BINJAI | INDATANEWS.COM - The Forum for Silaturahmi and Communication of Indonesian Mosque Prosperity Organizations (FOSIL BKMI) in Binjai City has officially been established. The establishment followed a joint meeting between representatives entrusted with forming the organization's leadership and the Regional Leadership Board (DPW) of FOSIL BKMI North Sumatra on Sunday, September 27, 2026.
During the meeting, Tengku Kamarul Zaman was unanimously appointed Chairman of FOSIL BKMI Binjai, Ariffani, SH, MH, as Secretary, and Antasari, SH, as Treasurer. The formation of the leadership board marks the first step for FOSIL BKMI in implementing various programs aimed at strengthening the organization, managing waqf assets, developing Mosque Prosperity Boards (BKM), and promoting professional mosque management in Binjai.
The meeting was held in a relaxed and family-oriented atmosphere. At the same time, several agenda items were discussed seriously and constructively. In addition to organizational matters, participants also addressed various issues related to mosque management and waqf assets that require coordinated attention and solutions.
Lukman Hakim, SE, a representative of FOSIL BKMI North Sumatra, said the establishment of the FOSIL BKMI leadership board in Binjai was important for accelerating the implementation of the organization's vision and mission across North Sumatra.
According to Lukman, FOSIL BKMI North Sumatra had consistently encouraged the establishment of a leadership board in Binjai so that the organization's programs could be implemented directly among the community as soon as possible.
"FOSIL BKMI North Sumatra is very interested in seeing a leadership board established in Binjai quickly. Those entrusted with the establishment process are expected to complete the organizational structure as soon as possible," Lukman said.
He explained that the formation of the leadership board was also related to a meeting between FOSIL BKMI and Binjai Mayor H. Amir Hamzah. During the audience, FOSIL BKMI presented several proposals, including measures to accelerate the issuance of waqf certificates and improve the capabilities of BKM boards in Binjai.
"We hope FOSIL can help provide training for BKM in Binjai so that they are able to manage mosques properly, effectively and professionally," he said.
The initiative also demonstrates that FOSIL BKMI Binjai is not solely focused on establishing an organizational structure, but is preparing programs that directly address the needs of mosque boards and administrators.
Strengthening BKM capacity is among the organization's priorities, as mosque management requires knowledge of administration, management, asset management and program planning that can ultimately benefit worshippers and surrounding communities.
Ariffani, SH, MH, one of the representatives entrusted with establishing FOSIL BKMI Binjai, meanwhile explained that the idea of forming the organization emerged from a series of discussions concerning the situation at Masjid Raya Binjai.
Before being entrusted with the task of establishing the leadership board, Ariffani, together with several figures concerned about Masjid Raya Binjai, had held a number of discussions with T. Zulkifli Hamzah, T. Ariefadillah, Lukman Hakim, Abdul Rahman, T. Karamul Zaman and other members of the Binjai community.
The discussions subsequently developed into deliberations on mosque management, particularly concerning the existing structure of the Kenaziran administration at Masjid Raya Binjai. According to Ariffani, the matter requires attention because only one person is currently active in the management.
Ariffani said his side had also carried out several activities to gather information and seek solutions to the existing problems.
"We carried out several activities in Binjai, including discussions with the KUA in the respective district, an audience with BWI North Sumatra, and a meeting with the Nazir of Masjid Raya Binjai. Through this process, we obtained documents in the form of a waqf legal certificate and a replacement waqf declaration," Ariffani said.
Following the series of discussions and activities, those entrusted with establishing the organization eventually recognized the need for a platform that could help coordinate various issues related to waqf and mosque management.
"Therefore, we concluded that a FOSIL BKMI Binjai needs to be established to help address various issues related to waqf and mosque management," said Ariffani, who also works as a lawyer.
The establishment of FOSIL BKMI Binjai is thus part of efforts to create a platform for communication and coordination among various stakeholders involved in the management of mosques and waqf assets in the region.

The meeting also discussed the results of talks between FOSIL BKMI North Sumatra, the representatives entrusted with establishing FOSIL BKMI Binjai, and the Binjai City Government.
During the audience, Mayor H. Amir Hamzah agreed to provide FOSIL BKMI Binjai with office space for its secretariat at the Binjai MTQ Building. The Binjai City Government also expressed support for programs aimed at accelerating waqf administration for mosques and providing training for professional mosque management.
The support forms an important part of FOSIL BKMI Binjai's work plan. The provision of a secretariat is expected to assist the leadership board in maintaining organizational coordination and developing communication with mosque boards, government agencies, waqf institutions and the wider community.
The newly elected Chairman of FOSIL BKMI Binjai, Tengku Kamarul Zaman, said the programs of FOSIL BKMI North Sumatra were in line with the priorities and programs to be pursued by the descendants of the Langkat Sultanate (Zuriat Kesultanan Langkat) in Binjai, particularly in promoting better Kenaziran administration at mosques.
"We welcome the programs of FOSIL BKMI North Sumatra because they are in line with the vision and mission of the descendants of the Langkat Sultanate. We want the Kenaziran administration of mosques, particularly Masjid Raya Binjai, to be properly established and professionally managed," T. Kamarul Zaman said.
He also spoke about the history of Masjid Raya Binjai, which he said is connected to the Langkat Sultanate.
"Masjid Raya Binjai is part of the history of the Langkat Sultanate. Therefore, we ask the Binjai City Government to realize this and make it a shared concern," he said.
The statement highlights attention to the historical significance of Masjid Raya Binjai while also reflecting expectations that its Kenaziran administration can be managed through a stronger organizational structure and improved management practices.
Participants also discussed the importance of developing productive economic activities to support FOSIL BKMI programs. After Ariffani and T. Kamarul Zaman presented their reports as representatives entrusted with the establishment process, participants offered feedback and suggestions.
Among those who expressed their views were T. Ariefadillah, M. Sya'i, T. Abdul Rahman and H. Joidi, SE, who represented FOSIL BKMI at the national level.
Joidi emphasized the importance of an organization having productive and sustainable sources of support for its programs. In his view, developing productive economic activities could help ensure the sustainability of FOSIL BKMI's various activities.
"FOSIL BKMI needs to have productive economic activities to support its programs. Otherwise, FOSIL's programs cannot be implemented," he emphasized.
As an example, he cited the "Wakaf Sawah" program operated by FOSIL BKMI Medan Denai, which has already produced several harvests. The proceeds from the program are used to support people in need.
"This is a form of productive economic activity. If possible, Binjai should also develop a similar program," he said.
The proposal can be further developed by the FOSIL BKMI Binjai leadership when preparing the organization's programs. In addition to organizational development and institutional strengthening, the organization can also develop productive activities whose proceeds can support social and mosque-related programs.
The establishment meeting was subsequently concluded with the symbolic presentation of FOSIL BKMI pins to the board members entrusted with leading the organization.
The agreed leadership structure consists of Tengku Kamarul Zaman as Chairman, Ariffani, SH, MH, as Secretary, and Antasari, SH, as Treasurer.
Chairman of FOSIL BKMI North Sumatra H. Syahlan Zuhri Nasution expressed hope that the formation of the leadership board would soon be followed by the implementation of various concrete programs in Binjai.
"We hope that with the establishment of the FOSIL BKMI leadership board in Binjai, concrete programs and activities can be implemented immediately. The people of Binjai can consider themselves fortunate to have the support of H. Amir Hamzah as Mayor of Binjai. This support should be received positively and actively, and should not be left unused," he stressed.
He said the board should not use the process of completing the organizational structure as a reason to delay program implementation. In his view, organizational development could proceed gradually alongside the implementation of activities.
"If the composition of the board later needs to be improved, that can certainly be done. However, it must not become an obstacle to building good and professional mosques and implementing the necessary programs," he said.
The event was attended by H. Syahlan Zuhri Nasution, Tengku Kamarul Zaman, Ariffani, MH, Lukman Hakim, Antasari, SH, T. Ariefadillah, T. Abdul Rahman, Surya Herdiansyah, M. Sya'i, S.Pd., Nasution as Secretary General, H. Joidi, SE, and Syaifuddin Zuhri.
The event concluded with a prayer, a social gathering and a communal meal. With the establishment of FOSIL BKMI Binjai, the leadership board is expected to immediately coordinate with various stakeholders to implement the programs discussed during the meeting.
Going forward, cooperation among mosque boards, the community, government agencies, waqf institutions and various social groups will be an important component in promoting orderly and professional mosque management. Strengthening BKM capacity, accelerating waqf administration, improving Kenaziran structures and developing productive activities were among the central issues discussed during the establishment of the FOSIL BKMI leadership board in Binjai.
