DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government is strengthening the regulation, supervision, and monitoring of Social Welfare Institutions (Lembaga Kesejahteraan Sosial/LKS), particularly institutions that have not yet obtained registration or operational permits. The move aims to ensure that all social institutions providing services to the community comply with legal requirements while guaranteeing comprehensive protection for children under their care.
The intensified monitoring measures were discussed during a coordination meeting on the regulation, supervision, and licensing of LKS, chaired by the Assistant for General Administration of the Deli Serdang Regional Secretariat (Setdakab), Rudi Akmal Tambunan. The meeting was held on Tuesday, August 4, 2026, at the Cendana Hall on the first floor of the Deli Serdang Regent's Office.During the meeting, the Deli Serdang Government emphasized the importance of involvement from all relevant parties, ranging from regional government agencies and law enforcement institutions to sub-district administrations, to jointly monitor the existence and activities of LKS operating in the area.
Rudi Akmal Tambunan stated that the regional government requires cooperation among various institutions to ensure that all LKS operating in Deli Serdang carry out their activities in accordance with applicable laws and regulations.
According to him, monitoring LKS is not only related to administrative matters but also concerns the protection of children placed under the care of social institutions. The government has a responsibility to ensure that every child receives proper services, protection, and a safe care environment.Rudi explained that if indications of criminal acts are discovered, such as child sexual abuse, the government will coordinate with the police to handle the matter in accordance with legal procedures.
Meanwhile, if investigations find no criminal elements, the government will take administrative action against institutions conducting activities without fulfilling the required legal requirements."LKS or care institutions that do not have registration and operational permits are not allowed to carry out childcare activities, gather children, or organize fundraising activities. This is part of efforts to control illegal institutions," he emphasized.
He explained that the coordination meeting was held to identify various obstacles faced by related institutions in supervising, monitoring, and taking action against LKS that do not comply with regulations.
Rudi urged all meeting participants to report challenges encountered in the field so that the government could formulate concrete steps with a clear division of responsibilities."If possible, this meeting should determine the responsibilities of each institution. After that, we can immediately take action to regulate LKS that do not have registration or operational permits," he said.
Rudi expressed hope that the discussion results would be documented in an official report containing the duties and responsibilities of each institution. This would allow the measures to be implemented effectively and prevent potential incidents that could harm children.
The Deli Serdang Regency Government reaffirmed its commitment to improving the supervision and management of LKS in order to create an orderly and high-quality social service system.
Through these measures, the government aims to ensure that all LKS meet administrative and operational standards and are able to provide social services that meet community needs.In addition, stricter monitoring is part of efforts to protect children's rights, particularly those living under the care of social institutions. The government ensures that every form of social care prioritizes the best interests of children.
The coordination meeting was attended by representatives from the North Sumatra Provincial Social Affairs Office and the Deli Serdang Social Affairs Office, the Provincial Office of Women Empowerment, Child Protection and Family Planning (P3AKB) of North Sumatra, the Deli Serdang P3AP2KB Office, police representatives, the Public Order Agency (Satpol PP), various related agencies, and representatives from several sub-district administrations in Deli Serdang.The participation of various institutions reflects a shared commitment to building a stronger social monitoring system. Through this effort, LKS in Deli Serdang Regency are expected to operate professionally, legally, and with a strong focus on protecting the community, especially children. (IDNC)
