Deli Serdang Launches SIAP SEHAT to Simplify Birth and Death Certificates

DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government has launched the Population Administration Integration System through Health Facilities, known as SIAP SEHAT. The program is designed to make it easier for residents to obtain birth and death certificates.

Through the new system, residents can access population administration services at participating health facilities without having to travel in person to the administrative center in Lubuk Pakam.

Deli Serdang Regent dr. H. Asri Ludin Tambunan officially introduced SIAP SEHAT on Saturday, September 12, 2026, at the Sembiring General Hospital auditorium in Deli Tua District. The program is part of the Deli Serdang Government's efforts to modernize public services, particularly in the area of population administration.

Through SIAP SEHAT, health facilities participating as partners of the regional government can assist residents in processing population documents. The system also links population administration data with data from the BPJS Health insurance system, enabling the government to update population records more quickly and accurately.

Bringing Services Closer to Residents

Asri Ludin said the government must not only establish public service facilities but also ensure that residents can access those services easily. For this reason, SIAP SEHAT is being delivered through health facilities located closer to where people live.

"Services are not only about building facilities, but also about bringing them closer to the people and making access easier. SIAP SEHAT shortens the distance while providing faster, simpler and more accountable services," he said.

According to Asri Ludin, the system can streamline the previous process, which required residents to visit the government office in Lubuk Pakam to complete administrative procedures following a birth or death.

Through participating health facilities, residents can apply for birth and death certificates as part of a service chain connected to the Deli Serdang Government's system. The integration is expected to make administrative procedures more efficient while reducing the burden on residents, particularly

those living far from the administrative center.

The regional government is also linking the data with the population administration system and BPJS insurance records. This allows residents' status to be updated more quickly when a birth or death is registered.

Updating Data and Protecting Citizens' Rights

Asri Ludin explained that updating population data is closely linked to protecting citizens' rights. The government must ensure that every resident receives the necessary population documents and corresponding social benefits based on their current circumstances.

This is particularly important for residents registered as recipients of government-funded BPJS contributions, known as PBI. In the event of a birth, the system can accelerate the registration process so that a newborn can be quickly recorded in population data and receive the benefits to which they are entitled.

Conversely, in the event of a death, the government can update the insurance records so that contribution payments are not continued for individuals who have already passed away.

"Newborns must not have their rights delayed simply because their data has not yet been registered. Likewise, contributions must not continue to be paid for insured individuals who have already died. We developed this system so that such problems no longer occur in the future," he emphasized.

The integration of these systems also provides benefits to the regional government in maintaining the quality of population data. More up-to-date data can help the government formulate policies and deliver public services based on the actual conditions of the population.

In addition, an integrated system can reduce administrative problems caused by delays in updating population records. The government hopes SIAP SEHAT will not only accelerate the issuance of documents but also improve the accuracy of population data across Deli Serdang Regency.

Equal Services Reaching Remote Areas

Asri Ludin stressed that the Deli Serdang Government must ensure that the benefits of SIAP SEHAT are equally accessible to all residents. Geographic distance, he said, must not become a reason for people to receive different levels of access to public services.

He specifically highlighted residents living in areas far from the administrative center, including Gunung Meriah, STM Hulu and Sibolangit. In his view, people in these areas should receive the same ease of access to public services as residents of Lubuk Pakam.

"There must be no difference in services because of distance. People in remote areas must receive the same services as those living in Lubuk Pakam," he said.

To ensure that the program achieves its objectives, the Deli Serdang Government will regularly monitor the implementation of SIAP SEHAT at participating health facilities.

The monitoring is intended to ensure that all partner health facilities consistently implement the system and provide tangible benefits to residents. The government will also observe service delivery on the ground so that any difficulties that arise can be addressed quickly.

At the same time, the regent reminded health facilities to comply with regulations and service standards established by the government. Easier access to population administration services must not come at the expense of the quality and safety of healthcare.

"Rights and obligations must remain balanced. We want health facilities to continue developing, but the services and competence of medical personnel must also meet applicable standards. Ultimately, this is about ensuring that the community receives safe and high-quality healthcare," he concluded.

Among those attending the launch of SIAP SEHAT were Chairwoman of the Deli Serdang TP PKK Jelita Asri Ludin Tambunan; Head of the Deli Serdang Population and Civil Registration Office Danang Purnama Yuda; Head of the Deli Serdang Health Office dr. Tetti Rossanti Keliat; and Chairman of the Board of Trustees of the Sembiring General Hospital Deli Tua Foundation dr. Thomas Darwin Sembiring.

Through SIAP SEHAT, the Deli Serdang Government aims to bring population administration services closer to residents while making them faster, simpler and more transparent. The integration of health facilities, population administration and BPJS insurance data is also expected to improve data accuracy and ensure that residents receive their entitled benefits in a timely manner.
