BANDA ACEH | INDATANEWS.COM - The Aceh Provincial Government has assured the public that government operations under the leadership of Aceh Governor Muzakir Manaf and Deputy Governor Fadhullah are running smoothly and in accordance with applicable laws and regulations. The Aceh Government also views the division of responsibilities between the governor and deputy governor as part of a government mechanism that is clearly regulated by law.
The statement was made by Aceh Government spokesperson Nurlis Effendi on Saturday, August 22, 2026, in Banda Aceh. He emphasized that Governor Muzakir Manaf and Deputy Governor Fadhullah continue to carry out their respective responsibilities in government administration and public services in close coordination."The leadership is functioning well and in accordance with the applicable laws and regulations," Nurlis Effendi said.
According to Nurlis, Governor Muzakir Manaf has assigned certain responsibilities to Deputy Governor Fadhullah in accordance with the needs of government operations. A similar assessment regarding the division of responsibilities was also previously expressed by Deputy Minister of Home Affairs Bima Arya Sugiarto."Such an assessment was also expressed by Deputy Minister of Home Affairs (Wamendagri) Bima Arya Sugiarto," Nurlis said.
Nurlis explained that the governor and deputy governor of Aceh carry out their institutional duties based on legal provisions governing both regional administration and Aceh's special status.
"With regard to their positions, Governor Muzakir Manaf and Deputy Governor Fadhullah are bound by Law No. 32 of 2004 on Regional Government," Nurlis said.In addition to regulations governing regional administration, both officials are also subject to Law No. 11 of 2006 on the Government of Aceh. According to Nurlis, these laws provide the legal basis for the governor and deputy governor to carry out government functions in Aceh.
Nurlis said Governor Muzakir Manaf and Deputy Governor Fadhullah continue to coordinate in carrying out government responsibilities. If the governor has another appointment or is unable to attend a particular event, the deputy governor can represent him in accordance with the applicable mechanism."For example, if the governor is unable to attend, he asks the deputy governor to represent him," Nurlis said.
He explained that a governor has numerous government appointments taking place at different locations and times. As a result, it is necessary to share responsibilities with the deputy governor to ensure that government operations continue uninterrupted."There are a great many responsibilities handled by the governor. Often, appointments even overlap at several locations at the same time. Therefore, responsibilities have to be shared. This is normal, happens frequently, and is consistent with the mechanism stipulated by law."
According to Nurlis, the division of responsibilities does not indicate any problem in the working relationship between the governor and deputy governor. Instead, it is part of an effort to ensure that various government programs and official engagements can continue to be carried out.Nurlis subsequently cited several examples of Deputy Governor Fadhullah's involvement in government duties. One of them was his participation in a meeting concerning the establishment of a coordination task force for Aceh together with the Coordinating Ministry for Political and Security Affairs.
Deputy Governor Fadhullah also took part in the ceremony commemorating the 81st anniversary of the independence of the Republic of Indonesia on August 17, 2026. Prior to that, Fadhullah had participated in the Aceh Peace Day commemoration on August 15, 2026.Nurlis said Fadhullah's presence at various events was part of his responsibilities as deputy governor. When unrest occurred during the Aceh Peace Day commemoration and Fadhullah went directly into the crowd, Nurlis also viewed the action as an expression of the deputy regional leader's responsibility.
"Basically, the duty of a deputy governor is to carry out part of the governor's responsibilities, as stipulated in Law No. 32 of 2004 on Regional Government."Nurlis stressed that legal provisions regulate various situations that may arise in the administration of a region. Therefore, the working mechanism between the governor and deputy governor should not be viewed as something unusual.
"Lawmakers have taken into account all scenarios for various possible situations in regional administration, in this case including the Government of Aceh.""For example, if the governor is unable to carry out his duties for a certain period, he does not lose his official status as a result."
He referred to Article 65 Paragraph 4 of Law No. 32 of 2004 on Regional Government, which regulates the exercise of the governor's duties and authority when the governor is temporarily unable to perform his responsibilities."Article 65 Paragraph 4 of Law No. 32 of 2004 on Regional Government stipulates that when the governor is temporarily unable to carry out his duties, the deputy governor assumes the governor's duties and authority. This happens automatically."
Therefore, Nurlis said there was no reason for the public to question the deputy governor's performance of various government responsibilities in the daily administration of government, particularly when the governor is unavailable or has to attend other engagements at the same time."This is completely normal. That is precisely why, from a legal perspective, there is a deputy governor. Therefore, the role of a deputy governor is necessary," he said.
Nurlis hopes the public will gain a comprehensive understanding of the mechanism for dividing responsibilities between the governor and deputy governor. He appealed to the public not to turn the matter into a political issue that could create misconceptions among the community."Much less should it become an occasion for people to incite one another, including through the circulation of fake-news flyers. That is not good. It is unfortunate for people who may not be familiar with the mechanisms stipulated in the laws and regulations," Nurlis said.
The Aceh Government emphasized that coordination between Governor Muzakir Manaf and Deputy Governor Fadhullah is an important component in maintaining smooth government operations. The division of responsibilities for various official engagements is also a common mechanism in carrying out the functions of a regional leader and his deputy.Through this division of responsibilities, the government ensures that all government programs and responsibilities can continue to be carried out, even when the governor and deputy governor are attending different events at the same time.
