kindergarten teachers.
Of the total, 2,172 teachers have already obtained teaching certification, while the remainder are still undergoing the certification process.
Pay System Based on Certification and Verified Data
Suparno explained that the salary mechanism is governed by several legal frameworks, including Ministry of Home Affairs Circular No. 900.1.1/227/SJ (January 16, 2026), PANRB Ministerial Decree No. 16/2025, and technical guidelines for the management of the School Operational Assistance (BOS) Fund under Permendikdasmen No. 8/2026.
Certified teachers with validated data in the Info GTK system receive an average monthly income of around IDR 2 million.
"Certified PPPK part-time teachers with verified data receive payments gradually directly from the central government. Those without Teacher Professional Allowance (TPG) are paid through BOS funds at least equivalent to their previous non-ASN honorary earnings," Suparno said.
Budget Remains Stable Amid Adjustments
The Education Office noted that the 2026 regional budget (APBD) does not yet include a direct salary allocation for PPPK part-time teachers, pending clearer regulatory frameworks.
However, the government is making adjustments, including budget reallocations and transitioning honorary teacher status into PPPK part-time employment.
The Regional Finance and Asset Agency (BKAD) confirmed that the 2026 APBD allocates 28% of its budget for personnel expenditure, remaining below the national cap of 30%. Total personnel spending amounts to IDR 1,464,556,943,095.00.
The government classifies PPPK part-time compensation not as traditional personnel costs, but as goods and services expenditure.
The regency government reiterated its commitment to supporting teachers, emphasizing their crucial role in improving education quality. (IDNC)
