Deli Serdang Regent Imposes Severe Disciplinary Sanctions on Five Employees

DELI SERDANG | INDATANEWS.COM - Deli Serdang Regent dr. H. Asri Ludin Tambunan has imposed severe disciplinary sanctions on five employees of the Deli Serdang Regency Government. The sanctions were announced during a joint assembly on Monday, September 14, 2026.

Of the five employees sanctioned, two are members of the Indonesian civil service (ASN), while three are part-time government employees under employment agreements (PPPK). The two ASN employees were removed from their previous positions and reassigned to executive positions for 12 months. Meanwhile, the three part-time PPPK employees received sanctions in the form of termination of their employment contracts for important official reasons, but not at their own request.

The move underscores the Deli Serdang Regency Government's consistent enforcement of applicable disciplinary regulations for government employees. It is also intended to remind all employees that their official duties must be carried out in accordance with prevailing regulations.

Two ASN Employees Removed From Positions for 12 Months

The two ASN employees subjected to severe disciplinary sanctions were Herawati Siregar and Chairul Afandi Siregar.

Herawati Siregar, who serves as a senior-level teacher (Guru Ahli Madya) and head of SDN 101924 Ramunia, was removed from her previous position for 12 months and reassigned to an executive position. Herawati was found to have violated Article 3 letters e and f, as well as Article 5 letters a and b, of Government Regulation No. 94 of 2021 concerning Civil Servant Discipline.

Meanwhile, Chairul Afandi Siregar, who served as a Policy Technical Reviewer (Penelaah Teknis Kebijakan) in the General Affairs Division of the Secretariat of the Deli Serdang Regency Government, was also removed from his position and reassigned to an executive position for 12 months.

Chairul was found to have violated Article 5 letters a and b of Government Regulation No. 94 of 2021 concerning Civil Servant Discipline.

The imposition of these sanctions demonstrates that the regency administration will not overlook disciplinary violations committed by government employees, even when those employees hold specific leadership or functional positions.

Three Part-Time PPPK Employees Lose Their Contracts

In addition to sanctioning the two ASN employees, the Deli Serdang Regent also imposed severe disciplinary measures on three part-time PPPK employees.

They are Nabila Febri Antika, an operational services operator at the Transportation Agency; Roima Rizki Lestari, a first-level teacher and homeroom teacher at SDN 106829 Beringin; and Febrina Rohmadana Purba, an operational services employee at SDN 106829 Beringin.

The Deli Serdang Regency Government terminated the employment contracts of the three employees with an honorable termination, but not at their own request.

The sanctions are part of the enforcement of disciplinary regulations within the Deli Serdang Regency Government. The Regent emphasized that ASN and PPPK employees, including part-time PPPK personnel, are required to comply with applicable regulations and serve the public.

Asri Ludin reminded all government employees that they must understand their role as public servants, rather than as individuals who should themselves be served.

"Be role models, people worthy of respect, and provide the best possible service to the public. Do not become ASN employees who feel that they themselves should be served," he stressed.

The Regent delivered the message as a reminder to all employees to maintain proper conduct, behavior, responsibility and integrity in carrying out their daily

duties.

Regent Urges ASN to Avoid Violations

Asri Ludin Tambunan said the number of ASN employees within the Deli Serdang Regency Government had reached approximately 14,200. Despite the large number of government employees, disciplinary violations continue to be found within the administration.

Throughout 2025, disciplinary sanctions in the form of dismissal were imposed on 28 ASN employees. By September 2026, nearly 22 ASN employees had already been dismissed.

The figures are a concern for the regency government and serve as a warning to all government employees not to repeat or commit actions that could result in disciplinary sanctions.

Asri Ludin also urged ASN employees to avoid conduct that could damage their integrity and tarnish the reputation of the public administration. Such conduct includes corruption, unauthorized absence from work, online gambling, drug use, illegal fee collection and other forms of violations.

In his view, discipline is not limited to compliance with written regulations, but must also arise from each individual's own awareness.

"Discipline begins with oneself, in the heart," he said in closing.

The Regent said disciplinary enforcement must be part of efforts to build highly integrous government employees who are capable of delivering optimal public services. Every employee must also understand that personal conduct can influence public trust in the government.

The joint assembly was also attended by Deli Serdang Deputy Regent Lom Lom Suwondo SS, Assistant II for Economic and Development Affairs Hendra Wijaya, Assistant III for General Administration Rudi Akmal Tambunan, as well as all ASN employees of the Deli Serdang Regency Government.

The disciplinary sanctions imposed on the five employees also send a clear message from the Deli Serdang Regency Government: every government employee must carry out their duties responsibly, comply with applicable regulations and maintain public trust. (IDNC)
