Deli Serdang Strengthens Cooperation on Immigration Affairs

MEDAN | INDATANEWS.COM - The Deli Serdang Regency Government is strengthening cooperation with immigration authorities to improve public awareness as well as immigration services for the community. Deli Serdang Deputy Regent Lom Lom Suwondo SS expressed his support during the handover of certificates for the so-called Immigration Villages (Desa Binaan Imigrasi/DBI), the inauguration of the management board of the North Sumatra Immigration Association (Perhimpunan Imigrasi Sumatera Utara/PIMPASA), and the opening of the Immigration Lounge at the JW Marriott Hotel Medan on Thursday, August 20, 2026.

The event provided an important opportunity to strengthen cooperation between the regional government and immigration authorities in delivering public information on various aspects of immigration. Community-based education is considered particularly important to prevent problems arising from a lack of knowledge about travel documents, immigration procedures, and the procedures involved in the departure of Indonesian migrant workers (Pekerja Migran Indonesia/PMI).

The Deli Serdang Government considers the Immigration Village program an important instrument for disseminating immigration-related information down to the village level. Through the program, residents can gain easier-to-understand information about safe and legal migration in accordance with applicable regulations.

Immigration Villages Key to Public Awareness

The Minister of Immigration and Corrections of the Republic of Indonesia, Agus Andrianto, emphasized that improving the quality of immigration services requires cooperation among various stakeholders. Immigration authorities cannot optimally carry out their responsibilities in providing services and public education without the support of regional governments, communities, businesses, and other relevant stakeholders.

Agus said the government had made Immigration Villages a strategic instrument for bringing immigration education closer to the public. The program is also intended to educate residents about the importance of valid travel documents and compliance with immigration procedures. At the same time, it seeks to raise awareness of the various risks that may arise when Indonesian migrant workers leave the country through improper channels.

"Immigration Villages are at the forefront of public education. With a good understanding, people can avoid immigration-related problems, including the risk of becoming victims of human trafficking or improper recruitment and placement of Indonesian migrant workers," he said.

The program has particular significance for Deli Serdang. According to the government, there are currently 17 Immigration Villages spread across several kecamatan, or districts, within the regency. The presence of these numerous assisted villages is part of efforts to prevent immigration-related problems while improving public knowledge of safe migration procedures.

Village-level communities play an important role in preventing the improper departure of Indonesian migrant workers. With sufficient information, prospective migrant workers and their families can identify official procedures and exercise greater caution when considering unclear employment offers overseas. Providing education at the village level also creates an opportunity for residents to seek information before making decisions about travel and employment abroad.

PIMPASA Strengthens Cooperation

In addition to the handover of Immigration Village certificates, the event also included the inauguration of the PIMPASA management board. The organization is part of efforts to establish broader communication and cooperation in support of the responsibilities of immigration authorities in North Sumatra.

PIMPASA can serve as a communication platform for various stakeholders involved in immigration-related issues and services. Effective coordination can enable information and public needs to serve as a basis for improving service quality while supporting the implementation of immigration programs in the region.

Such cooperation is important because immigration issues are not limited to the administration of travel documents. The public needs comprehensive information about immigration regulations, the protection of Indonesian migrant workers, and potential risks associated with illegal or improper departure from the country.

The regional government has a strategic role because its administrative structures extend directly to the district and village levels and maintain close links with the community. Immigration authorities, meanwhile, possess the mandate and expertise to provide information and services in the field of immigration. Cooperation between the two sides can expand the reach of public education while accelerating the delivery of information to residents.

Immigration Lounge Expands Access to Services

The event also marked the opening of the Immigration Lounge at the JW Marriott Hotel Medan. The facility provides the public with an additional avenue to obtain information and immigration-related services in a more accessible and comfortable environment.

The Immigration Lounge is an example of service development in which improving public access is an important component of immigration administration. The facility can serve the needs of people seeking information about immigration services and regulations.

Strengthening services through the facility also underscores the importance of a citizen-oriented immigration service that responds to public needs. Easily accessible services combined with clear information can help people better understand requirements and procedures before applying for documents or traveling abroad.

The event was attended by representatives of the Ministry of Immigration and Corrections, BP3MI, regional government leaders, law enforcement agencies, representatives of the regional offices of the Directorate General of Immigration and immigration offices, the PIMPASA management board, and other stakeholders.

The presence of various stakeholders demonstrates the broad cooperation involved in immigration affairs. Regional governments, immigration authorities, migrant worker support institutions, law enforcement agencies, professional organizations, and communities each have their respective roles in improving service quality while preventing various immigration-related problems.

Deli Serdang Deputy Regent Lom Lom Suwondo attended the event together with Muslih Siregar, Head of the Legal Division of the Deli Serdang Regency Government Secretariat; Syahdin Setia Budi Pane, Head of the Manpower Office; Danang Purnama Yuda, Head of the Population and Civil Registration Office; and Feri Sepnanda Ginting, Head of Pancur Batu District.

The Deli Serdang Government's support for strengthening Immigration Villages, cooperation through PIMPASA, and the expansion of services forms part of its commitment to bringing immigration services closer to the community. The cooperation is also expected to improve public awareness so that every journey and migration abroad is conducted through official channels and in accordance with applicable regulations.

With 17 Immigration Villages located across several districts, Deli Serdang has a broad foundation for strengthening immigration education at the community level. The regional government and immigration authorities can further optimize the role of these villages as information centers, ensuring that residents not only understand immigration procedures but are also able to avoid various risks associated with improper departure from the country.
