MEDAN | INDATANEWS.COM - The North Sumatra Provincial Government has reaffirmed its commitment to protecting and ensuring healthcare access for the entire population through the Free Medical Treatment – Universal Health Coverage (Probis-UHC) program. Under the program, North Sumatra residents who require medical treatment can visit hospitals and healthcare facilities that collaborate with BPJS Kesehatan, Indonesia's national health insurance provider. They only need to present their identity card, or KTP.
The policy is part of the North Sumatra Provincial Government's efforts to ensure that residents can access healthcare without being hindered by problems related to their insurance status. The regional government has also emphasized that hospitals and healthcare facilities working with BPJS Kesehatan are required to provide medical treatment to North Sumatra residents who meet the program's requirements.
Head of the North Sumatra Health Office Faisal Hasrimy said Probis-UHC reflects the vision and mission of North Sumatra Governor Muhammad Bobby Afif Nasution to ensure comprehensive healthcare protection for all residents.
"We would like to inform the public that health insurance coverage in North Sumatra has reached 98.6 percent. This means the requirements have been met, while the active participation rate is already above 80 percent. Therefore, the state guarantees access for all people who hold a North Sumatra KTP," Faisal said on Thursday, August 13, 2026.
Faisal explained that Universal Health Coverage participation in North Sumatra has now reached 98.6 percent. At the same time, the proportion of active members stands at more than 80 percent. With these figures, North Sumatra meets the requirements for implementing healthcare services under the UHC model.
According to Faisal, the high coverage rate is one of the foundations for expanding healthcare protection for the population. The North Sumatra Provincial Government is not limiting the program to people who are already registered with BPJS Kesehatan, but is also taking into account residents who have not yet registered or who have not previously been classified as recipients of contribution assistance.
Faisal said Probis-UHC also reflects the responsibility of the North Sumatra Provincial Government to ensure medical care for the population. The program is particularly aimed at people whose access to healthcare services has been restricted because of problems with their insurance status.
Workers in the informal sector are also among the groups being considered by the government. Online motorcycle taxi drivers, micro, small and medium-sized entrepreneurs, as well as other informal workers, can receive health insurance coverage through the program in accordance with applicable regulations.
The policy also demonstrates the government's efforts to expand healthcare access to population groups who are not regularly covered through their employers. The aim is to ensure that employment status does not become a reason for people to lose access to medical care.
Faisal also stressed that administrative issues should not be a reason for hospitals or healthcare facilities to stop treating a patient. If hospital staff, for example, determine that a patient's insurance status is not yet active, the relevant district or municipal government and BPJS Kesehatan will assist in processing the necessary administrative requirements.
"If we receive information from hospital staff that, for example, the card is not yet active, personnel from the district or municipal government and BPJS Kesehatan will be available to assist. The patient will then be given the opportunity to complete the required documents within 3x24 hours. In the meantime, medical treatment will continue to be provided," Faisal explained.
This provision gives patients or their families the opportunity to complete missing administrative documents within a period of 3x24 hours. During the process, hospitals and healthcare facilities must continue to ensure that the patient receives medical care.
The North Sumatra Provincial Government considers the provision important so that people do not lose their right to healthcare solely because of administrative problems. Regional government officials and BPJS Kesehatan also play an important role by assisting residents in resolving their insurance status.
Therefore, hospitals and health centers throughout North Sumatra may not turn away patients who require medical care solely because of an insurance status issue that can still be resolved through the Probis-UHC mechanism.
In addition to the general population, the North Sumatra Provincial Government is also ensuring that Probis-UHC benefits reach prison inmates who are entitled to receive medical care.
"Even today, the governor has stated that the benefits of Probis-UHC also apply to prison inmates who are entitled to receive free medical treatment," he said in conclusion.
Faisal emphasized that the policy is in line with the direction of North Sumatra Governor Bobby Nasution. The governor has stated that the free medical treatment program, or UHC, should be implemented comprehensively throughout all areas of North Sumatra without exception.
The North Sumatra Provincial Government has called on all healthcare facilities to understand and implement these provisions. Hospitals and health centers collaborating with BPJS Kesehatan must provide services in accordance with procedures established by the government.
With health insurance coverage reaching 98.6 percent and active membership exceeding 80 percent, the government hopes the UHC program will further strengthen public access to healthcare. At the same time, the program is intended to prevent administrative problems from stopping people from seeking medical treatment.
Faisal reiterated that North Sumatra residents holding a North Sumatra KTP are protected under this provision. Healthcare facilities therefore may not reject patients solely because of problems with their BPJS Kesehatan membership if those issues can still be resolved through the designated program mechanism.
Probis-UHC also represents the government's presence in ensuring healthcare services for the population. Through cooperation between the North Sumatra Provincial Government, district and municipal administrations, BPJS Kesehatan, hospitals and other healthcare facilities, the government aims to ensure that residents can access medical services more easily and quickly.
As a result, people who require medical treatment should not have to worry about administrative obstacles when accessing healthcare services. The government emphasizes that healthcare facilities must prioritize patient treatment, while the completion of required documents can be carried out simultaneously in accordance with applicable regulations.
