BANDA ACEH | INDATANEWS.COM - Aceh has an estimated IDR 25.65 trillion budget for rehabilitation and reconstruction following natural disasters in 2026. The central government manages approximately 92 percent, or IDR 24 trillion, while regional governments manage eight percent, or around IDR 1.652 trillion, through regional transfers.
The size of the budget has become a focus of the Aceh Government, as accelerating the implementation of rehabilitation and reconstruction programs requires coordination across sectors and levels of government. The Aceh Government, together with the Rehabilitation and Reconstruction Acceleration Task Force (Satgas PRR) team from Indonesia's Ministry of Home Affairs, evaluated the implementation of rehabilitation and reconstruction programs financed through 2026 regional transfer funds.The meeting was held on Tuesday, September 8, 2026, at the Pusdalops BPBA building in Banda Aceh. Acting Secretary of the Aceh Provincial Government Taufik chaired the meeting alongside Deputy Secretary of the Aceh Provincial Government for Economic and Development Affairs T Robby Irza, several relevant heads of regional agencies, as well as officials from agencies and representatives of ministries responsible for public works, agriculture, housing and residential areas.
Deputy Secretary of the Aceh Provincial Government for Economic and Development Affairs T Robby Irza said the majority of funding for post-disaster rehabilitation and reconstruction falls under the authority of the central government. Of the total estimated IDR 25.65 trillion, the central government manages approximately IDR 24 trillion, which is allocated across 23 ministries and government institutions.
Regional governments, meanwhile, manage approximately IDR 1.652 trillion, or eight percent, through the regional transfer system. Of this amount, around IDR 824 billion is allocated to the provincial government, while district and city governments manage approximately IDR 827 billion.In addition to funding from regional transfers, Aceh is also receiving financial assistance from the governments of North Sumatra and West Sumatra. The total value of the assistance amounts to approximately IDR 285 billion.
Robby said the central government's IDR 24 trillion budget is based on the master plan stipulated in Coordinating Minister for Human Development and Cultural Affairs Decree (Kepmenko PMK) No. 25/2026. However, as of September 4, 2026, ministries and government institutions had only included approximately IDR 18 trillion in their budget documents, known as DIPA.This leaves a funding gap of approximately IDR 5.5 trillion. The funds that have yet to be identified in the DIPA cover 1,161 activities included in the rehabilitation and reconstruction plan following natural disasters in Aceh.
The Aceh Government has therefore urged the relevant ministries and institutions to accelerate data coordination, finalization and verification. The step is necessary to ensure that all funds already included in the central government's plans are promptly recorded in the DIPA and used for rehabilitation and reconstruction programs."Ministries and institutions must accelerate data coordination, finalization and verification so that the funds can be included in the DIPA as quickly as possible and rehabilitation and reconstruction in Aceh can be implemented optimally," Robby said.
Imran, a representative of the Aceh PRR Task Force team from the Ministry of Home Affairs, said the central government funds earmarked for rehabilitation and reconstruction had not yet been fully received by the ministries and institutions responsible for disaster management.
"We hope the funds can be fully provided through the revised state budget (APBN-P)," Imran said.Imran also pointed to the still-low realization of regional transfers in Aceh, both at the provincial level and among district and city governments. He called on regional governments to accelerate fund absorption so that planned programs can be implemented without delay.
The Aceh Government believes that faster fund utilization must be accompanied by accurate data collection. Regional governments need reliable data to ensure that the programs and funds provided genuinely address the needs of communities affected by the disasters.Acting Secretary of the Aceh Provincial Government Taufik said the Aceh Government would intensify communication with the central government, relevant ministries and institutions, as well as district and city governments. The aim is to facilitate the accelerated implementation of funds under the authority of the provincial government and district and city governments.
"This communication is important because if we do not have accurate data, we cannot take action," Taufik said.According to Taufik, the government needs to establish more intensive communication to prevent information gaps during the implementation of rehabilitation and reconstruction programs. Better coordination will enable the government to monitor program progress while identifying obstacles that arise during implementation in the field.
Taufik said the government must ensure easier access to information, as there are still people who are not fully informed about the various programs being implemented to address the impacts of natural disasters.
The joint service point is expected to strengthen coordination between the government and the public. In addition to providing information, it could also help the government receive feedback on community needs throughout the reconstruction process.The measure is part of the Aceh Government's efforts to accelerate rehabilitation and reconstruction. The government must not only ensure the availability of funds but also make sure that those funds are translated into concrete programs implemented on the ground.
With a total budget of approximately IDR 25.65 trillion, accelerating rehabilitation and reconstruction programs represents a major task involving the central government, the provincial government, district and city governments, as well as the relevant ministries and government institutions.The Aceh Government hopes that all funds allocated by the central government can be included in the DIPA as soon as possible and implemented according to actual needs.
