DELI SERDANG | INDATANEWS.COM - The Government of Deli Serdang Regency is strengthening its commitment to aligning regional development with science, technology, and innovation. This direction was emphasized during a focus group discussion on the preparation of the Regional Research, Technology, and Innovation Development Master Plan (RIPJPID), held on Friday, June 19, 2026, at the Bappedalitbang Hall in Deli Serdang.

The forum was officially opened by Rudi Akmal Tambunan, Assistant for General Administration of the Deli Serdang Regional Secretariat and Acting Head of Bappedalitbang Deli Serdang. He underscored the strategic importance of the RIPJPID document as a guiding framework for research-based development policy.

RIPJPID as a Strategic Compass for Innovation-Led Development

In his remarks, Rudi Akmal Tambunan emphasized that the formulation of RIPJPID is not merely an administrative requirement, but a key element in transforming regional development planning. The goal is to ensure that every policy decision is grounded in strong scientific evidence and aligned with the real needs of the community.

"This RIPJPID document is intended to serve as a guideline for directing research and innovation programs in Deli Serdang Regency, so that policies and development initiatives can more effectively address societal challenges and needs," Rudi stated.

He added that conventional development approaches are no longer sufficient. Rapid technological progress and shifting social dynamics require adaptive, data-driven, and forward-looking strategies.

Legal Framework Strengthens Strategic Planning

Rudi further explained that the preparation of RIPJPID is anchored in national regulatory frameworks, particularly Government Regulation No. 7 of 2023 and the National Research and Innovation Agency (BRIN) Regulation No. 5 of 2023.

These regulations require regional governments to develop structured and sustainable roadmaps for science and technology advancement. The aim is to provide a clear framework for strengthening regional innovation systems.

According to Rudi, this legal foundation enhances the ability of regions to develop their innovation ecosystems based on local potential while improving overall competitiveness.

Cross-Sector Collaboration as a Key Driver

Rudi also highlighted the importance of collaboration among stakeholders. The success of RIPJPID, he noted, depends heavily on the active involvement of universities, technical agencies, and relevant institutions.

"We hope all participants in this forum will contribute constructive ideas so that the RIPJPID document can truly guide Deli Serdang toward a progressive, innovative, and competitive region," he said.

During the discussion session, government representatives and academics shared perspectives on key challenges, particularly in research development, technology application, and innovation-based regional planning.

Toward a Competitive and Innovation-Driven Deli Serdang

The Deli Serdang Government views RIPJPID as a vital instrument in accelerating regional transformation. The document is expected to provide a long-term, measurable, and sustainable development strategy.

In addition, it aims to build an integrated innovation ecosystem connecting universities, industry players, research institutions, and civil society. This collaboration is expected to generate practical solutions that directly improve community welfare.

By strengthening research and innovation, the government aims to deliver more responsive policies while enhancing regional competitiveness at both the provincial and national levels. (IDNC)
