DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government on Friday, August 7, 2026, took part in the assessment and selection of the winner in the category of "Implementation of the Three Million Homes Program for the Sumatra Region." The assessment was conducted virtually via Zoom by the Directorate General of Regional Financial Development at Indonesia's Ministry of Home Affairs (Kementerian Dalam Negeri).
The Deli Serdang Regency Government participated in the assessment process from the meeting room on the second floor of the Deli Serdang Regent's Office. The regency was selected as a nominee after demonstrating its commitment to implementing the national "Three Million Homes" program, one of the government's priority programs.The assessment is part of the central government's efforts to recognize regional administrations for outstanding performance in implementing national priority programs. The central government applies a regional assessment system to ensure that areas with comparable characteristics are evaluated under conditions that are as equitable as possible.
The Director General of Regional Financial Development at the Ministry of Home Affairs, Agus Fatoni, participated in the event virtually. He said the assessment team would not rely solely on previously collected data, but would also obtain additional information directly through interviews and presentations by regional administrations."Today, we are specifically focusing on assessing the implementation of the Three Million Homes Program. The assessment team consists of representatives from various relevant ministries and institutions, including the Statistics Indonesia (BPS) and other technical ministries. In addition to the data that has already been collected, we are deepening the assessment through interviews and presentations by the regional administrations," Fatoni said.
Fatoni expressed hope that the regional administrations participating in the assessment would continue their efforts to improve public services and development programs that provide direct benefits to the people.Deli Serdang covers an area of approximately 249,000 hectares and comprises 22 districts, 380 villages and 14 urban villages. The area has diverse geographical characteristics, ranging from coastal areas and urban regions to mountainous areas. With a population of more than two million people, providing adequate, healthy, safe and affordable housing is an important part of regional development.
According to Statistics Indonesia (BPS), Deli Serdang still has 10,180 RTLH units. The regency government is working to reduce this figure through the gradual construction and renovation of homes.In 2025, the Deli Serdang Regency Government constructed and renovated 457 RTLH units. For 2026, the regional government subsequently set a target of addressing an additional 235 units. Taking into account the achievements to date and the targets that have been set, 9,508 RTLH units still require further attention.
The Deli Serdang Regency Government has also allocated additional budget funds to accelerate RTLH renovations. In 2026, the regional government plans to construct and renovate 235 RTLH units, along with another 150 units under the revised regional budget (Perubahan APBD).In addition, the Deli Serdang Regency Government has introduced the "One Village, One House" program. The program combines village funds with regional government funding to accelerate home renovations for families whose houses are classified as uninhabitable.
For 2026, the "One Village, One House" program targets the renovation of 380 RTLH units across a total of 380 villages. The initiative is intended to expand the reach of government intervention while encouraging village administrations to participate in meeting the need for adequate housing.
The Deli Serdang Regency Government is strengthening its support for the Three Million Homes Program through various measures aimed at helping low-income residents gain access to housing. The regional government has issued several regent regulations providing incentives for the acquisition and construction of homes.
These measures include exemptions from the land and building acquisition tax, exemptions from fees for Building Approvals (Persetujuan Bangunan Gedung/PBG), as well as reductions in land and building taxes. The measures are intended to ease the financial burden on residents, particularly low-income households.The Deli Serdang Regency Government is also opening opportunities for cooperation with the private sector through Corporate Social Responsibility (CSR) programs. Such cooperation is also helping accelerate the renovation of uninhabitable homes.
In 2025, the CitraLand residential development built 70 RTLH units through a CSR program. In 2026, the Yayasan Buddha Tzu Chi supported the program by constructing 300 RTLH units. Private-sector participation demonstrates that providing adequate housing is not solely the responsibility of the government, but requires support from various stakeholders.In the development of housing for low-income residents, a total of 6,206 units had received Building Approval (Persetujuan Bangunan Gedung/PBG) permits as of December 2025. By July 2026, another 4,807 units had been registered with PBG permits.
These figures show that the development of housing for low-income residents in Deli Serdang continues to progress. At the same time, the regional government is working to ensure that housing development is accompanied by the provision of the necessary infrastructure.
The Deli Serdang Regency Government is also placing emphasis on infrastructure development to improve access to residential areas. One of the areas receiving particular attention is the Kota Mandiri Bekala residential development in Pancur Batu District.
The Kota Mandiri Bekala area covers approximately 850 hectares and is planned to accommodate a total of 30,000 housing units. To date, the developer has constructed around 1,800 homes, of which approximately 1,500 have already been occupied by residents.To improve access to the area, the Deli Serdang Regency Government has upgraded and improved the Meranti I–Kebun Bekala road. The regional government has also constructed the Sei Burah Bridge as part of efforts to improve transportation connectivity to the area.
These measures demonstrate that the Deli Serdang Regency Government views housing development as an inseparable part of the development of complete residential areas. The government is not only promoting the availability of housing units, but also ensuring that residents have access to infrastructure that supports their daily activities.Deli Serdang Regent Asri Ludin Tambunan emphasized that the success of the Three Million Homes Program requires cooperation among all stakeholders. In his view, the central government, regional administrations, the business sector and the public must each assume responsibility according to their respective capacities.
"The ultimate goal is to improve the quality of life of the people by providing adequate, healthy, safe and affordable housing," he said.This commitment is part of the Deli Serdang Regency Government's efforts to accelerate the provision of adequate housing while reducing the number of uninhabitable homes. Various programs and policy measures, support from the private sector, and infrastructure development will continue to be directed toward supporting the objectives of the Three Million Homes Program.
The assessment was also attended virtually by the Secretary of the Directorate General of Regional Financial Development at the Ministry of Home Affairs, Horas Maurits Panjaitan, along with the assessment team.
