MEDAN | INDATANEWS.COM - The Provincial Government of North Sumatra and the Regional House of Representatives (DPRD Sumut) have officially approved the change in legal status of PT Dhirga Surya into a regional-owned enterprise in the form of a limited liability company (Perseroda Dhirga Surya). The decision is regarded as a strategic step to strengthen the performance of Regional-Owned Enterprises (BUMD), enabling them to operate more competitively and professionally while making a significant contribution to Regional Original Income (PAD).

Governor of North Sumatra, Bobby Nasution, welcomed the decision and emphasized that the transformation is not merely an administrative adjustment, but part of a comprehensive reform agenda aimed at improving corporate governance toward greater transparency, accountability, and growth-oriented business development.

Strengthening the Role of BUMD in the Regional Economy

During the plenary session of the DPRD Sumut held at the parliamentary building on Jalan Imam Bonjol, Medan, on Thursday, June 25, 2026, Bobby Nasution highlighted the importance of transforming PT Dhirga Surya into a Perseroda as a key milestone in strengthening the role of BUMD in regional development.

Driving Investment and Economic Expansion

He expressed hope that Perseroda Dhirga Surya would not only function as a regional economic entity but also serve as a catalyst for investment, job creation, and the acceleration of economic growth in North Sumatra.

"The Provincial Government of North Sumatra welcomes and appreciates all suggestions, corrections, and improvements throughout the deliberation process. This is not only about fulfilling formal legal requirements, but also about strengthening professional, transparent, and accountable corporate governance," Bobby Nasution stated.

Legal Foundation for Growth and Competitiveness

According to Bobby Nasution, the new legal status as a Perseroda provides a stronger legal foundation for developing various business potentials within the company. It also enhances the competitiveness of regional enterprises in an increasingly dynamic economic environment.

He further stressed that the transformation is part of a broader regional government strategy to increase the contribution of BUMD to regional revenue while promoting sustainable economic development across North Sumatra.

Restructuring and Future Business Strategy

Bobby Nasution also urged Perseroda Dhirga Surya to promptly undertake organizational and structural adjustments following the final approval of the draft regional regulation (Ranperda). This includes comprehensive restructuring and the development of a more flexible and market-oriented business strategy.

"We expect that after the approval of the Ranperda, Perseroda Dhirga Surya will adjust its institutional and managerial structure and develop business strategies that respond to future challenges and opportunities," he said.

He added that the transformation is also aimed at strengthening the contribution of BUMD to the regional budget and supporting sustainable development in North Sumatra.

Strong Collaboration Between Executive and Legislative

Beyond the BUMD transformation, Bobby Nasution also acknowledged the strong collaboration between the provincial government and DPRD Sumut. This cooperation is considered crucial in formulating policies aligned with regional development needs.

Close coordination between the executive and legislative branches is also seen as accelerating the implementation of strategic programs, particularly in economic development through BUMD.

The plenary session was attended by Deputy Governor Surya, Acting Provincial Secretary Sulaiman Harahap, DPRD Sumut Chairperson Erni Ariyanti, and other members of the regional parliament. Their presence underscores the importance of this institutional transformation for the region's economic future.

Long Deliberation Process Since 2024

Head of the DPRD Sumut Legislation Body (Bapemperda), Yahdi Khoir Harahap, stated that discussions on the legal transformation of PT Dhirga Surya have been ongoing since 2024. The process included comprehensive assessments from legal, economic, and social perspectives.

He emphasized that all factions within DPRD Sumut ultimately approved the transformation after thorough review.

"Based on the entire deliberation process, this amendment fulfills philosophical, juridical, and sociological requirements and is in accordance with applicable regulations. It is also intended to serve as a moment of transformation," Yahdi said.

With the approval of the Ranperda, the North Sumatra Provincial Government is expected to promptly transition Perseroda Dhirga Surya into a more modern, efficient, and growth-oriented corporate structure. (IDNC)
