JAKARTA | INDATANEWS.COM - The North Sumatra Provincial Government is strengthening the management, safeguarding, and optimization of Regional Property (Barang Milik Daerah/BMD) and assets owned by Regional-Owned Enterprises (Badan Usaha Milik Daerah/BUMD) to increase their contribution to Regional Original Revenue (Pendapatan Asli Daerah/PAD). The measures form part of the provincial government's strategy to strengthen the region's fiscal capacity while promoting more productive use of its assets to support development and improve public welfare.
North Sumatra Deputy Governor Surya reaffirmed this commitment while presenting the provincial government's achievements to date and strategic measures during a hearing with Commission II of the Indonesian House of Representatives (DPR RI). The meeting focused on evaluating the management of state and regional assets, BMD, and BUMD assets that contribute to PAD. It was held on Tuesday, September 15, 2026, in the Commission II meeting room at the Nusantara Building of the DPR RI complex in Senayan, Jakarta.In front of the chair and members of Commission II, Deputy Governor Surya outlined various measures that the North Sumatra Provincial Government continues to implement to improve regional asset management. These include accelerating certification, conducting asset inventories, and digitizing asset management.
The North Sumatra Provincial Government is pursuing these measures to strengthen legal certainty over regional assets while reducing the risk of disputes. In addition, the regional government has begun identifying the economic potential of individual assets so that regional property is not merely maintained as an administrative record but can provide greater value for development."For the North Sumatra Provincial Government, asset management is no longer merely an administrative matter or a question of recording assets on paper. We are changing this paradigm. Regional assets must have clear and secure legal status. Their potential must then be identified so that they can become productive drivers of new economic activities and strengthen our PAD," Surya said.
Surya emphasized that improvements in asset management must be carried out comprehensively. The North Sumatra Provincial Government is not only focusing on recording its assets but is also ensuring that their legal status is clear, the data is accurate, and the physical condition of the assets is fully documented.
Accelerating certification is an important step in safeguarding regional assets. Certification enables the government to strengthen legal ownership while reducing the risk of future legal disputes.In addition to certification, the North Sumatra Provincial Government is conducting a more comprehensive inventory of its assets. This process enables the government to collect data on the number, location, condition, and use of assets under the administration of the regional government.
The North Sumatra Provincial Government is also advancing the digitalization of asset management. The use of digital systems is expected to facilitate the recording, monitoring, and updating of information, as well as the identification of development potential for individual assets.This approach means asset management is no longer focused solely on administrative matters.
