DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government is continuing to strengthen digital governance through the 2026 Digital Government Performance Evaluation (PEMDI). In the initial document review, the Deli Serdang Regency Government scored 1.45 points, above the average score of approximately 1.37 points recorded in the first round of assessments.

The result served as one of the foundations for the PEMDI interview, which the Deli Serdang Regency Government attended virtually on Thursday, September 24, 2026, from the Cendana Hall at the Deli Serdang Regent's Office.

Deli Serdang Assistant for Economic and Development Affairs Hendra Wijaya participated in the evaluation process alongside representatives from various government agencies and offices. He emphasized that the PEMDI performance evaluation provided an important opportunity for the regional administration to strengthen the implementation of digital governance across all Regional Apparatus Organizations (OPD).

According to Hendra, the evaluation was not merely intended to assess digital government performance. The Deli Serdang Regency Government also used the results to identify areas requiring further improvement so that digital governance could be implemented more effectively and have a positive impact on the quality of public services.

"Although this is an assessment, we hope it will also become part of our own evaluation so that we can use the feedback we receive to make improvements. In this way, digital governance in Deli Serdang Regency can be further enhanced in the future," he said.

Evaluation as a Basis for Improvement

Hendra explained that the Deli Serdang Regency Government needed to strengthen digital governance gradually and simultaneously. Each regional organization must continue implementing the programs that have been prepared while making improvements based on the evaluation results.

This step is necessary to ensure that digital transformation does not take place in isolation within individual regional organizations. The regional administration must also ensure that various digital systems and services function in an integrated manner, both to support administrative processes and to make it easier for residents to access public services.

"Basically, the Regent and the leadership hope that, in addition to being an evaluation and assessment, this process will also become part of efforts to improve the implementation of a digital government system in Deli Serdang Regency that can be implemented by all OPDs," he said.

In the initial document review as part of the 2026 PEMDI evaluation, Deli Serdang Regency scored 1.45 points. The result was above the average score of approximately 1.37 points in the first round of the assessment.

The result provides an initial overview of the Deli Serdang Regency Government's readiness to implement various aspects of digital governance. At the same time, there are still areas that need to be improved to ensure that digital governance can be implemented more optimally in the future.

PEMDI Strengthens Digital Governance Structures

Herry Sanoto, a member of the PEMDI assessment and evaluation team, praised the Deli Serdang Regency Government's readiness to participate in the various stages of the evaluation. He explained that PEMDI was still a relatively new evaluation framework, following the government's previous use of the Electronic-Based Government System (SPBE) framework.

"PEMDI is still new. Previously, there was SPBE, and now it is PEMDI. The system has only been in place for a year, but I see that Deli Serdang is very attentive and well prepared to fulfill the various requirements," he said.

During the interview, the assessment team provided the Deli Serdang Regency Government with various recommendations. These included strengthening the governance of digital services, improving the qualifications and capabilities of personnel, protecting personal data, strengthening cybersecurity, developing IT infrastructure, developing and integrating applications, as well as monitoring and evaluating digital services.

These aspects are important components in developing digital governance. The regional administration must not only provide applications but also ensure that every service operates under clear and secure governance structures, is integrated, and meets the needs of the public.

The assessment team also asked the Deli Serdang Regency Government to complete the required evidence and supporting data. These included documentation on application development, service integration through the government's Service Linkage System (SPLP), the use of digital infrastructure, and plans to improve services based on the results of the Community Satisfaction Survey (SKM).

The completeness of these supporting documents is an important part of the evaluation process because they provide evidence of the actual implementation of various digital government programs within the Deli Serdang Regency Government.

Deli Serdang Given Five Working Days for Improvements

Regarding the Community Satisfaction Survey, the Deli Serdang Regency Government explained that it already had its own SKM application. In addition, the regional administration had initiated measures to integrate the data with the skm.go.id platform.

The explanation was subsequently noted by the assessment team for further coordination with the Ministry of Administrative and Bureaucratic Reform (Kementerian PANRB).

In addition to services and data integration, the evaluation also highlighted the importance of personal data protection and cybersecurity. Both aspects are integral to digital governance because regional governments process various types of data and information when delivering public services.

The assessment team gave the Deli Serdang Regency Government five working days to complete the required supporting documents and upload them as part of the evaluation process.

The Deli Serdang Regency Government will subsequently follow up on all recommendations and observations submitted by the assessment team. These follow-up measures form part of the regional administration's efforts to further strengthen digital transformation in governance.

Through this process, the Deli Serdang Regency Government aims to ensure that the use of digital technology is not limited to the adoption of systems and applications. Instead, digital transformation is also expected to strengthen governance structures, improve the work efficiency of individual regional organizations, and create integrated and more accessible public services for the community.

The 2026 PEMDI evaluation results can therefore serve as a basis for the Deli Serdang Regency Government to strengthen areas requiring further improvement. At the same time, the results can be used to ensure that all regional organizations contribute to building an integrated digital government ecosystem. (IDNC)
