RECONSTRUCTION AND REHABILITATION OF ASN ARCHIVES: Acting Secretary of the North Sumatra Provincial Government Timur Tumanggor attends an event on the reconstruction and rehabilitation of disaster-affected ASN archives on Tuesday, September 29, 2026. MEDAN | INDATANEWS.COM - The North Sumatra Provincial Government, together with the National Civil Service Agency (BKN) and several regional agencies, has accelerated the recovery, reconstruction, and rehabilitation of personnel records and archives belonging to state civil servants (ASN) affected by flash floods and landslides in Aceh, North Sumatra, and West Sumatra. The measures are considered a strategic step to ensure the continuity of personnel administration while minimizing the risk of losing important documents as a result of natural disasters.

The joint commitment was demonstrated during an event on the reconstruction and rehabilitation of ASN archives in areas under the jurisdiction of BKN Regional Office VII Medan, as well as the handover of aid from the National KORPRI Executive Board. The event was held on Tuesday, September 29, 2026, at the Raja Inal Siregar Hall at the North Sumatra Governor's Office, Jalan Pangeran Diponegoro No. 30, Medan.

The Acting Secretary of the North Sumatra Provincial Government, Timur Tumanggor, emphasized that personnel records play a crucial role throughout the entire ASN administrative lifecycle. Therefore, protecting and securing these documents must be a shared priority, particularly in disaster-prone areas.

"Personnel data and documents are required for various ASN administrative processes, starting from appointments, promotions, and assignments to positions, professional development, fulfillment of employment rights, retirement, and pension benefits. Therefore, when ASN archives are affected by a disaster, the reconstruction and rehabilitation of those archives become an extremely important and strategic necessity," Timur Tumanggor said.

In his view, ASN archives are not merely administrative documents but are also an important component of accountable governance. Therefore, all institutions responsible for personnel administration must continuously improve the quality of data protection, updating, backup, and integration while observing information security and applicable archival regulations.

Timur added that the availability of accurate, secure, and traceable data would help make public services and personnel administration more efficient, particularly in responding to emergencies caused by disasters.

Data on Disaster-Affected ASN

The Director of ASN Personnel Archives at BKN, Ruri Citra Diani, presented the results of an assessment of ASN personnel in several disaster-affected regions on the island of Sumatra. According to the data collected, there are 7,879 civil servants (PNS) in 12 agencies in North Sumatra, 54,768 PNS in 18 agencies in West Sumatra, and 59,231 PNS in 11 agencies in Aceh whose personnel archives require special attention.

BKN has also recorded significant progress in nationwide efforts to secure ASN archives. As of September 25, 2026, a total of 3,516,539 ASN archives from 39 disaster-affected agencies across Indonesia had been secured through digitization and modern archival management.

The figure represents a significant increase from the situation on December 1, 2025, when a total of 1,142,925 ASN archives had been recorded and secured.

"This result also shows that ASN awareness of preserving and digitizing archives is increasing, which is at the same time a reflection of the digital transformation of ASN management," Ruri Citra Diani said.

The growing number of rescued archives reflects increasing awareness among civil servants of the use of digital technology to protect important government documents. Digital transformation is also an essential component in building a more resilient ASN management system capable of responding more effectively to various risks.

LeDi-DMS Strengthens ASN Archive Digitization

The Deputy Head of the Information Systems and ASN Management Digitalization Division at BKN RI, Jumiati, explained that the digital management of ASN archives is one of the key foundations for creating faster, simpler, and higher-quality personnel services.

The policy is in line with BKN Chairman Circular Letter No. 11 of 2025 concerning the protection and utilization of ASN archives through the LeDi-DMS digital document management system.

BKN has introduced LeDi-DMS as an integrated platform for managing ASN archives. The system is designed not only to store archives created digitally from the outset, known as born-digital documents, but also to manage documents originating from physical archives through digitization or media transfer.

The system is intended to ensure that all ASN documents are securely stored, easily accessible, and have their validity maintained. The availability of digital archives also supports data-driven decision-making and strengthens personnel administration in the era of digital transformation.

"Through the use of LeDi-DMS, we want to ensure that ASN archives are not only stored digitally but are also protected, valid, easily accessible, and usable. Digital management of ASN archives is an important foundation for developing increasingly integrated and data-driven services in ASN management," Jumiati concluded. (IDNC)
