North Sumatra PKK Evaluates Clean and Healthy Environment Program in Pagar Merbau III

DELI SERDANG | INDATANEWS.COM - The Family Welfare Empowerment Team (TP PKK) of Sumatera Utara Province evaluated the implementation of the Clean and Healthy Environment Program (Lingkungan Bersih dan Sehat/LBS) in Pagar Merbau III Village, Lubuk Pakam District, Deli Serdang Regency, on Monday, September 21, 2026.

Pagar Merbau III Village is representing Deli Serdang Regency in the 2026 evaluation of the best villages and urban wards. The evaluation is part of a joint effort by the government and TP PKK to assess the extent to which residents are adopting clean and healthy living practices while ensuring the sustainability of the program at the village level.

The evaluation also provided an important opportunity to strengthen cooperation among the regional government, TP PKK, the village administration, volunteer cadres, and residents. Through this collaboration, the LBS program is expected not merely to meet predetermined assessment criteria, but to become a collective movement that provides direct benefits to residents in their daily lives.

PKK Strengthens Its Role in Community Development

Deli Serdang Regent Asri Ludin Tambunan, through Zainal Abidin Hutagalung, Assistant for Government and Public Welfare Affairs at the Regional Secretariat of Deli Serdang Regency, called on TP PKK organizations at all levels to further strengthen innovations and concrete measures aimed at improving community welfare.

According to him, PKK plays an important role in supporting the government in various development programs that directly affect the daily lives of families. Therefore, PKK cadres need to continue developing activities that respond to community needs while encouraging behavioral changes within families and villages.

"PKK must be a strategic partner of the government in supporting development, particularly in the areas of health, education, economic empowerment, and family development," he said.

Zainal explained that strengthening the role of PKK must be accompanied by greater public participation. With stronger community involvement, various development programs in health, education, family economics, and environmental management can be implemented more effectively and sustainably.

At the same time, he urged PKK cadres to continue developing innovations tailored to the conditions and potential of their respective areas. These innovations are expected to increase public awareness of the importance of maintaining a clean environment and adopting healthy lifestyles in everyday life.

Five STBM Pillars Continue to Be Promoted

Dona Rudi Akmal Tambunan, Chairwoman of the Family Character Development Division and representative of the Chairwoman of the Deli Serdang Regency TP PKK, said the LBS program is an important component in building healthy families and healthy living environments.

The Deli Serdang Regency TP PKK continues to promote the implementation of the five pillars of Community-Based Total Sanitation (Sanitasi Total Berbasis Masyarakat/STBM). They include ending open defecation, washing hands with soap, safely managing household drinking water and food, managing household waste, and managing domestic wastewater.

Implementing these five pillars requires active participation from families because the family is the first environment where clean and healthy habits are established. For this reason, TP PKK continues to regard families as one of the central targets in strengthening health and environmental programs.

"The family is the first religious and educational institution for our children. If families are healthy, the village will also be healthy, and Deli Serdang will be strong," she said.

Dona explained that habits related to cleanliness and health must first be developed within families before becoming shared practices throughout the community. In this way, families can serve as the foundation for creating a healthy, safe, and comfortable village environment.

She also praised the PKK cadres in Pagar Merbau III Village for continuing to develop various innovations in implementing the LBS program. In her view, the creativity and concrete actions of the cadres are important strengths in ensuring that the program continues to be practiced sustainably by residents.

Dona expressed hope that the evaluation conducted by the Sumatera Utara Province TP PKK would provide guidance and recommendations to further strengthen implementation of the LBS program in Pagar Merbau III. The results are also expected to contribute to the program's consistent and sustainable implementation.

In addition to providing direct benefits to local residents, Pagar Merbau III's success in implementing the LBS program is expected to serve as an example for other villages across Deli Serdang Regency. Experiences and innovations developed in the village can serve as references for strengthening the clean and healthy environment movement in other areas.

Evaluation Focuses on Program Sustainability

Latifah Hanum Siregar, representing the Chairwoman of the Sumatera Utara Province TP PKK, said the evaluation does not focus solely on compliance with established criteria. The evaluation team also examines the continuity of program implementation, community participation, innovations developed, support from the village administration, and the sustainability of the program.

This approach demonstrates that the success of the LBS program is not measured solely by visible results during the evaluation. The consistency with which residents maintain the cleanliness and health of their surroundings is also crucial to ensuring that the program has a long-term impact.

Latifah also said that several regencies and cities nominated for the assessment are participating in this year's evaluation. Each region has the opportunity to present various innovations and best practices implemented to encourage clean and healthy living practices among residents.

"This year, there are six nominations for regencies and three nominations for cities participating in the evaluation of the implementation of PHBS and LBS," she said.

The evaluation in Pagar Merbau III also highlights the importance of cooperation between the regional government and the community in implementing family- and environment-oriented programs. Through its relevant agencies and village administration, the regional government can work together with TP PKK to strengthen assistance and support, while residents play the primary role in maintaining the sustainability of the program.

Through consistent implementation of the LBS program, Pagar Merbau III is expected to maintain the various good practices that have already been developed. The program can also continue to evolve so that it does not end with the completion of the evaluation, but instead becomes an integral part of residents' habits in maintaining family and environmental health.

The involvement of PKK cadres, support from the village administration, and active community participation are key elements in sustaining this movement. Strong collaboration can further expand the implementation of clean and healthy living practices, from individual families to the broader village environment.
