DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government has expressed its readiness to support the construction of the Medan Raya Waste-to-Energy (PSEL) project. Construction of the facility is scheduled to begin in December 2026. To support the project, the regional government is strengthening waste management and collection systems down to the district level to ensure a steady supply of raw materials for the facility.
Deli Serdang Deputy Regent Lom Lom Suwondo expressed the commitment during a meeting on the progress of the Medan Raya PSEL project at the North Sumatra Governor's Office in Medan on Thursday, September 10, 2026.
Lom Lom said the Deli Serdang Government had prepared several measures to meet the project's waste requirements. These include optimizing 3R waste management facilities - Reduce, Reuse, and Recycle - as well as strengthening waste collection at the district level.
"To support this program, we are preparing measures to ensure the supply of waste. We are strengthening 3R waste management facilities and waste collection in the districts. Our capacity is sufficient, and we are ready to support the project," Lom Lom said.
According to him, several waste management facilities in Deli Serdang currently have a combined capacity of around 1,000 tons. This capacity is an important component in meeting the raw material requirements of the Medan Raya PSEL, which is planned to process waste from two areas: Medan City and Deli Serdang Regency.
The Medan Raya PSEL is expected to process around 1,700 tons of waste per day. Given this requirement, the ability of regional governments to ensure an adequate and continuous waste supply will be a crucial factor in maintaining the facility's optimal operation.
The Deli Serdang Government is not only preparing the waste supply but also strengthening the waste management system at the district level. The effort is aimed at establishing a more organized waste supply chain capable of meeting the PSEL's requirements once the project becomes operational.
Strengthening 3R waste management facilities is part of the strategy. Through these facilities, the regional government aims to increase waste collection and processing capacity before the waste is supplied to the PSEL as raw material.
Lom Lom emphasized that the waste management capacity available at several locations across Deli Serdang is sufficient to support the program. At the same time, the regional government continues to prepare a collection system to ensure a sustainable waste supply.
Ensuring a steady supply is particularly important because the Medan Raya PSEL will require large quantities of waste every day. The facility is designed to process waste from Medan City and Deli Serdang Regency into electrical energy.
The regional government hopes the PSEL will not only provide a solution to the waste problem but also contribute to transforming waste management in urban areas. With a more integrated management system, waste that has previously posed an environmental problem can be utilized as an energy source.
North Sumatra Deputy Governor Surya said the regional governments involved in the project must ensure two key aspects so that the construction and operation of the Medan Raya PSEL can proceed as planned. These are the availability of land and a guaranteed adequate supply of waste.
"This was already initiated in 2023. Now it is only a matter of implementing it on the ground. This program is very suitable for addressing the waste problem," he said.
According to Surya, the long-term implementation of the PSEL project requires the support of all participating regional governments. In addition to ensuring the construction of the facility, the availability of raw materials must also be guaranteed so the facility can operate continuously once completed.
The Medan City Government has previously prepared a 4.98-hectare plot of land next to the Terjun Final Disposal Site (TPA) in Medan Marelan District as the location for the construction of the Medan Raya PSEL.
The site is a key part of the plan to build the waste processing facility, with construction scheduled to begin in December 2026. The government plans to have the facility operational by December 2028.
The availability of land and waste supply are two interconnected components. The land provides the foundation for constructing the facility, while a continuous supply of waste is essential for ongoing processing and electricity generation once the facility becomes operational.
Danantara Investment Director Fadli Rahman said the Medan Raya PSEL would require an investment of around US$200 million, equivalent to approximately Rp3.5 trillion.
The investment will be used to construct a facility with a processing capacity of around 1,700 tons of waste per day. The Medan Raya PSEL is expected to generate approximately 35 to 40 megawatts of electricity from the waste processing process.
The electricity generated is expected to meet the energy needs of around 110,000 households. With this capacity, the Medan Raya PSEL will not only serve as a waste processing facility but also become an alternative energy source for the community.
The construction of the facility is also part of the government's efforts to address the growing urban waste problem, which continues to increase alongside population growth and rising levels of community activity. Converting waste into energy offers an alternative approach, allowing the government to reduce pressure on waste management systems while utilizing waste as an energy source.
If construction and operations proceed as planned, the Medan Raya PSEL could become one of the largest waste processing facilities in Sumatra. The facility is expected to strengthen the waste management system in the Greater Medan area while generating electrical energy.
For Deli Serdang, supporting the project also means preparing a waste management system from the source through to further processing. Strengthening 3R waste management facilities and waste collection at the district level represents the first step toward ensuring the continuous availability of raw materials required by the PSEL.
The Deli Serdang Government has expressed its readiness to take on this role. With the support of the provincial government, the Medan City Government, and the project operator, the Medan Raya PSEL is expected to be completed and operated as planned, while contributing to waste management and meeting the community's energy needs.
