MEDAN | INDATANEWS.COM - North Sumatra Deputy Governor Surya has sworn in Rusdy Sofyan as Head of the North Sumatra Regional Representative Office of the Financial and Development Supervisory Agency (Badan Pengawasan Keuangan dan Pembangunan/BPKP). The inauguration marks Rusdy Sofyan's assumption of leadership at the BPKP Regional Representative Office from Farid Firman. At the same time, the leadership transition represents an important moment to further strengthen oversight and governance in the region.
The Government of North Sumatra Province expects Rusdy Sofyan's leadership to further deepen cooperation between BPKP and the Government of North Sumatra Province. The synergy is also expected to extend to district and city governments, vertical government agencies, and other relevant stakeholders in
order to support the implementation of development programs and the administration of government affairs.
Surya conveyed the expectation during Rusdy Sofyan's inauguration as Head of the BPKP Regional Representative Office in North Sumatra at the Raja Inal Siregar Hall on Thursday, September 24, 2026. In his view, a leadership transition within BPKP should serve as an opportunity to strengthen the shared commitment of all stakeholders to transparent, accountable governance that is oriented toward the interests of the public.
Surya described BPKP as a strategically important institution that assists regional governments in ensuring that development programs are implemented in accordance with applicable regulations and deliver tangible benefits to the public. Therefore, he expects Rusdy Sofyan's appointment to intensify coordination among BPKP, the Government of North Sumatra Province, district and city governments, vertical government agencies, and other stakeholders.
"We hope that this moment will strengthen our shared commitment to better governance, intensify cooperation among institutions, and ensure that every program we launch delivers tangible benefits to the public," Surya said at the Raja Inal Siregar Hall on Thursday, September 24, 2026.
He emphasized that the government needs cross-institutional cooperation to ensure that various policies and development programs are not merely implemented administratively, but also produce concrete results for the public.
According to Surya, strong oversight is an essential factor in ensuring that the government manages public funds properly. Regional governments must also develop systems capable of identifying potential problems at an early stage so that the risk of errors and irregularities can be minimized.
Surya also highlighted the importance of improving the quality and performance of the Government Internal Supervisory Apparatus (Aparat Pengawasan Intern Pemerintah/APIP). He expects cooperation between the Government of North Sumatra Province and BPKP to help strengthen APIP's capacity and role in supporting government operations and the management of regional finances.
In his view, APIP's role should not be limited to taking action after a problem has occurred. Instead, it must be capable of providing early warnings about potential irregularities. This approach would allow the government to take preventive measures before risks develop into larger problems.
"For us, every rupiah must create added value for the public, and every risk must be preventable. Therefore, together we must strengthen APIP's position as an early warning system against potential irregularities, errors, or fraud in governance," Surya said.
He added that strengthening internal oversight was in line with the regional government's need to ensure that every use of public funds produces optimal results. At the same time, the government must ensure that the implementation of development programs adheres to the principles of good governance.
The role of APIP, Surya continued, is becoming increasingly important as regional governments manage numerous programs covering a broad range of responsibilities. Oversight from the planning stage through implementation can help the government identify risks at an early stage while improving the quality of program and budget management.
Aryanto Wibowo, Deputy Head of the BPKP Division for Oversight of State Institutions in the areas of economic, infrastructure, and regional development, said governments are facing increasingly complex challenges in implementing development programs. Economic instability, global dynamics, the threat of disasters, and growing public pressure require regional governments to adopt approaches that are more adaptive and measurable.
According to Aryanto, regional governments must continue achieving their established development targets despite facing various changes and risks. This situation requires governments to anticipate problems, manage risks, and ensure that policies are implemented effectively.
"Governance challenges are becoming increasingly greater. In the face of economic instability, global dynamics, the threat of disasters, and public pressure, regional governments must be able to achieve the development targets that have been established," Aryanto said.
He emphasized that institutional cooperation is becoming increasingly important under such conditions. Government institutions, BPKP, APIP, and other relevant stakeholders must establish strong coordination so that various governance challenges can be addressed collectively.
"The government is expected to achieve its targets despite increasingly greater and more complex challenges. This requires us to strengthen synergy and cooperation to improve the quality of governance," Aryanto said.
The inauguration of Rusdy Sofyan as Head of the BPKP Regional Representative Office in North Sumatra is expected to strengthen the oversight function while improving coordination between BPKP and regional governments. This synergy is an important component in maintaining the quality of governance, managing risks, and ensuring that development programs benefit the public.
Among those attending the inauguration were North Sumatra Provincial Government Inspector Sulaiman Harahap, former Head of the BPKP Regional Representative Office Farid Firman, representatives of the North Sumatra Regional Leadership Coordination Forum (Forkopimda), several heads of regional government agencies within the Government of North Sumatra Province, representatives of the BPKP headquarters, and employees of the BPKP Regional Representative Office in North Sumatra.
The leadership transition also provides an opportunity for BPKP in North Sumatra and the Government of North Sumatra Province to continue strengthening internal oversight. Through closer cooperation, regional governments are expected to improve the quality of governance and oversee the use of public funds so that these resources create added value for the public.
