DELI SERDANG | INDATANEWS.COM - The Regional House of Representatives (DPRD) of Deli Serdang Regency approved six draft regional regulations to be enacted as regional regulations during a plenary session of the Deli Serdang Regency DPRD on Friday, September 18, 2026.
The plenary session was chaired by Deputy Chairman of the Deli Serdang Regency DPRD, Agustiawan Saragih. Also in attendance were Deli Serdang Deputy Regent Lom Lom Suwondo, members of the DPRD, heads of various Regional Government Organizations (OPD), and other invited guests.The six jointly approved drafts cover a range of strategic areas related to governance and public services.
The six drafts include a draft regional regulation on accountability for the implementation of the Deli Serdang Regency Regional Budget (APBD) for fiscal year 2025, regional asset management, and amendments to Deli Serdang Regency Regional Regulation Number 1 of 2024 concerning regional taxes and levies.In addition, the Deli Serdang Regency DPRD approved draft regional regulations concerning building approvals, support for the operation of Islamic boarding schools (Pesantren), as well as the division of Percut Sei Tuan District and the establishment of the new Percut Deli District.
In his speech, which was delivered on behalf of the Regent of Deli Serdang, Deputy Regent Lom Lom Suwondo expressed his appreciation to the leadership and all members of the Deli Serdang Regency DPRD for their cooperation in discussing the six draft regional regulations until they reached a joint agreement.
"On behalf of the Deli Serdang Regency Government, I would like to express my appreciation to the leadership and all members of the Deli Serdang Regency DPRD for their joint work, discussions, as well as the various contributions, criticisms and suggestions regarding the draft regional regulations that we have jointly approved today," he said.According to Lom Lom, the formulation of regional regulations is not merely an administrative and legislative process. Each regulation must provide legal certainty, benefits and fairness while responding to the needs of the community and the dynamics of regional administration.
The regulation serves as an instrument to ensure that the implementation of the regional budget can be properly monitored and accounted for in accordance with applicable laws and regulations. The Deli Serdang Regency Government must also ensure transparency and accountability in the use of public funds.
Meanwhile, the draft regional regulation on regional asset management is intended to strengthen the management of assets owned by the Regional Government. The Deli Serdang Regency Government aims to ensure that its assets are managed in an orderly, transparent, accountable, effective and efficient manner.Regional asset management plays an important role in supporting the implementation of government responsibilities. Therefore, the Regional Government must ensure that all assets are properly recorded, maintained, optimally utilized and managed in accordance with applicable regulations.
The approval of amendments to Deli Serdang Regency Regional Regulation Number 1 of 2024 concerning regional taxes and levies is also part of efforts to strengthen regional fiscal policy.The amendment is expected to improve regional tax policy while contributing to an increase in locally generated revenue. However, the Regional Government must continue to pay attention to the quality of public services so that increased revenue is accompanied by the fulfillment of community needs.
The draft regional regulation on building approvals is another regulation approved by the Deli Serdang Regency DPRD. The regulation provides a legal basis for the construction and use of buildings by taking into account technical requirements as well as safety, health, comfort, accessibility, spatial planning and environmental harmony.
The Regional Government must ensure that every construction project complies with applicable regulations. In this way, development is expected not only to support regional growth but also to ensure safety and comfort for the community.In the fields of education and religion, the Deli Serdang Regency DPRD also approved a draft regional regulation concerning support for the operation of Pesantren.
The regulation is intended to strengthen cooperation among the Regional Government, Pesantren and the community in developing human resources who are qualified, have strong character and possess sound moral values.Pesantren play an important role in education and social development. Therefore, appropriate support from the Regional Government through relevant policies and assistance programs is expected to further strengthen their contribution to regional development.
Lom Lom emphasized that every regional regulation resulting from a joint deliberation process must provide tangible benefits to the community. Following the joint approval by the DPRD and Regional Government, implementation of the regulations will be a crucial step in ensuring that the objectives behind their formulation are achieved.The Deli Serdang Regency Government will instruct the relevant agencies to follow up on the provisions of each regional regulation so that their implementation is carried out in accordance with the established objectives and applicable laws and regulations.
The draft regional regulation concerning the division of Percut Sei Tuan District and the establishment of the new Percut Deli District was also an important part of the plenary session.
The administrative division is intended to bring government services closer to the community while promoting more balanced regional development. With better-organized administrative responsibilities for each area, the Regional Government is expected to improve public access to various government services.Lom Lom said the division of the district must have a direct impact on the quality of public services. The Regional Government must ensure that changes to administrative areas do not merely create a new administrative structure but actually make public services more accessible to the community.
"The division should not merely be viewed as an administrative change to an area, but as an opportunity to provide public services that are faster, easier, more efficient and more responsive to the needs of the community," Lom Lom said.He added that the establishment of Percut Deli District would require careful administrative preparation to ensure a smooth transition of government administration. The Regional Government must synchronize population data and administrative records while updating various official documents related to the territorial change.
Coordination among different government agencies will also be an important part of the process of establishing the new district. The Regional Government must ensure that changes to administrative boundaries do not create obstacles in the delivery of public services, particularly in the issuance of population documents, administrative procedures and other public services.The approval of the six draft regional regulations is part of the regional legislative agenda aimed at strengthening governance in Deli Serdang Regency.
The Regional Government and the DPRD share responsibility for ensuring that the agreed regulations are consistently implemented once they have been enacted as regional regulations.Lom Lom expressed hope that all regional regulations jointly approved would be implemented in accordance with applicable laws and provide tangible benefits to the people of Deli Serdang Regency.
