BANDA ACEH | INDATANEWS.COM - The Budget Committee of the Banda Aceh City Council (Banggar DPRK) has raised a number of concerns regarding budget management and the performance of city government agencies (OPD). The issues were highlighted during the presentation of its report on the Draft General Budget Policy and Temporary Budget Ceilings for the Amendment to the Banda Aceh City Budget (APBK) for Fiscal Year 2026.
The report was presented during a plenary session of the Banda Aceh DPRK on Monday, August 31, 2026, at the main meeting hall on the fourth floor of the Banda Aceh DPRK building.
The session was chaired by First Deputy Speaker of the Banda Aceh DPRK Daniel Abdul Wahab. Seated alongside him were Speaker of the Banda Aceh DPRK Irwansyah, ST, and Second Deputy Speaker Musriadi. The session began at 10:00 a.m. local time and was attended, among others, by Banda Aceh Mayor Illiza Saa'duddin Djamal, City Secretary Jalaluddin, and representatives of the city government agencies.
Following the opening of the session, Daniel Abdul Wahab asked the Budget Committee to present the results of its deliberations. NasDem Party politician Hj. Efiaty Z, SE, then read the report of the Banda Aceh DPRK Budget Committee.
In her report, Efiaty said the Budget Committee had thoroughly reviewed the development of locally generated revenue (PAD) through August 2026. Based on the realization figures discussed, PAD revenue had reached Rp250,407,230,559, or 57.44 percent of the established target.
In view of this development, the Budget Committee urged the Mayor of Banda Aceh, through the city government's budget planning team, to immediately formulate strategic measures to ensure that the established PAD target can be achieved by the end of the fiscal year.
Parking management was also identified by the Budget Committee as an issue requiring attention. The DPRK called on the Transportation Agency to develop alternative models that could increase city revenue. Among the options to be considered was a parking subscription model or another more effective mechanism.
According to the Budget Committee, the city government needs to evaluate the existing system so that the revenue potential of the parking sector can be optimized.
In addition to PAD revenue, the Budget Committee also focused on infrastructure and public facilities. The DPRK called on the Public Works and Spatial Planning Agency to regularly inspect several embankments that have already collapsed. The measure is considered important to prevent flooding caused by overflowing water during the rainy season.
The Budget Committee also raised concerns about unfinished road excavation work along several sections, which had repeatedly drawn complaints from residents. The relevant agencies were urged to restore the affected roads to their original condition as soon as possible to ensure that road safety is not compromised.
"Given the continued presence of remnants of excavation work along road sections that have drawn complaints from many residents, the Budget Committee urges the relevant agencies to restore the roads to their original condition so that road users are not endangered. The same applies to improperly arranged cable networks and utility lines," Efiaty said.
The DPRK also called on the Environmental Agency, in coordination with the Aceh provincial government, to redesign the park area beneath the overpass at Simpang Surabaya. The Budget Committee assessed that the area had not been adequately maintained.
Another issue highlighted by the Budget Committee was the low absorption of budget allocations for several programs and activities under the responsibility of various city government agencies.
The Budget Committee viewed the low level of expenditure realization as a matter requiring serious evaluation by the city government. Low budget execution could indicate problems in planning, program implementation, procurement of goods and services, personnel capacity, or internal coordination.
The city government must therefore ensure that every OPD implements its programs in accordance with the established plans and targets. The evaluation should not focus solely on administrative implementation but must also measure the actual achievement of program objectives.
The Budget Committee specifically urged the Mayor of Banda Aceh to conduct a comprehensive evaluation of employee performance at the Dayah Education Agency and the Islamic Law Agency.
According to the DPRK, the assessment should be based on performance targets, competence, discipline, productivity, and employees' ability to implement designated programs. The evaluation should not be limited to routine administrative duties.
The Budget Committee also urged the government to apply the principle of "the right person in the right position" when filling positions. Personnel placement should take into account educational background, competence, and expertise while ensuring alignment with organizational requirements.
If competency gaps are identified, the Budget Committee called on the Banda Aceh city government to strengthen employees' capabilities through targeted education and training programs. A competency analysis, or "competency mapping," should also be carried out for employees within the relevant OPDs.
The Budget Committee further stated that every department head and every official responsible for an activity must have clear and measurable performance targets. This is necessary to ensure that government programs achieve their intended objectives and that their implementation can subsequently be evaluated more easily.
The Budget Committee also expressed support for a program initiated by the Banda Aceh Academy. At the same time, the DPRK stressed that the curriculum developed must genuinely meet employers' needs while also serving as a tool for business incubation.
In addition to performance and budget execution, the Budget Committee criticized the attendance of city government agency heads during consultations with the DPRK.
The Budget Committee noted that several OPD heads had failed to attend meeting invitations when DPRK commissions held consultations with their respective counterparts. A similar situation occurred during meetings between the Budget Committee and the city government's budget planning team and OPDs.
According to the Budget Committee, some of these absences were not justified by urgent matters or other reasonable grounds. On several occasions, representatives attended instead, but the committee considered them insufficiently knowledgeable to provide comprehensive explanations of the documents and matters under discussion.
The situation had affected the consultation process between the DPRK and the city government, particularly in discussions concerning program planning and financing.
The Budget Committee therefore urged the Mayor of Banda Aceh to evaluate and provide guidance to OPD heads and ensure their attendance at all consultations. According to the DPRK, the presence of agency heads is essential to ensure that planning and budgeting processes remain aligned with the mayor's vision and policy objectives as translated into the Banda Aceh city government's work plan.
The Budget Committee expressed hope that these problems would not recur during upcoming discussions between the DPRK and the Banda Aceh city government on the Draft Qanun on the Amendment to the APBK for Fiscal Year 2026 and the Draft Qanun on the APBK for Fiscal Year 2027.
In its report, the Budget Committee commended Banda Aceh City Secretary Jalaluddin, whom it considered to have consistently attended the committee's meetings. The DPRK also praised the active participation of the head of the city's financial administration agency and several members of the Banda Aceh city government's budget planning team, who were regularly present during the deliberations.
At the same time, the Budget Committee noted that the overall attendance rate of the city government's budget planning team remained below 50 percent of its total 21 members.
"Overall, the attendance rate of TAPK members remains below 50 percent of the 21 team members. Attendance is not merely an administrative obligation, but also an expression of respect for democratic mechanisms and a shared commitment to serving the interests of the people of Banda Aceh. Hopefully, this will also receive the attention of the mayor," she said.
The Budget Committee emphasized that the attendance of city government representatives at budget consultations is not merely about fulfilling administrative obligations. Rather, it is an essential part of the democratic process and a shared effort to ensure that the city's budget policies genuinely reflect the needs of the community.
Furthermore, the Budget Committee called on the Health Agency to strengthen oversight of various aspects of healthcare services and operational hygiene. This includes checking the cleanliness of kitchens and toilets before recommendations are issued for cafes, restaurants, and eateries.
"The Budget Committee urges the Health Agency to inspect the cleanliness of kitchens and toilets before issuing recommendations for cafes, restaurants, and eateries," she said.
The Budget Committee also called on Meuraxa Hospital to improve integrated planning for medicine requirements and conduct regular checks. The DPRK hopes this will ensure the availability of medicines while minimizing the risk of shortages or excessive supplies.
In the legislative sector, the Budget Committee urged the city government's budget planning team to review budget allocations for the Legal Division. This particularly concerns support for revising Qanun regulations that are no longer relevant or have become outdated. The DPRK also criticized the participation of the city government's Legal Division in joint consultations with the DPRK's Legislative Committee.
Meanwhile, the Budget Committee raised concerns over the increase in HIV/AIDS cases in Banda Aceh in recent years. The DPRK called on the Health Agency to establish a team for HIV/AIDS prevention and control, as well as to address issues related to behaviors considered problematic. Representatives of the regional government and relevant stakeholders should be involved in the effort.
The Budget Committee also called on the Education and Culture Agency, the Islamic Law Agency, the Health Agency, and other relevant OPDs to strengthen coordination in addressing LGBT-related issues through educational and awareness programs at schools and other educational institutions.
Overall, the Budget Committee's report contains a series of observations from the Banda Aceh DPRK regarding the implementation of government programs, the management of regional revenues and expenditures, the quality of public services, and the performance of employees within the Banda Aceh city government.
The DPRK hopes that the Banda Aceh city government will follow up on all of the committee's recommendations so that discussions on the amendment to the APBK for Fiscal Year 2026 and the preparation of the APBK for Fiscal Year 2027 can be conducted more effectively, measurably, and with a stronger focus on the interests of the people.
