DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government is accelerating administrative digital transformation by urging all Regional Apparatus Organizations (OPD) to integrate data and digital services. The move marks a transition from the Electronic-Based Government System (SPBE) toward Digital Administration (PEMDI), with the aim of improving the quality of public services.
Deli Serdang Regional Secretary Dedi Maswardy emphasized that all OPDs must accelerate the implementation of digital administration through a more modern, integrated, and data-driven governance system.
The statement was delivered by Dedi while chairing the Deli Serdang Digital Administration (PEMDI) Coordination Team Meeting, held on Friday, July 24, 2026, at the Hall of the Regional Financial and Asset Management Agency (BKAD).
According to Dedi, digital transformation is no longer merely an option but has become a necessity that regional governments must immediately address. Through technology-based governance systems, the administration can provide faster, more accurate, and more accessible services for the public.
"All existing applications must be connected with each other. Through data integration, services will become more effective and efficient, while the government can make decisions faster, more accurately, and based on stronger data," said the Deli Serdang Regional Secretary.
Dedi explained that connecting various systems would simplify the management of different government services. One example is the integration of tax data with licensing systems.
He said that linking these databases would help the government identify various public obligations without requiring separate verification processes. As a result, both administrative procedures and policy-making processes could become more efficient.

In addition to strengthening the digital administration system, Dedi called on all State Civil Apparatus (ASN) members to continue improving their skills and understanding in utilizing digital technology.
He explained that the success of digital transformation does not solely depend on infrastructure and applications but also on the readiness and competence of human resources operating these systems.
Dedi urged all ASN members to complete their data profiles in the MyASN application as part of the implementation of the talent management system. This system will become an important foundation for future civil servant career development based on competence and performance.
"The future career development of ASN will be supported by a talent management system. Therefore, all ASN members must complete their data and continuously improve their competencies," he said.
Furthermore, Dedi encouraged all OPDs to establish a culture of digital leadership through collaboration in data management and digital service development. He stressed that every government digital innovation must provide tangible benefits for the community.
The regional government does not simply need a large number of applications, but rather integrated systems that can make it easier for citizens to access public services.
Head of the Deli Serdang Communication, Informatics, Statistics, and Encryption Office, Sandra Dewi Situmorang, explained that the central government began developing the SPBE concept toward Digital Administration (PEMDI) in 2026.
Sandra said that although technical regulations for PEMDI implementation are still being prepared, the Deli Serdang Government will continue participating in the 2026 Digital Administration evaluation process.
She explained that Deli Serdang achieved a SPBE evaluation index score of 3.86 in 2025. However, the score remains below both the national average and the average achievement of North Sumatra Province.
For this reason, the Deli Serdang Government is currently preparing a Digital Administration architecture, which is expected to be completed in October or November 2026. The document is one of the requirements for the national evaluation process.
Sandra explained that the PEMDI evaluation consists of 20 indicators divided into seven assessment areas. These include governance and management, implementation, data, digital administration security, digital government technology, integration of digital government services, and user satisfaction with digital services.
In the area of digital administration security, which falls under the responsibility of the Communication and Informatics Office, Deli Serdang achieved a score of 3.9 and was categorized as "good."

Sandra also called on all OPDs to support the development of the Deli Serdang Regional Data House by providing sectoral data. The collected data will be integrated and used as a foundation for future regional policy development.
According to Sandra, accurate and integrated data are key factors in determining the development direction of a region. The government requires valid data to ensure every policy decision reflects the actual needs of the community.
Currently, the Deli Serdang Government operates around 94 applications supporting various administrative activities. However, some of these applications are no longer active, requiring restructuring to reduce server workloads and improve information system management efficiency.
In the future, the Deli Serdang Government will focus more on integrating and optimizing existing applications rather than developing new ones.
"We want the applications developed not only to support internal government work processes but also to become public services that can be directly utilized by the community," Sandra concluded.
The transformation toward Digital Administration in Deli Serdang Regency is expected to create a more responsive, transparent, and efficient government system. Data integration and improved ASN capabilities are the main factors to ensure digital public services can be implemented optimally. (IDNC)
