BANDA ACEH | INDATANEWS.COM - Deputy Chairman II of the Banda Aceh City Council (DPRK), Dr. Musriadi, chaired a plenary session to hear the response from the Mayor of Banda Aceh regarding the statements, proposals, and recommendations submitted by the Budget Committee (Banggar) on the draft Qanun concerning the Mayor's Accountability Report (LKPJ).
The plenary session was held on Thursday, July 23, 2026, at the Banda Aceh DPRK building. The main agenda of the meeting was the presentation of the executive's response to various remarks submitted by the city council through the Budget Committee during discussions on the accountability report for the implementation of the Banda Aceh City Budget (APBK) for the 2025 fiscal year.The meeting, which began at 4:00 p.m. WIB, was attended by Chairman of DPRK Banda Aceh Irwansyah ST and Deputy Chairman I Daniel Abdul Wahab. Also present was Mayor of Banda Aceh Illiza Saa'duddin Djamal, along with other members of the city council.
In his opening remarks, Dr. Musriadi stated that the Banda Aceh DPRK had completed all stages of discussion regarding the draft Qanun on accountability for the implementation of the Banda Aceh APBK for the 2025 fiscal year.
According to him, the discussion process went through several stages, beginning with plenary sessions, joint meetings between the DPRK Budget Committee and the City Government Budget Team (TAPK), as well as meetings between DPRK commissions and their respective partner institutions within the city administration."We have also held a plenary session to deliver the proposals, recommendations, and statements from the Budget Committee, as well as the general views of council members regarding the relevant Qanun draft," Dr. Musriadi said.
He explained that all of these stages were part of the consultation procedure required to be carried out jointly by the city council and the regional government before a Qanun regulation could be approved.Dr. Musriadi emphasized that the entire consultation process was conducted based on applicable legal provisions, particularly the guidelines for preparing the rules of procedure for regional legislative bodies at the provincial, regency, and city levels.
Dr. Musriadi explained that the plenary session and discussion process for the LKPJ draft were not merely administrative procedures, but also reflected the DPRK's responsibility in carrying out its supervisory and legislative functions at the regional level.
The Deputy Chairman II of DPRK Banda Aceh said the council continues to ensure that every discussion process is conducted in accordance with prevailing regulations, so that every decision made can be understood and accounted for by the public.The stages of discussion are also regulated under Government Regulation Number 12 of 2018 concerning guidelines for the preparation of rules of procedure for regional legislative bodies at the provincial, regency, and city levels.
In addition, the Banda Aceh DPRK refers to DPRK Banda Aceh Regulation Number I of 2025 concerning the Rules of Procedure of the Banda Aceh City Council as the legal foundation for implementing all parliamentary activities.According to Dr. Musriadi, these plenary sessions are mandatory stages that must be carried out and fulfilled. This is in accordance with legal provisions stipulated in Government Regulation Number 12 of 2018 regarding guidelines for preparing regional legislative procedures, as well as DPRK Banda Aceh Regulation Number I of 2025 concerning the council's rules of procedure.
Through the plenary session, the Banda Aceh DPRK and the Banda Aceh City Government demonstrated their shared commitment to completing discussions on accountability for the implementation of the APBK budget for the 2025 fiscal year.
The collaboration between the legislative and executive branches serves as an important element in ensuring that regional financial management is carried out transparently, accountably, and in accordance with applicable regulations.The Banda Aceh DPRK hopes that the entire discussion process on the draft Qanun concerning the Mayor's LKPJ will result in the best decisions for the interests of the community and the continued development of the city.
By holding this plenary session, the Banda Aceh DPRK continues the next stages of discussion according to the established procedures until a final decision is reached regarding the draft Qanun on accountability for the implementation of the Banda Aceh APBK for the 2025 fiscal year.
