DELI SERDANG | INDATANEWS.COM - The "Pelayanan Kesehatan Pasien Unregister dan Lain-lain" (Pas Pula) program has enabled Rianto Agus Salim, 47, and his wife, Rini Andria Ningsi, 37, to receive medical treatment without having to worry about the costs. The couple, who live on Jalan Irian Barat, Pasar 7 Sampali, in Percut Sei Tuan District, are being treated at RSUD Haji Amri Tambunan after both visited the emergency department on Wednesday evening, August 12, 2026.
Rianto suffered a thigh fracture and requires surgery. Rini, meanwhile, received medical treatment after developing weakness in her limbs. Both were subsequently able to access the Pas Pula program provided by the Deli Serdang Regency Government, which is intended for low-income residents who do not have health insurance.During a visit by the management of RSUD Haji Amri Tambunan together with Deli Serdang Regional Legislative Council (DPRD) member M Dhanil Ginting on Thursday, August 13, 2026, Rianto expressed his gratitude for the support provided by the regional government and the hospital in ensuring their medical care.
"I thank the regent, Mr. Dhanil, and the hospital for their support. Through Pas Pula, we can receive treatment without having to worry about the costs," Rianto said.Under the program, residents who meet the required criteria can receive medical services without being burdened by treatment costs. The hospital then processes the patients' data so that they can be proposed for enrollment in the national health insurance program BPJS as recipients of Contribution Assistance (Penerima Bantuan Iuran/PBI).
"For low-income residents in Deli Serdang, there is a program initiated by the regent called Paspula. Residents who are in need and do not have health insurance can be enrolled in this program," Erlinda said.According to Erlinda, the program reflects the regional government's commitment to supporting people who need medical assistance. The hospital also ensures that patients receive treatment according to their medical needs while the process of enrolling them in health insurance is being completed.
In addition to Pas Pula, Rianto and Rini also had their fingerprints registered through the Pas Jempol service. The service is designed to make it easier for patients to access medical services again at hospitals or health centers.
Erlinda explained that through fingerprint registration, patients do not have to bring their identification documents every time they seek medical services. Medical staff can scan their fingerprints and retrieve the patient information already stored in the system.
"All patients' fingerprints have already been registered. Anyone seeking treatment at the hospital or health center only needs to provide their fingerprint. It will be scanned, and the patient's information will then appear," she added.Erlinda urged residents of Deli Serdang, particularly those in need of medical assistance, to make use of the facilities available at RSUD Haji Amri Tambunan. The hospital provides a range of medical services, including internal medicine, surgery, ophthalmology and other healthcare services.
She also appealed to low-income residents without health insurance not to hesitate to seek medical treatment through the Pas Pula program."To the people of Deli Serdang, let us work together to support the regent's goal of creating a healthy Deli Serdang. We at the public hospital have already provided comprehensive medical facilities and services," she said.
The existence of these programs is also part of the regional government's efforts to expand access to healthcare for the community. Through support for health insurance programs and medical facilities, low-income residents have an opportunity to obtain medical treatment when needed.
The treatment received by Rianto and Rini was also appreciated by Deli Serdang DPRD member M Dhanil Ginting. In addition to his concern for the quality of medical services, Dhanil supported the hospital's decision to limit the number of visitors accompanying patients during their stay.
According to Dhanil, such restrictions are important to ensure patients' comfort during treatment. An excessive number of visitors can interfere with patients' rest and disrupt order in the hospital environment."If a patient is accompanied by up to ten people, they cannot rest. The hospital must maintain order and cleanliness and prevent excessive noise. This does not mean the hospital is angry with patients' families," Dhanil said.
Dhanil hopes that healthcare services in Deli Serdang will continue to improve. He also called for increasingly accessible medical facilities for the public, both through government programs and through services provided by hospitals and health centers.In his view, easy access to healthcare is an important part of protecting the community, particularly people who need medical treatment but have limited financial means.
The Pas Pula and Pas Jempol programs accessed by Rianto and Rini demonstrate the efforts of the regional government and healthcare institutions to make medical services more accessible to the public. For low-income residents without health insurance, the programs can serve as a bridge to medical treatment as well as to the process of enrollment in BPJS-PBI coverage.With an increasingly accessible healthcare system, the Deli Serdang Government hopes residents can receive the necessary medical treatment in a timely manner without being prevented by financial or administrative barriers.
