DELI SERDANG | INDATANEWS.COM - Several residents of Dusun II, Pujimulyo Village, Sunggal Subdistrict, Deli Serdang Regency, North Sumatra, visited the Deli Serdang Regent's Office on Thursday, September 10, 2026. They staged a protest and submitted several demands concerning the ongoing activities of PT Leomas Inti Nawasena.
The residents questioned the stance of the Deli Serdang Regency Government, which has yet to halt the company's operations despite the Deli Serdang Regional House of Representatives (DPRD Deli Serdang) previously issuing a recommendation calling for PT Leomas Inti Nawasena to be closed.
The protest took place at the entrance to the Deli Serdang Regent's Office. The residents raised complaints about alleged environmental pollution they associate with the company's activities. Among the issues cited were dust, a pungent odor, and noise, which they said had affected the quality of life and comfort of nearby residents.
Deputy Director of the Legal Aid Institute of Medan (LBH Medan), Muhammad Ali Nafiah Matondang, S.H., M.Hum., said the residents had once again come to the Regent's Office to draw attention to an issue they had reported to various authorities since 2025.
Ali Nafiah said PT Leomas Inti Nawasena, located at Jalan Utama No. 99, Dusun II, Pujimulyo Village, Sunggal Subdistrict, Deli Serdang Regency, began operating in March 2025.
According to him, residents suspect that the company did not hold an information or public outreach meeting with local residents before commencing its activities.
"It was previously known that PT Leomas Inti Nawasena, located at Jl. Utama No. 99, Dusun II, Pujimulyo Village, Sunggal Subdistrict, Deli Serdang Regency, has been operating since March 2025. It is suspected that the company did not hold an information meeting with local residents before starting its operations," Ali Nafiah said in an official statement on Thursday, September 10, 2026.
According to Ali Nafiah, the company's activities subsequently resulted in several problems experienced by local residents. The community has complained about noise, dust, and a pungent odor that allegedly occurs during the company's operations.
He said some residents felt uncomfortable as a result and experienced coughing.
Ali Nafiah added that residents had been filing complaints since July 2025. They had brought the matter to the village administration, subdistrict-level authorities, various agencies within the Deli Serdang Regency Government, and the Deli Serdang Regional House of Representatives.
"Since July 2025, the residents have reported the pollution to the relevant authorities, starting with the village administration, the subdistrict and agencies within the regency government, and eventually the Deli Serdang DPRD," Ali Nafiah said.
However, the residents believe their various complaints have yet to produce the solution they expected.
Ali Nafiah said the Deli Serdang Regional House of Representatives had issued a recommendation calling for PT Leomas Inti Nawasena to cease its activities. The recommendation was dated December 11, 2025.
The residents are now questioning why the company has continued operating despite the existence of a recommendation calling for its closure.
Ali Nafiah said that, as of the time of the protest, the residents had not seen any follow-up action in the form of a closure or suspension of the company's operations.
"LBH Medan, as the residents' legal companion and a supporter of this protest, calls on the Regent to carry out his duties and not turn a blind eye to this issue," Ali Nafiah stressed.
Dahlan Marbun, one of the residents whose house is directly adjacent to the company's wall, called on the Deli Serdang Regent to meet with the residents in person.
"Mr. Regent, where are you? We, your people, have come. We pay taxes."
Another resident, David Silitonga, also voiced complaints about the environmental conditions that residents say they face on a daily basis.
Dahlan further said that residents inhale dust and endure unpleasant odors every day.
"Look, even the mothers have come. They breathe dust every day and smell the pungent odor, which causes them to cough. There is also the noise," Dahlan said while repeatedly knocking on the gate of the Regent's Office.
Meanwhile, Sofyan Muis Gajah, S.H., an employee of LBH Medan's Economic, Social and Cultural Affairs Division, said the protest lasted approximately 45 minutes. During the demonstration, an officer from the Deli Serdang Public Order Agency (Satpol PP) approached the residents and responded to their demands.
According to Sofyan, the officer said the Deli Serdang Regent was not at the office because he was attending official duties outside the office.
The situation disappointed the residents. They believe that an issue that has persisted for approximately a year has not been addressed decisively enough by the Deli Serdang Regency Government.
"The residents' disappointment was also clearly reflected in the speeches delivered in front of the Regent's Office gate," Sofyan said.
During the protest, the residents also urged the Deli Serdang Regency Government to fulfill its responsibility in handling the environmental issue they had reported.
According to Sofyan, the residents referred to Article 76 Paragraphs (1) and (2), letters c and d, of Law No. 32 of 2009 on Environmental Protection and Management (UU PPLH).
They also emphasized their right to a good and healthy environment, as well as their right to submit objections and complaints, as stipulated in Article 65 Paragraphs (1), (3), and (5) of the Environmental Protection and Management Law.
According to Sofyan, LBH Medan is calling on the Deli Serdang Regent to exercise his authority and respond to the complaints submitted by the residents.
The residents have also given the Deli Serdang Regency Government a deadline to take action against the activities of PT Leomas Inti Nawasena.
If the Deli Serdang Regent fails to take action to close and halt the operations of PT Leomas Inti Nawasena within one week of the protest, the residents have announced that they will stage another demonstration.
In addition to further protests, the residents have not ruled out taking legal action to pursue their demands.
This stance shows that the residents do not consider the matter resolved. They are demanding clarity and concrete action from the government regarding the alleged environmental pollution they say they have complained about since the company began operating.
As of the completion of this report, PT Leomas Inti Nawasena had not issued a statement regarding the residents' allegations or the recommendation issued by the Deli Serdang Regional House of Representatives. (IDNC)
