ACEH TAMIANG | INDATANEWS.COM - Commission VI of the Indonesian House of Representatives (DPR RI), together with PT Hutama Karya (Persero), conducted an inspection of temporary shelters (Huntara) in Aceh Tamiang and reviewed the construction progress of the Binjai-Langsa Toll Road on Wednesday, July 22, 2026. The working visit was aimed at assessing the condition of disaster-affected communities while directly monitoring the latest development of a strategic national infrastructure project under the Trans-Sumatra Toll Road (JTTS) network.
The delegation was led by the head of the Commission VI DPR RI working visit team, Andre Rosiade, accompanied by several members of the commission. During the visit, the group inspected Huntara facilities that are still being occupied by affected residents, as well as the Binjai-Langsa Toll Road project, which is expected to connect North Sumatra and Aceh.
The visit was also attended by Aceh Deputy Governor Fadhlullah, Aceh Tamiang Regent Armia Pahmi, Deputy Head of Facilities and Development Synergy at the State-Owned Enterprises Supervisory Agency (BP BUMN) Hambra, Senior Director Sector Specialist Property & Real Estate of Danantara Asset Management (DAM) Dian Takdir Badrsyah, President Director of Hutama Karya Koentjoro, Operations Director III of Hutama Karya Iwan Hermawan, representatives of state-owned construction companies, regional government officials, relevant institutions, and other stakeholders.
The working visit began with a direct inspection of Huntara facilities in Aceh Tamiang. Commission VI DPR RI, together with Hutama Karya, ensured that the temporary housing units remain suitable for use while permanent shelters (Huntap) are still under construction.
Head of the Commission VI DPR RI working visit team, Andre Rosiade, emphasized that maintaining the condition of Huntara facilities is crucial because disaster-affected residents continue to rely on these shelters for an extended period.
"Temporary shelters have been used by residents for quite some time, causing some areas to experience damage. I urge Hutama Karya, together with other state-owned construction companies through Danantara, to re-inspect all constructed Huntara facilities and immediately repair damaged parts. This will ensure that residents can continue living safely and comfortably while waiting for the completion of permanent housing," Andre said.
Andre also called on Hutama Karya and other state-owned construction companies under Danantara to conduct a comprehensive assessment of all available Huntara facilities. He expressed hope that maintenance efforts could be implemented quickly so residents would continue receiving safe and comfortable accommodation during the transition period.
After reviewing the Huntara facilities, the Commission VI DPR RI delegation continued its visit to the Binjai-Langsa Toll Road rest area located on the operational section leading to Pangkalan Brandan. At the location, Hutama Karya presented the latest development progress of the toll road, which serves as a key connection within the main JTTS corridor.
Currently, the Binjai-Pangkalan Brandan section, spanning 57.5 kilometers, has been operational and is already being utilized by the public. Once the connection to Langsa is fully completed, the Binjai-Langsa Toll Road will have a total length of approximately 130.7 kilometers, further improving transportation links between North Sumatra and Aceh.
The Binjai-Langsa Toll Road consists of five construction sections. Section 1 Binjai-Stabat covers 12.3 kilometers, Section 2 Stabat-Tanjung Pura spans 26.2 kilometers, Section 3 Tanjung Pura-Pangkalan Brandan covers 19.02 kilometers and is already operational, Section 4 Pangkalan Brandan-Kuala Simpang spans 44.2 kilometers, and Section 5 Kuala Simpang-Langsa covers 29 kilometers.
In addition to completing the Binjai-Langsa route, the visit also discussed the planned construction of the Langsa-Aceh Tamiang Toll Road as a continuation of the JTTS corridor in Aceh. The route is considered strategically important because it is expected to improve regional connectivity while strengthening disaster response capabilities, particularly amid flood risks in Aceh Tamiang.
The planned Langsa-Aceh Tamiang connection is expected to accelerate the mobilization of emergency response teams, humanitarian aid distribution, and logistics transportation during emergency situations. The infrastructure is also viewed as a key factor in increasing the resilience of the transportation network in northern Sumatra.
From an economic perspective, the Pangkalan Brandan-Langsa corridor is projected to provide several benefits, including shortening travel distances by up to 15.03 percent, reducing travel time by 51.78 percent, and achieving an Economic Internal Rate of Return (EIRR) of 13.24 percent. The project is expected to encourage investment, support economic growth, and promote more balanced development across North Sumatra and Aceh.
Andre Rosiade expressed his support for accelerating the development of the northern Trans-Sumatra Toll Road corridor, particularly the completion of the Pangkalan Brandan-Langsa section and the planned Langsa-Aceh Tamiang connection.
"We hope the Pangkalan Brandan-Langsa toll road route can soon enter the construction phase so that the connection from Medan to Aceh can be realized quickly. Commission VI DPR RI also supports the plan to build the Langsa-Aceh Tamiang route as a continuation of the Trans-Sumatra Toll Road corridor. We will continue encouraging cooperation between the government, Danantara Indonesia, and Hutama Karya so that both routes can be implemented quickly due to their strategic importance in improving connectivity, supporting economic growth, and ensuring smooth logistics and disaster response operations," Andre stated.
Meanwhile, Hutama Karya Operations Director III Iwan Hermawan appreciated the support provided by Commission VI DPR RI in overseeing the continued development of JTTS. He stated that such support plays an important role in ensuring infrastructure development progresses according to established targets.
"Hutama Karya appreciates the support from Commission VI DPR RI through its supervisory role over government policies in the state-owned enterprise sector, particularly in ensuring the continuation of the JTTS mandate. This support is an important factor in allowing JTTS construction to continue according to its objectives, enabling the benefits of connectivity, economic distribution, and regional competitiveness to be felt by the public more quickly. Regarding Huntara, we will also continue coordinating with Danantara and relevant institutions," Iwan said.
Through this working visit, Commission VI DPR RI, the government, Danantara Indonesia, and state-owned construction companies reaffirmed their joint commitment to accelerating post-disaster recovery efforts and developing strategic national infrastructure.
The cooperation between institutions is expected to accelerate the completion of the Trans-Sumatra Toll Road corridor, strengthen connectivity between North Sumatra and Aceh, improve regional disaster resilience, and create sustainable economic and social benefits for communities. (IDNC)
