North Sumatra Plans International Hospital in Medan to Boost Healthcare Access

PLANNING AN INTERNATIONAL HOSPITAL: North Sumatra Governor Bobby Nasution discusses plans for an international-standard hospital in Medan that will continue serving BPJS patients.

MEDAN | INDATANEWS.COM - The Governor of North Sumatra, Bobby Nasution, continues to advance efforts to improve high-quality healthcare services for the public. The provincial government is preparing to build an international-standard hospital in Medan that will still serve patients under Indonesia's national health insurance scheme, BPJS Kesehatan.

The plan was discussed during a coordination meeting held at the Governor's Office of North Sumatra, Jalan Pangeran Diponegoro No. 30, Medan, on Monday (May 18, 2026), involving regional officials, leaders of regional state-owned enterprises (BUMD), and management of Rumah Sakit Haji Medan.

Head of the North Sumatra Health Office, Faisal Hasrimy, explained that the hospital development will be carried out through a public–private partnership using the Kerja Sama Operasional (KSO) model.

According to him, the scheme was chosen to accelerate implementation and ensure more efficient hospital operations, while reducing government risks in staffing and management.

"Through the KSO system, the provincial government does not need to build a full operational structure from scratch. It also minimizes risks in human resources and management, enables faster operation, maintains state ownership, provides flexibility in management, and ensures service quality," Faisal said.

Structure, Partners, and Project Targets

Faisal added that several partners are involved in the project, including PT Dirga Surya, PT Pembangunan Prasarana Sumatera Utara (PPSU), Rumah Sakit Haji Medan, RS Mitra or RS An-Nisa, and PT Bank Sumut.

Under the KSO operational structure, PT Dirga Surya will provide assets, while RS Mitra will manage professional clinical operations. Meanwhile, Rumah Sakit Haji Medan will oversee quality assurance, governance, and operational sustainability.

"The international hospital will also remain open to BPJS Kesehatan patients. The goal is to create an integrated, high-quality, and sustainable healthcare system that delivers maximum benefits for the community and the region," he added.

The hospital is planned as a six-story building with a capacity of 250 beds. It will be equipped with modern medical technology and staffed by qualified medical professionals. The location is in central Medan, close to two other international hospitals that currently do not accept BPJS patients.
