LABUHANBATU SELATAN | INDATANEWS.COM - The Labuhanbatu Selatan Regency Government has strengthened its cyber defenses by establishing the Labuhanbatu Selatan-CSIRT (Computer Security Incident Response Team) as a Cyber Incident Response Team (TTIS). The team was established on Tuesday, October 6, 2026. The move is part of the regency government's efforts to ensure the security of data and information systems as well as the continuity of public services amid the accelerating digital transformation.
The establishment of the Labuhanbatu Selatan-CSIRT was carried out as part of the joint establishment of Cyber Incident Response Teams (TTIS) in the fields of public administration and human resource development, as well as the 2026 Cyber Incident Exchange Forum (CIEF). The event was held at the dr. Roebiono Kertopati Auditorium of the National Cyber and Crypto Agency (BSSN), Jalan Raya Muchtar Number 70, Bojongsari, Depok City, West Java.Labuhanbatu Selatan Regent Fery Sahputra Simatupang was represented at the event by the Head of the Labuhanbatu Selatan Communication and Informatics Office, M. Iqbal Nasution.
The establishment marks another step by the Labuhanbatu Selatan Regency Government to make cybersecurity an important component of digital governance. The local administration is not only tasked with accelerating the use of technology, but must also ensure that the systems and data used in government administration are protected from various threats.Accelerating digitalization gives the government an opportunity to provide public services more quickly, efficiently and in a more integrated manner. At the same time, the use of digital technology also brings risks, ranging from system failures and data breaches to network attacks and the misuse of access rights to government information systems.
Disruptions to digital systems can have a direct impact on the public. When government information systems experience outages or are compromised, administrative processes, data exchanges and public services that rely on electronic systems can also be disrupted. For this reason, the existence of a Cyber Incident Response Team is an important instrument to ensure that the government can identify potential threats, handle incidents and ensure rapid and structured coordination.
The Head of the Labuhanbatu Selatan Communication and Informatics Office, M. Iqbal Nasution, said the establishment of the Labuhanbatu Selatan-CSIRT was a strategic step toward building increasingly secure governance amid accelerating digital transformation.
"With the Labuhanbatu Selatan-CSIRT, we have a team specifically tasked with handling and responding to cybersecurity incidents. This is part of our commitment to ensuring the security of data and information systems belonging to the Labuhanbatu Selatan Regency Government," he said.According to him, ensuring the security of government systems cannot rely solely on technical equipment. The government also needs qualified personnel capable of dealing with cyber threats, clear procedures for handling incidents and effective coordination among the institutions involved.
The establishment of the Labuhanbatu Selatan-CSIRT is expected to strengthen the regency government's readiness to respond to various potential disruptions to information systems. The team plays an important role in identifying, handling and coordinating responses in the event of a cyber incident. The Labuhanbatu Selatan Regency Government has also committed to strengthening the cybersecurity capabilities of its personnel. Enhancing human resources is crucial because technology continues to evolve alongside increasingly diverse and emerging patterns of threats.
In addition to improving technical expertise, the regency government must also strengthen coordination among the relevant agencies. Cyber incident management requires a structured response so that disruptions do not spread and affected systems can be restored quickly. The more government activities depend on digital systems, the greater the need to ensure their reliability and security. Cybersecurity is therefore no longer solely an information technology issue, but also an integral part of government service continuity.

The 59 teams consisted of 13 teams from ministries and government agencies, 37 teams from regional governments, seven teams from the health sector and two teams from the education sector.
BSSN Head Nugroho Sulistyo Budi emphasized that cybersecurity and encryption are important foundations of the national digital transformation. As part of strengthening this system, the individual Cyber Incident Response Teams are expected to be capable of identifying digital assets, understanding risks and recognizing various potential threats that could disrupt government services.
Strengthening these capabilities is also aimed at implementing the principles of Security by Design, layered defense or Defense in Depth, and greater resilience of digital systems. These principles require security considerations to be incorporated from the design and development stages of a system, rather than only being addressed after a disruption occurs. For regional governments that continue to expand the use of technology in public services, strengthening these capabilities is an important part of efforts to ensure service continuity.
Digitalization provides numerous conveniences for both the public and the government. At the same time, every digitally connected system requires adequate protection so that data and services are not easily compromised by cyber threats.
For the Labuhanbatu Selatan Regency Government, establishing the Labuhanbatu Selatan-CSIRT is not merely an institutional formality. The regency government must ensure that the team develops into a unit with sufficient capabilities, clear procedures and effective coordination mechanisms that can be deployed when actual incidents occur.
The Cyber Incident Response Team is expected to serve as the first line of defense when the regency government's information systems experience disruptions. With proper preparation, potential incidents can be detected and addressed at an early stage, thereby minimizing their impact on public services. The next challenge is to ensure the team's operational readiness by strengthening expertise, developing incident response procedures, mapping digital assets and maintaining continuous coordination with the relevant authorities.
This step is becoming increasingly important as data and information systems are now inseparable from modern governance. Digital systems are used in various administrative activities, information management and the delivery of public services. When a system is disrupted, the impact is not limited to equipment or networks. Public services can also be affected if the systems supporting those services do not function optimally.
Therefore, strengthening the Labuhanbatu Selatan-CSIRT is part of the effort to build secure, reliable and sustainable digital governance in Labuhanbatu Selatan Regency. The faster government digitalization advances, the greater the need for a stronger digital protection system. The regency government must balance the expansion of technology use with the development of appropriate defense mechanisms against the risks that accompany it.
Through the establishment of the Labuhanbatu Selatan-CSIRT, the Labuhanbatu Selatan Regency Government has underscored that cybersecurity is an important component of governance. Data protection, information system security and the continuity of public services form an integrated whole that must be consistently safeguarded in the era of digital government.
