DELI SERDANG | INDATANEWS.COM - Deli Serdang Regent Asri Ludin Tambunan has called for local residents to be involved in the construction of the Red-and-White Fisher Village (Kampung Nelayan Merah Putih) in Paluh Sibaji Village, Pantai Labu District. The call is particularly aimed at residents in Desil Groups 1 and 2 who are currently unemployed. The move is intended to ensure that the construction project not only provides infrastructure but also delivers direct economic benefits to surrounding communities from the early stages of development.
Asri Ludin made the request on Wednesday, September 9, 2026, during a meeting with representatives of PT Multi Gapura Pembangunan Semesta, the company appointed to carry out the project, at the Deli Serdang Regent's Office."I call for local residents to be involved in every physical development project, particularly people from Desil Groups 1 and 2 who are still unemployed. Involve them so they can immediately feel the benefits. I also call on the district head and village head to closely monitor the entire construction process," he stressed.
According to Asri Ludin, involving local residents in development projects is crucial to ensuring that government programs have a tangible impact on the community. He therefore urged authorities at the district and village levels not merely to take note of the project but to actively supervise its implementation from the outset and throughout the construction process.
The Red-and-White Fisher Village construction project in Paluh Sibaji Village is valued at approximately IDR 4 billion. The project is part of a National Strategic Program (PSN) being implemented through cooperation between the Deli Serdang Regency Government and the Ministry of Marine Affairs and Fisheries (KKP).
The development of the coastal area is not solely focused on providing infrastructure for the fishing community. The government also expects the project to stimulate economic activity in the area and strengthen educational infrastructure for fishing communities.Asri Ludin believes residents should begin benefiting from the project as soon as construction gets underway. He therefore emphasized the importance of creating employment opportunities for local people who depend on income, particularly those in Desil Groups 1 and 2.
In addition to community involvement, Asri Ludin also called for the groundbreaking ceremony to be expedited. He believes the ceremony could serve as an important opportunity to explain to residents the objectives and benefits of the Red-and-White Fisher Village development."What we are doing here is part of the PSN. Even though the construction is being carried out in stages, this is the process. We want the groundbreaking to be expedited so that it can also become an opportunity to educate fishermen. The final result is not merely about building an area, but should also support education and development there," he further explained. At the same time, he called on district and village officials to monitor the construction work.
He reiterated that district and village authorities must closely oversee the construction process. Such supervision is necessary to ensure that the project is implemented according to plan and that the local community receives the greatest possible benefit.
Hendar, a representative of PT Multi Gapura Pembangunan Semesta, said the company was ready to immediately begin work at the site. He said accelerating the work was important so that the first phase of the area development could be completed on schedule before proceeding to subsequent stages.
"The activities currently underway are still the initial phase of a larger and long-term series of development efforts. We are seeking approval to begin the work so there will be no delays. We also hope the groundbreaking can take place soon so that the community can be informed about the outcomes and benefits of developing this area," Hendar said.During the first phase, the contractor will construct several key facilities intended to support fishing community activities. These include area redevelopment, boat moorings, shelters, sales stalls, and a foundation for an ice factory.
Further development of the area will also include the construction of a Fishermen's Fuel Station (SPBN). The facility is part of the next stage of development and is intended to support the operational needs of fishermen in the Paluh Sibaji coastal area.The construction of the Red-and-White Fisher Village in Paluh Sibaji Village is also part of a large-scale coastal area development and revitalization program being promoted by the Ministry of Marine Affairs and Fisheries. The program covers a total of 1,000 locations across various regions of Indonesia.
Through the phased implementation of the program, authorities hope coastal development will not be limited to the construction of physical facilities. Instead, the new facilities are expected to strengthen local economic activities, improve environmental conditions in fishing settlements, and provide greater economic opportunities for residents.For this reason, the demand for local community involvement has become one of the main concerns of the Deli Serdang Regency Government. The government wants to ensure that people living around the construction area also benefit from the national program, both through employment opportunities during the construction phase and through the facilities that will later support their daily activities.
