JAKARTA | INDATANEWS.COM – Aceh Governor Muzakir Manaf has called for an urgent revision of the Law on the Governing of Aceh (UUPA), stressing the need to reinforce the province's institutional authority in line with the Helsinki Memorandum of Understanding (MoU) to ensure long-term political stability.
"Without these authorities, we cannot operate effectively. The revision of the UUPA is necessary to prevent potential conflicts in the future," Muzakir Manaf said in Jakarta on Sunday, May 24, 2026.Strengthening Autonomy and Future of Special Funds

"We hope for approval of 2.5 percent for Aceh's Otsus funds, or at least parity with Papua," he said.
The statement was made during a meeting with the Aceh government's UUPA revision team and the Aceh Regional House of Representatives at the Aceh liaison office in Jakarta, ahead of a hearing with Indonesia's House Legislative Body and the Aceh parliament.

To prepare for the upcoming hearing, Muzakir summoned the Speaker of the Aceh Parliament, Zulfadhli (Abang Samalanga), along with the entire negotiation team to Jakarta to ensure a unified political stance."We brought everyone together so that we are aligned on the same position," he stated.
Senior provincial officials also attended the meeting, including Deputy Governor Fadhlullah, Regional Secretary M. Nasir Syamaun, government spokesperson Nurlis Effendi, and Teuku Kamaruzzaman (Ampon Man).Optimism Over Special Autonomy Funding
Deputy Governor Fadhlullah expressed confidence that the central government would respond positively to Aceh's requests."I am confident that Aceh's special funds will be fulfilled," he said.
He also stressed the importance of constructive dialogue among all political stakeholders, including universities and civil society groups, to ensure broad legitimacy for the reform process."Only through good communication can we achieve good results," he added.
Meanwhile, Regional Secretary M. Nasir explained that the UUPA revision draft includes 52 proposed amendments, with the Aceh government proposing changes to eight articles and the addition of one new article.
Parliament Calls for Broad Consultation
Aceh Parliament Speaker Abang Samalanga emphasized that any revisions must remain closely coordinated with the regional legislature."Our position in the national parliamentary hearing will reflect Aceh's collective stance," he said.
Representatives from various political factions welcomed parts of the proposed revision, while stressing that the UUPA—rooted in a historic peace process—must be handled with particular care.Abdurrahman Ahmad of the Gerindra-PKS faction noted that several proposals from the national parliament could bring positive outcomes for Aceh.
