MEDAN | INDATANEWS.COM – The North Sumatra Provincial Government has officially launched the "Learning Hub Sumut Berkah," a digital learning platform designed to improve access to professional development programs for civil servants (ASN).
The digital-based learning system enables ASN personnel to study independently through a flexible and integrated platform that can be accessed anytime and anywhere.Head of the North Sumatra Human Resources Development Agency (BPSDM Sumut), Agustinus, said the platform represents a modern solution for ASN competency development without requiring participants to attend training sessions directly at the BPSDM office.
"We hope ASN personnel will no longer need to come directly to BPSDM, because they can independently access digital learning services," Agustinus said during a press conference held by the North Sumatra Communication and Information Office at the Dekranasda Building lobby, Governor's Office complex on Jalan Diponegoro, Medan, Friday (May 8, 2026).
Integrated Digital Learning System
Agustinus explained that all learning activities for ASN will now be conducted through a single integrated digital platform. The system covers registration, learning materials, micro-learning modules, assignments, and certificate issuance."From registration, learning materials, and micro learning to assignments and certificates, everything has been fully integrated into the system," he stated.
Through the "Learning Hub Sumut Berkah," the provincial government aims to improve the efficiency of human resource development while providing ASN personnel with flexible access to educational resources regardless of time and location.
North Sumatra Eyes Collaboration with Singapore
In addition to launching the digital learning platform, BPSDM Sumut is also preparing international cooperation initiatives to enhance ASN competencies, including potential collaboration with Singapore.According to Agustinus, Singapore currently ranks first in Southeast Asia's civil servant performance index, while Indonesia is positioned second.
"That is why we want to learn how Singapore manages and develops its ASN training system," he said.The planned partnership is expected to become a strategic reference for strengthening the quality of ASN competency development in North Sumatra.
Five-Year Human Capital Development StrategyBPSDM Sumut is also drafting a comprehensive Human Capital Development Plan (HCDP), which will serve as a strategic roadmap for ASN competency development over the next five years.
"We must determine the focus of ASN development for the next five years to ensure that priority programs, strategic regional agendas, and accelerated implementation targets can be carried out effectively by regional agencies," Agustinus explained.He added that improving ASN competencies is a shared responsibility among all regional government institutions, while BPSDM Sumut serves as the coordinator providing learning access and training opportunities for civil servants across the province.
