MEDAN | INDATANEWS.COM - The North Sumatra Provincial Government is continuing to strengthen public access to information and optimize the implementation of Ministry of Home Affairs Regulation (Permendagri) No. 2 of 2026 concerning the provision of public information. Through the North Sumatra Communication and Informatics Office (Dinas Kominfo Sumut), the provincial government has called on all agencies and government units to improve the performance of Information and Documentation Management Officers (PPID). The move is aimed at making it easier for the public to access information concerning government activities.
The initiative was presented during a coaching and training session for PPID implementing officers within the North Sumatra Provincial Government. The Dinas Kominfo Sumut held the activity on Friday, August 7, 2026, at the Transparency Hall of the Dinas Kominfo Sumut on Jalan H.M. Said No. 27, Medan.The event represents another step by the North Sumatra Provincial Government to improve the quality of public information services and strengthen coordination among administrative units within the provincial government. At the same time, the provincial government seeks to ensure that all agencies are able to meet the public's information needs in accordance with applicable laws and regulations.
The Head of the Dinas Kominfo Sumut, represented by Head of the Information and Public Communication Division Porman Mahulae, said the training was an initial step toward strengthening the implementation of public access to information across all government units.
"This event is a first step so that we can pursue the implementation of public access to information in North Sumatra more consistently. We are committed to making North Sumatra an informative province again," he said.Porman said the results of monitoring and evaluation of public access to information must be taken into account collectively. In his view, this year's evaluation should serve as an opportunity for all government units to make improvements in various aspects of public information provision and services.
Several areas still require improvement. The Dinas Kominfo Sumut has identified the official websites of individual government agencies as one area requiring particular attention, especially with regard to information on the implementation of government duties. In addition, each government unit must clearly establish the responsibilities of its PPID officers and improve the provision of information and documentation related to the procurement of goods and services.These improvements are important because public access to information is not merely a matter of fulfilling the government's administrative obligations. Complete, easily accessible and readily available information is also an essential component of transparent and accountable governance.
Porman emphasized that all government units have a role to play in achieving these objectives. Therefore, the management of public information cannot be handled solely by the Dinas Kominfo. Instead, the active involvement of all agencies and government units as implementing PPIDs is required.
To improve information services, the Dinas Kominfo Sumut is currently developing an integrated PPID portal. The portal is intended to serve as a central access point for public information and connect all government units within the North Sumatra Provincial Government.
Through the portal, the public will be able to access various types of information that the government is required to publish regularly or make available at any time. The service is accessible through the official PPID portal of the North Sumatra Provincial Government at ppid.sumutprov.go.id.The development of the integrated portal is also part of the provincial government's efforts to simplify public access to government information. Through the integrated system, each government unit can manage and update information according to its respective duties and responsibilities. This means members of the public will no longer have to search through multiple separate channels to find government information.
"We want all government units to jointly populate the PPID portal with content. In this way, the public's information needs can be met while also supporting the monitoring and evaluation of public access to information," Porman said.In his view, the active participation of all government units in populating the portal is a decisive factor in ensuring that it functions optimally. The quality of public information services also depends greatly on the completeness and accuracy of the information provided by each government agency.
In addition to assisting the public, the portal can also support the monitoring and evaluation process for public access to information. The government can monitor the availability of information while identifying areas where further improvements are needed.
The training session also featured Hasta Tama Tasman from the Information Center of the Ministry of Home Affairs as a speaker. He provided an overview of Ministry of Home Affairs Regulation No. 2 of 2026, which governs the provision of public information within the Ministry of Home Affairs, regional governments and village administrations.
Hasta explained that the new regulation is designed to strengthen transparency in government operations while preventing information disputes between public institutions and the community.According to him, the government must adapt the management of public information services to developments in regulations governing freedom of information. The drafting of Permendagri No. 2/2026 also took into account the provisions of Information Commission Regulations No. 1 of 2018 and No. 1 of 2021.
"Permendagri No. 2/2026 comprehensively regulates the provision of public information, from planning and implementation to management and evaluation. The regulation also emphasizes the role of regional governments in providing fast, simple, transparent and accountable information services to the public," he explained.The implementation of this regulation requires regional governments not only to provide information but also to establish clear procedures for delivering it. Governments must ensure that members of the public can submit information requests through procedures that are easy to understand and receive the corresponding services in accordance with applicable regulations.
Within the North Sumatra Provincial Government, strengthening the PPID is an important component of implementing this policy. Implementing PPIDs in each government unit play a strategic role in identifying, managing, documenting and disseminating public information to the community.Through the training and coaching clinic, the North Sumatra Provincial Government seeks to establish a common understanding among all implementing PPIDs regarding their duties and responsibilities. At the same time, the government is urging each government unit to update information more actively so that public information needs can be addressed quickly and accurately.
The initiative is also part of the North Sumatra Provincial Government's goal of regaining its status as an informative province. To achieve this objective, the provincial government must ensure that all government units operate within a shared system and consistently implement public information service standards.Strengthening public access to information ultimately serves a purpose beyond assessments conducted through monitoring and evaluation. The policy is also an instrument for strengthening public trust in government through information that is open, accurate, easily accessible and transparent.
By strengthening PPID operations, developing an integrated information portal and conducting training based on Permendagri No. 2/2026, the North Sumatra Provincial Government is placing public access to information firmly on its policy agenda as an important component of improving governance in North Sumatra.
