DELI SERDANG | INDATANEWS.COM ~ Regent Asri Ludin Tambunan led the morning assembly at the Department of Water Resources, Roads, and Construction (SDA BMBK) in Deli Serdang on Monday, March 30, 2026.

Vice Regent Lom Lom Suwondo SS, Administrative Secretary Dedi Maswardy SSos MAP, heads of municipal departments, and all SDA BMBK staff were also present.

In his address, Regent Asri Ludin emphasized the importance of integrity and accountability among all employees, particularly in budget management and project execution. He made it clear that no employee—whether civil servant or contract worker—is allowed to engage directly in the physical work of construction projects.

"I do not want staff acting as foremen or participating directly in project execution. Anyone who does will face strict consequences," Asri Ludin stated. He also prohibited practices such as subcontractor fraud or the sale of projects. All projects must be carried out by official contractors under clear contracts.

"No projects are to be sold. Anyone attempting this will be severely sanctioned," he stressed.

The regent also addressed concerns over illegal payments from citizens, calling such practices inhumane and urging legal action against violators.

"If citizens, especially those financially vulnerable, are forced to pay for services, it is unacceptable. We will take legal action," he warned.

He reminded staff to appreciate their positions and perform their duties with full commitment, emphasizing that participation is not mandatory for those unwilling to comply with the rules.

Efficient Use of Public Funds

Asri Ludin urged that the substantial SDA BMBK budget must genuinely benefit the public. He criticized inefficient construction projects and demanded stricter internal controls, comprehensive performance evaluations, and integrity and work ethic training for staff.

At the conclusion of his speech, he emphasized that employees failing to perform their duties properly could be reassigned or dismissed.

"I will not hesitate to take action. Those who do not work correctly may be transferred at any time," he concluded.
