DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government is strengthening oversight of subsidized fertilizer distribution to ensure availability and delivery in line with farmers' actual needs. Together with PT Pupuk Indonesia, the Deli Serdang Government conducted direct monitoring and evaluation at the level of farmer group associations to assess fertilizer distribution and identify various challenges faced by farmers in the field.
Deli Serdang Government Economic, Finance and Development Advisor Misran Sihaloho led the joint monitoring activity with PT Pupuk Indonesia. On Tuesday, September 22, 2026, he visited the Gapoktan Jaya Bersama farmer group association in Paluh Manan Village and Gapoktan Sinar Tani in Kota Rantang Village, Hamparan Perak District.The visit was part of the Deli Serdang Government's efforts to ensure that allocated subsidized fertilizer is distributed to farmers according to their needs and applicable regulations. The government also aims to ensure that recipient data remains accurate, preventing discrepancies between allocated fertilizer volumes and actual requirements in the field.
Misran said direct monitoring was necessary to verify the alignment between fertilizer allocations, distribution and farmers' actual needs. According to him, field monitoring provides a clearer picture of distribution conditions than administrative reports alone.
The monitoring team first visited Gapoktan Jaya Bersama in Paluh Manan Village. Based on the available allocation data, the farmer group association was allocated 161 tons of urea fertilizer and 146 tons of NPK fertilizer for one year.At the time of the inspection, 60 tons of urea and 65 tons of NPK fertilizer had been distributed. Farmers received subsidized urea fertilizer at Rp90,000 per sack, while NPK fertilizer was priced at Rp92,000 per sack.
In addition to checking the amount of fertilizer already distributed, the team also gathered information on difficulties faced by farmers in obtaining subsidized fertilizer. The monitoring found that some new farmers had not yet been able to receive fertilizer because their names were not yet included in the Rencana Definitif Kebutuhan Kelompok (RDKK), or Definitive Group Needs Plan.The Deli Serdang Government took note of the finding. The Agriculture Office will record the data and update farmers' needs so that new farmers can gain access to subsidized fertilizer in accordance with applicable procedures.
The measure is important because accurate recipient data is one of the key factors in ensuring targeted distribution of subsidized fertilizer. By updating the data, the government can better align farmers' needs with available allocations while reducing potential discrepancies in distribution.
The monitoring team then continued its inspection at Gapoktan Sinar Tani in Kota Rantang Village. The farmer group association received an annual allocation of 133 tons of urea and 101 tons of NPK fertilizer.
Of the allocated amount, 51 tons of urea and 40 tons of NPK fertilizer had already been distributed. The team not only checked the actual distribution but also inspected the condition of agricultural land where farmers conduct their production activities.During the visit, the team found that several agricultural areas had been affected by flooding. The floods damaged crops, forcing farmers to reseed or replant. This situation directly affects fertilizer requirements, which had previously been calculated based on the planned planting cycle.
Farmers faced the problem that the fertilizer allocation originally calculated for two planting seasons had already been used. When crops have to be replanted because of flood damage, fertilizer requirements increase and may require an additional allocation.The Deli Serdang Government will follow up on the findings through the relevant agencies. The government will seek solutions to ensure that farmers affected by flooding continue to receive the fertilizer support required for replanting.
The situation demonstrates that farmers' fertilizer requirements can change according to actual field conditions, including natural events that damage agricultural crops. Regular monitoring is therefore important to provide the government and relevant agencies with an updated picture of conditions on the ground and to determine appropriate follow-up measures.Misran emphasized that the monitoring findings should serve as a basis for evaluation by all parties involved in the distribution of subsidized fertilizer. The Deli Serdang Government hopes distributors can optimize distribution so that subsidized fertilizer reaches farmers who need it.
"Following this direct monitoring, we hope distributors can maximize the utilization of subsidized fertilizer for farmers," he said.
PT Pupuk Indonesia Account Executive for the Sumatera Utara I region Ahmad Dalfin welcomed the cooperation with the Deli Serdang Government in monitoring the distribution of subsidized fertilizer.
According to Ahmad, direct monitoring at the Gapoktan level provides an overview of actual distribution and farmers' fertilizer requirements over a one-year period. The information can serve as a basis for evaluation to maintain fertilizer availability and support agricultural activities in Deli Serdang.Ahmad explained that field monitoring also helps his company better understand actual conditions at the farmer group level. By understanding the actual distribution and use of fertilizer, relevant agencies can improve data collection and make it more accurate and measurable.
"This monitoring activity is a good step toward ensuring fertilizer availability at the Gapoktan level. In addition, we are also collecting data on fertilizer distribution and utilization over a one-year period," he said.The cooperation between the Deli Serdang Government and PT Pupuk Indonesia is expected to further strengthen oversight of subsidized fertilizer distribution. Regular monitoring can also help the government identify problems at an early stage, whether they involve farmer data, actual distribution or changing requirements caused by agricultural land conditions.
For farmers, fertilizer availability is an important factor in maintaining planting cycles and agricultural productivity. Therefore, the government continues to work to ensure that subsidized fertilizer is distributed accurately and according to actual needs in the field.The monitoring results in Paluh Manan and Kota Rantang villages will serve as a basis for the regional government and relevant agencies to evaluate and improve the management of subsidized fertilizer. At the same time, data collection and planning must be adjusted to dynamic conditions in the field so that farmers receive the fertilizer they need at the right time and in the required quantities.
Through stronger oversight, the regional government and PT Pupuk Indonesia can improve coordination in monitoring fertilizer distribution, from allocation to delivery at the farmer group level.
