BANDA ACEH | INDATANEWS.COM - Aceh Governor Muzakir Manaf chaired a meeting to accelerate the provision of reintegration land for former Free Aceh Movement (GAM) combatants and the reorganization of land-use rights (Hak Guna Usaha/HGU) in Aceh.
The meeting discussed various strategic measures to accelerate the provision of land for the reintegration program and reorganize HGU areas that have the potential to be utilized for this purpose. Muzakir Manaf called on all Aceh Government agencies to work quickly and in a targeted manner so that development programs are aligned with the vision and policy objectives of his administration.Aceh Government spokesman Nurlis Effendi said Muzakir Manaf reviewed several matters during the meeting. The meeting was held on Friday, September 11, 2026, in the Governor's Meeting Room at the Aceh Governor's Office in Banda Aceh.
"That's right, the Governor reviewed several matters. He wants work to be carried out quickly and in a targeted manner, including ensuring that development programs in Aceh are aligned with his vision and policy objectives," Nurlis Effendi said in Banda Aceh on Saturday, September 12, 2026.The meeting was attended by Acting Aceh Regional Secretary Taufik; several assistants to the Aceh Regional Secretary; Head of the Ministry of Forestry's BPHL, Mahyuddin; Head of the Aceh Regional Office of the National Land Agency (BPN), Arinaldi; Head of the Aceh Reintegration Agency (BRA), Jamaluddin; Acting Head of the Aceh Agriculture and Plantation Agency (Distanbun), Azanuddin Kurnia; and several heads of relevant Aceh Government Work Units (SKPA).
"Governor Mualem gave the head of the BRA one week to prepare everything related to the administrative requirements," Nurlis said.
In addition to providing reintegration land, Muzakir Manaf instructed the Aceh Agriculture and Plantation Agency to accelerate the reorganization of HGU areas. The Aceh Government aims to complete the process in November and December 2026.
Nurlis said Muzakir Manaf attaches particular importance to the reorganization of HGU areas because its results could potentially support the provision of land for the reintegration program."The Governor expects this to be completed in November and December 2026," Nurlis said.
BRA Head Jamaluddin said Muzakir Manaf had instructed the agency to strengthen coordination with several ministries and institutions to accelerate the provision of reintegration land.The coordination involves the Ministry of Agriculture, Ministry of Forestry, Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), the Plantation Fund Management Agency (BPDP), as well as several other relevant ministries.
Jamaluddin said the coordination had identified a potential 4,990 hectares of land spread across five regencies in Aceh. The government is using BPDP funds to support the provision of the land through a special mechanism linked to the reintegration program."The implementation will be carried out through a special program linked to reintegration. Next year, we will also receive approximately another 4,000 hectares," Jamaluddin said.
According to Jamaluddin, the government needs an acceleration strategy to ensure that the provision of the land can be implemented quickly. He expressed hope that the forestry sector would also accelerate the process, particularly regarding changes in land use into areas designated as Other Use Areas (Areal Penggunaan Lain/APL) in accordance with applicable laws and regulations."We need an acceleration strategy for this. We hope our colleagues in the forestry sector can accelerate all of this, particularly the strategy for changing land use into APL (Areal Penggunaan Lain) in accordance with applicable regulations. In addition, we also hope to identify HGU areas that are no longer being utilized by their holders."
Head of the Aceh BPN Regional Office Arinaldi said there was potential for approximately 15,700 hectares of HGU land whose use rights had not been extended. In addition, there were around 24,000 hectares of so-called plasma areas that had not yet been released by the companies.These data provide one of the foundations for the Aceh Government to map land potential that could be utilized for the reintegration program. The government must conduct field inspections to establish the condition and legal status of each area.
Acting Head of the Aceh Agriculture and Plantation Agency Azanuddin Kurnia said his agency would soon conduct field activities together with the HGU reorganization team. The team will review and verify the data collected to date.Azanuddin said the HGU reorganization team would analyze the results of the verification before issuing recommendations. These recommendations will subsequently serve as one of the bases for Muzakir Manaf in making decisions regarding the reorganization of HGU areas in Aceh.
"The results of the HGU reorganization will be analyzed, and ultimately a recommendation will be issued to serve as the basis for the Aceh Governor's decision-making. The HGU reorganization team is coordinating closely with the BPN. This is part of the mandate of the Memorandum of Understanding (MoU) previously signed by the Aceh Governor and the Secretary General of ATR/BPN," he said.The Aceh Government hopes that the reorganization of HGU areas will also identify land that is no longer being utilized by the holders of the use rights. This potential could subsequently serve as one of the alternatives to support the provision of reintegration land.
"This can shorten the time and normal procedures without removing the substance and while still remaining within the framework of applicable regulations," he said.
Acting Aceh Regional Secretary Taufik then instructed the relevant agencies to immediately prepare a draft letter to the President. The letter is intended to serve as a basis for outlining the policy need for a Presidential Instruction on the provision of reintegration land in Aceh."In accordance with the Governor's instructions, we ask the head of the BRA and the relevant SKPA to accelerate this process," he said.
Taufik also instructed the Acting Head of the Aceh Agriculture and Plantation Agency to immediately deploy a team to the field based on the results of the HGU reorganization. The move is important to ensure that the results of the HGU reorganization can be linked to the need for reintegration land."This will allow the results of the HGU reorganization to later be utilized as one of the potential land sources for reintegration," Taufik said.
Taufik called on all relevant SKPA to implement Muzakir Manaf's instructions quickly and in a coordinated manner. In his view, cross-sectoral cooperation is crucial to accelerating the provision of reintegration land and the reorganization of HGU areas."We ask all relevant SKPA to work well and quickly in accordance with the Governor's instructions," he said.
With 4,990 hectares of reintegration land potential already identified across five regencies, along with HGU land potential totaling tens of thousands of hectares, the Aceh Government is now accelerating administrative procedures, field verification, HGU reorganization and coordination among ministries.The Aceh Government has also called on all relevant agencies to complete each stage in accordance with the established targets. The government hopes the results of the HGU reorganization will create additional land options for the reintegration program while ensuring that land use remains in accordance with applicable laws and regulations.
