MEDAN | INDATANEWS.COM - North Sumatra Governor Muhammad Bobby Afif Nasution has strongly urged all Regional Apparatus Organizations (OPD) to accelerate the implementation of the "Hasil Terbaik Cepat" (PHTC) program and the Strategic Regional Programs (PSD). He emphasized that all government programs must not remain at the planning stage, but must deliver concrete results and generate tangible impacts for the community.
The statement was delivered by Bobby Nasution while chairing a leadership meeting within the Coordination, Synchronization, Monitoring, and Evaluation Forum for budget realization and the implementation of PHTC and PSD programs across all technical agencies. The meeting took place in Meeting Room I on the 2nd floor of the North Sumatra Governor's Office, Jalan Pangeran Diponegoro No. 30, Medan, on Monday, June 22, 2026.
Program Implementation Must Deliver Tangible Results
Bobby Nasution stressed the importance of serious commitment from all government agencies in executing the agreed programs. He made it clear that the outcomes of meetings must not remain merely administrative documents, but must be implemented in real action.
"Whatever the results of our meetings are, implementation must truly take place. It must not stay on paper. There must be progress," he stated.

He further highlighted the importance of close coordination among government agencies. Many programs are interconnected and therefore cannot be implemented in isolation.
As an example, he cited the linkage between irrigation development and the agricultural sector, which must be carried out in parallel and in a coordinated manner. Without proper synchronization, the programs risk failing to achieve their maximum impact.
According to him, assessments should not only focus on administrative aspects but must also prioritize the actual benefits for the public. A mismatch between government programs and real community needs on the ground must be avoided.
He also pointed out findings from his visits to several regions, where state assistance was still not fully aligned with the actual conditions of the people. This issue, he said, must be taken seriously by all relevant agencies.
He further reminded officials to make optimal use of the remaining fiscal year without compromising implementation quality. Efficiency, he stressed, must always go hand in hand with accuracy in targeting.

Bobby Nasution emphasized that all programs must be executed consistently and measurably to sustainably improve the quality of life of people in North Sumatra.
"For example, through quiz formats or similar activities that help enhance people's skills. The community should be actively involved," he said.
Meanwhile, Deputy Governor of North Sumatra Surya reminded that only around 186 working days remain in the 2026 fiscal year for program implementation. He urged OPDs to complete procurement of goods and services according to schedule to avoid delays.
"I also remind all OPDs to immediately prepare planning for 2027," Surya stated.
The meeting was also attended by Acting Provincial Secretary of North Sumatra Sulaiman Harahap, along with all heads of regional technical agencies within the provincial government. (IDNC)
