Deli Serdang Checks Taxes and Business Licenses in Cemara Asri

DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government, through the Integrated Team for the Optimization of Regional Own-Source Revenue (OPAD), has inspected the tax and levy obligations as well as business licenses of companies operating in the Cemara Asri residential and commercial area in Percut Sei Tuan District. The inspection was conducted on Tuesday, September 15, 2026.

The measure is part of the Deli Serdang Regency Government's efforts to optimize Regional Own-Source Revenue (PAD) while ensuring that all business activities are carried out properly, lawfully, and in accordance with applicable regulations.

The integrated team visited several businesses directly in the area. The inspection was not limited to business owners' obligations to pay taxes and regional levies, but also covered the completeness of business licenses and compliance with relevant regulations.

The inspection targeted around 100 businesses. The Deli Serdang Regency Government deployed 17 teams consisting of personnel from various agencies and relevant authorities. They carried out monitoring and inspections directly at the business locations.

Monitoring With a Professional and Human-Centered Approach

The Head of the Deli Serdang Investment and One-Stop Integrated Services Agency (DPMPTSP), Rio Laka Dewa, instructed all team members to conduct the monitoring professionally, objectively, and with a human-centered approach. He also emphasized the importance of strong coordination throughout the operation to ensure that the inspections proceeded smoothly and to prevent misunderstandings with business owners.

Rio explained that the monitoring was not solely aimed at collecting outstanding regional obligations. The team was also tasked with informing business owners about their responsibilities, both in relation to taxes and regional levies and to the licenses required for their business operations.

"This monitoring is not solely about collecting payments, but about ensuring that business owners understand and fulfill their obligations, both regarding taxes and levies and the required licenses," he said while leading a joint briefing with the integrated team.

He added that the personnel conducted their inspections based on available data and documents. If any outstanding obligations were identified, the officers explained the relevant requirements to the business owners as well as the steps needed to fulfill them.

This approach demonstrates that, alongside enforcement, the Deli Serdang Regency Government is also focusing on providing guidance and assistance to business owners. The regional government seeks to raise awareness among entrepreneurs about the importance of fulfilling regional obligations and maintaining complete documentation as required by law.

"We are here to ensure that business activities are carried out properly, lawfully, and in accordance with regulations," he added.

The statement underscores that the OPAD initiative goes beyond simply increasing regional revenue. The government also aims to ensure that economic activities in Deli Serdang remain within the legal framework and comply with applicable administrative requirements.

Around 100 Businesses in Cemara Asri Targeted

During the operation in the Cemara Asri complex, the integrated team inspected around 100 businesses. A total of 17 teams involving personnel from various agencies and relevant authorities examined different aspects of regulatory compliance among business owners.

The officers checked obligations related to regional taxes and levies, which constitute sources of regional own-source revenue. In addition, the team examined the completeness of licensing documents that serve as the legal basis for the respective business activities.

Direct inspections at business locations allow the Deli Serdang Regency Government to gain an overview of the level of regulatory compliance among business owners. The monitoring results can also serve as a basis for further action by the relevant authorities, in accordance with their respective powers and applicable regulations.

The Deli Serdang Regency Government is relying on cross-agency coordination in carrying out the operation. The involvement of various agencies is intended to make the inspection more comprehensive, as different aspects of business owners' obligations fall under the respective duties and authorities of the agencies involved.

At the same time, business owners are given the opportunity to seek clarification if officers identify issues related to taxes, regional levies, or business licenses. In this way, entrepreneurs receive not only the results of the inspection but also a better understanding of the regulations they are required to comply with.

This step is important in promoting sustainable regulatory compliance. The regional government needs not only increased PAD revenue, but also greater awareness among business owners to conduct their economic activities in accordance with applicable regulations.

Based on Two Regency Regulations

The monitoring and inspection activities are based on regulations issued by the Deli Serdang Regency Government. The team carries out its duties under Deli Serdang Regent Regulation No. 256 of 2020 concerning the establishment of the Team for the Optimization of Regional Own-Source Revenue of Deli Serdang Regency.

In addition, the operation is based on Deli Serdang Regent Regulation No. 501 of 2025 concerning the Integrated Team for Monitoring and Inspecting Compliance with the Implementation of Laws and Regulations in Deli Serdang Regency.

Both regulations provide the legal foundation for the regional government's efforts to optimize revenue while improving compliance with applicable laws and regulations. Through this legal framework, monitoring and inspection activities can be conducted in a targeted manner, while the agencies involved can participate according to their respective duties and functions.

The Deli Serdang Regency Government hopes that the optimization of regional own-source revenue can go hand in hand with the creation of an orderly business environment that complies with regulations. The government's objective is not solely to increase regional revenue, but also to establish a business environment that provides administrative certainty and ensures compliance with applicable requirements.

The monitoring operation at the Cemara Asri complex is one step toward achieving this goal in practice.
