DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government is planning to inject Rp150 billion in capital into its regional drinking water utility, Perusahaan Umum Daerah Air Minum Tirta Deli (Perumda Tirta Deli), over the 2026-2028 period. The initiative forms part of the local administration's strategy to strengthen the capacity of its regional enterprise while expanding public access to high-quality and equitable clean water services.
The proposed capital injection will not be limited to cash contributions, as it may also include regional government assets that are not being used to their full potential. The Deli Serdang Regency Government expects this combination of assets and financial support to improve operational capacity, management efficiency and the development of drinking water infrastructure.
Deli Serdang Deputy Regent Lom Lom Suwondo announced the plan while delivering the Regent's statement at a plenary meeting of the Deli Serdang Regional House of Representatives (DPRD) in Lubuk Pakam on Monday, 2 November 2026.
During the meeting, chaired by Deputy Speakers of the DPRD Agustiawan Saragih and Kuzu SW Tarigan, the regency government presented three executive-sponsored draft regional regulations (Ranperda). They covered a proposed capital injection into Perumda Tirta Deli, regional innovation and the operation of slaughterhouses.
The plenary meeting was also attended by members of the Deli Serdang DPRD, representatives of the Regional Leadership Coordination Forum (Forkopimda), and several officials from the Deli Serdang Regency Government.
In the administration's statement, Lom Lom said Perumda Tirta Deli required additional capital to expand its business capacity, improve management efficiency and maintain the quality of services provided to the public.
The local government is also considering the use of regional government assets as part of the capital contribution. Assets that have so far delivered limited benefits could be reassigned to support operational activities and the expansion of the drinking water service network.
The policy is expected not only to strengthen the company's financial position but also to improve Perumda Tirta Deli's ability to meet the community's demand for clean water.
"This capital injection is an investment in the future of drinking water services in Deli Serdang. It is not merely a transfer of funds, but a strategy to safeguard our regional enterprise, improve people's quality of life and stimulate the regional economy," the Regent said in a statement read out by Lom Lom.
The Deli Serdang Regency Government stressed that the use of the Regional Revenue and Expenditure Budget (APBD) for the capital injection must comply with the principles of accountability and responsibility. Every allocation of public funds must deliver tangible benefits to the community, as the financing comes from taxpayers' money.
Consequently, the management of funds and assets included in the capital contribution scheme must prioritise effectiveness, transparency and the company's ability to develop its services sustainably.

Alongside efforts to strengthen regional enterprises, the Deli Serdang Regency Government has submitted a draft regulation on Regional Innovation to establish a well-directed, integrated and sustainable innovation ecosystem.
The regulation will provide a legal framework for all local government agencies to plan, implement, develop and evaluate various government innovations. Through this measure, the administration aims to ensure that innovation does not remain a temporary programme but becomes an integral part of the civil service's working culture.
The Regional Innovation Draft Regulation is also intended to improve the regional innovation index while providing legal certainty and protection for public officials who develop new approaches to public services and government administration.
Support for innovation will also include improvements to planning and budgeting, ensuring that every programme has clear objectives, targets and long-term sustainability.
The Deli Serdang Regency Government is also encouraging collaboration with universities, businesses, communities and other stakeholders. Such cross-sector partnerships are expected to generate ideas and solutions that address the region's development needs.
In this way, innovation will not be limited to improving bureaucratic performance but will also help address public concerns through services that are more effective, faster and more responsive to changing needs.
The third draft regulation concerns the operation of slaughterhouses. The Deli Serdang Regency Government is preparing the regulation to strengthen oversight of animal slaughtering while ensuring the availability of meat that is safe, healthy, wholesome and halal.
The proposed slaughterhouse regulation will cover animal health inspections before and after slaughter, veterinary public health, the safety of food products of animal origin, animal welfare, and the implementation of hygiene and sanitation standards.
The regulation will also address the environmental impact of slaughtering activities. This aspect is essential to maintaining environmental cleanliness and preventing slaughterhouse operations from causing disturbances to surrounding communities.
To support implementation, the local government plans to strengthen slaughterhouse institutions and management, improve facilities and infrastructure, provide qualified technical personnel, and introduce standard operating procedures.
Oversight will also extend to animal slaughtering activities carried out outside authorised slaughterhouse facilities. The local government plans to introduce gradual guidance and supervision to ensure that all slaughtering activities comply with health, food safety and animal welfare requirements.
Implementation of the policy will take into account regional needs and financial capacity. The Deli Serdang Regency Government is also open to partnerships with business entities, cooperatives, livestock farmers' groups and other relevant parties to support slaughterhouse operations.

The Deli Serdang Regency Government hopes deliberations on the three executive-sponsored draft regulations will produce a legal framework that strengthens governance, improves public service quality and supports regional development and community welfare.
The three regulations also form part of the administration's broader efforts to build a Deli Serdang that is healthy, educated, prosperous, religious and sustainable.
In addition to the three executive-sponsored proposals, the Deli Serdang DPRD is also considering five legislative-initiative draft regulations. These concern disaster management, tuberculosis (TB) control, village expansion and consolidation as well as the expansion of villages and urban wards, Maghrib Quran recitation programmes, and Sunday school teachers.
The plenary meeting also included the presentation of general statements by DPRD factions in response to the Regent's explanations of the three executive-sponsored draft regulations. Each faction also presented its general views on the five legislative-initiative proposals.
The deliberation of these eight draft regulations forms part of the regional legislative process aimed at strengthening regulations across various sectors, ranging from basic public services, government innovation and food safety to disaster management, public health, and social and religious life.
Through discussions with the legislative body, the Deli Serdang Regency Government hopes that all proposed regulations will lead to well-targeted policies and deliver sustainable benefits to the community. (IDNC)
